Date: 2008-01-30 Bay Area Compliance Laboratories Corp. 1274 Anvilwood Avenue Sunnyvale, CA 94089 Phone: 1-408-732-9162, Fax: 1-408-732-9164 FEDERAL COMMUNICATIONS COMMISSION Authorization and Evaluation Division 7435 Oakland Mills Road Columbia, MD 21046 Subject: Supersede of Test Report Exhibit: “Q78-CBTSI28C Test Report” for ZTE Corp.: FCC ID: Q78-CBTSI28C To Whom It May Concern: On behalf of ZTE Corp., Bay Area Compliance Laboratories Corp. would like to request supersede of the test report exhibit (“Q78-CBTSI28C Test Report”) previously submitted for FCC ID: Q78-CBTSI28C. The reason for this supersede is that the test report previously uploaded to the FCC was an incorrect configuration of the device. The customer intended for this device to be the 60 W output power configuration but instead inadvertently certified the 47.75 W configuration. The output power of the device is controlled via firmware at the point of manufacture and in all other respects (electrical design specifications etc.) the device is identical to that which was previously certified. The revised test report exhibit (“Q78-CBTSI28C Test Report rev. 1”) features all revised testing subsequent to the correction of the device output power. Upon acceptance of supersede BACL will correct and reissue the corresponding FCC Grant. Please also see ZTE Authorization Correction letter submitted along with this cover letter and revised test report. If there are any questions or concerns in this matter please feel free to contact us, thank you. Best Regards, Douglas Méndez Document Control Supervisor Bay Area Compliance Laboratories Corp. FCC ID: Q78-CBTSI28C. The device should have been tested and certified for its 60 W configuration, but instead was tested and certified in the 45.75 W configuration. No change has been made to any hardware or software of this equipment; the output power is configurable by ZTE through firmware at the point of manufacture. The revised test report (Q78-CBTSI28C Test Report rev. 1) featuring the testing performed with the correct output power has been attached with this correspondence. Please contact me if you have any further questions or concerns. Sincerely Yours, Royce Wang Product Certification Director ZTE Corporation

ZTE Corporation FCC ID: Q78-CBTSI28C Report #RSZ07110100 FCC PART 22 TYPE APPROVAL Report 8 §2.1091 – RF EXPOSURE Limit According to §1.1307(b)(1), systems operating under the provisions of this section shall be operated in a manner that ensures that the public is not exposed to radio frequency energy level in excess of the Commission’s guidelines. According to §1.1310 and §2.1091 RF exposure is calculated. Limits for Maximum Permissible Exposure (MPE) Te s t D a t a Predication of MPE limit at a given distance Equation from page 18 of OET Bulletin 65, Edition 97-01 S = PG/ 4лR² Where: S = power density P = power input to antenna G = power gain of the antenna in the direction of interest relative to an isotropic radiator R = distance to the center of radiation of the antenna Maximum peak output power at antenna input terminal: 46.79 (dBm) Maximum peak output power at antenna input terminals: 47.75(W) Prediction distance: 400 (cm) Predication frequency: 850 (MHz) Antenna Gain (typical): 13 (dBi) Power density at predication frequency at 400 cm: 0.474 (mW/cm2) MPE limit for uncontrolled exposure at prediction frequency: 0.567 (mW/cm2) Test Result: Comply at 4m distance; please refer to the instruction manual.
