TRP/Cetecom bvba November 13, 2001 Federal Communications Commission Laboratory 7435 Oakland Mills Road Columbia, MD 21036 RE: FCC ID:PZLMC9620SG2UM application for certification Gentlemen: EADS-Defense and Security Networks herewith submits an application for a portable push to talk handset to be operated as part of a networked system under Part 90 of the FCC Rules. The system consist of multiple handsets together with single or multiple networked base stations to provide secure networked digital communication service to multiple users in the 440 MHz to 490 MHz band. Detailed descriptions of the respective systems are contained in the individual filing for the base and portable units. There are two portable unit models to be included under the reference FCC ID. The two model numbers are MC9620SG2UM (does not have the encryption integrated chip) and MC2620SG2UM which contains the encryption chip. As part of this filing, EADS through their American liaison, has provided an analysis showing the equipment meets the spectral efficiency requirements of Section 90.203(j)(8). This analysis has been accepted by the FCC as sufficient to show the spectral efficiency requirement is met. Copies of the pertinent documents and FCC confirmation of acceptance are included in this filing. This project is a joint venture of Matra, Nortel, and EADS-DSN with much of the supporting documentation showing the Matra Nortel logo. Sincerely, Phillip Inglis Consultant 14085 Howard Rd Dayton, MD 21036

10/242001 LANGUAGE ACCEPTABLE TO EDSN. DISTANCES BELOW ARE NOMINAL AND MAY BE ADJUSTED IF NECESSARY FOR FCC APPROVAL. FCC RF Exposure Compliance Requirements for Occupational Use Only: This Radio has been tested and complies with the Federal Communications Commission (FCC) RF exposure limits for Occupational Use/Controlled exposure environment. In addition, it complies with the following Standards and Guidelines: ◊ FCC 96-326, Guidelines for Evaluating the Environmental Effects of Radio Frequency Radiation. ◊ FCC OET Bulletin 65 Edition 97-01 (1997) Supplement C, Evaluating Compliance with FCC Guidelines for Human Exposure to Radio Frequency Electromagnetic Fields. ◊ ANSI/IEEE C95.1-1992, IEEE Standard for Safety Levels with Respect to Human Exposure to Radio Frequency Electromagnetic Fields, 3 kHz to 300 GHz. ◊ ANSI/IEEE C95.3-1992, IEEE Recommended Practice for the Measurement of Potentially Hazardous Electromagnetic Fields - RF and Microwave. 1. This radio is NOT approved for use by the general population in an uncontrolled environment. This radio is restricted to occupational use, work related operations only where the radio operator must have the knowledge to control its RF exposure conditions. 2. When transmitting with the unit in front of the mouth, hold the radio in a vertical position with its microphone away from your mouth and keep the antenna at least 1 inch (2.5 cm) away from your head and body. 3. The radio must be used with a maximum operating duty cycle not exceeding 50%, in typical Push-to- Talk (PTT) configurations. DO NOT transmit for more than 50% of total radio use time (50% duty cycle). Transmitting more than 50% of the time can cause FCC RF exposure compliance requirements to be exceeded. The radio is transmitting when the red LED on the top of the radio is illuminated. You can cause the radio to transmit by pressing the PTT button. 4. Always use EDSN Standard authorized accessories.

FCC ID: PZLMC9620SG2UM 2.1 INTRODUCTION The FCC has adopted the guidelines for evaluating the environmental effects of radiofrequency radiation in ET Docket 93-62 on Aug. 6, 1996 to protect the public and workers from the potential hazards of RF emissions due to FCC-regulated portable devices.[1] The safety limits used for the environmental evaluation measurements are based on the criteria published by the American National Standards Institute (ANSI) for localized specific absorption rate (SAR) in IEEE/ANSI C95.1-1992 Standard for Safety Levels with Respect to Human Exposure to Radio Frequency Electromagnetic Fields, 3 kHz to 300 GHz. (c) 1992 by the Institute of Electrical and Electronics Engineers, Inc., New York, New York 10017.[2] The measurement procedure described in IEEE/ANSI C95.3-1992 Recommended Practice for the Measurement of Potentially Hazardous Electromagnetic Fields - RF and Microwave[3] is used for guidance in measuring SAR due to the RF radiation exposure from the Equipment Under Test (EUT). These criteria for SAR evaluation are similar to those recommended by the National Council on Radiation Protection and Measurements (NCRP) in Biological Effects and Exposure Criteria for Radiofrequency Electromagnetic Fields,” NCRP Report No. 86 (c) NCRP, 1986, Bethesda, MD 20814.[5] SAR is a measure of the rate of energy absorption due to exposure to an RF transmitting source. SAR values have been related to threshold levels for potential biological hazards. 2.2 SAR Definition Specific Absorption Rate (SAR) is defined as the time derivative (rate) of the incremental energy (dU) absorbed by (dissipa…
