It does not include any findings relevant to either the RF Exposure or EMC reports. Kindly understand that depending on your responses, there may be additional comments. 1.) There are no Schematics included with this device application. A BOM is not the same as a schematic diagram of the RF circuitry. Please provide schematic diagrams. 2.) The Block Diagram does not include any relevant details about the transmitter. Pages 2 and 3 do not even display properly. Please provide a more complete and detailed block diagram. 3.) The External Photographs are poor and provide very little information about this device. Please provide larger, clearer External Photographs showing all ports and all controls. It is recommended that standard orthographic projection techniques be used showing all sides of the device. 4.) In general, only very specific types of Exhibits can be held Confidential. These include Parts List, Tune-Up Specifications, Block Diagram, Schematics and Operational Description. No other documents can be held Confidential without great justification. Please review your Confidential Request letter and correct. 5.) The Form 731 is signed by Royce Wang, but the printed name is that of Zihui Wang. Who is the individual responsible for this Application? If it is to be someone other that Royce Wang then we will need some notice that authorizes Zihui Wang to speak on behalf of ZTE Corporation. 6.) The Internal Photos are not satisfactory. Please provide larger, clearer photos, top and bottom, of all relevant construction details and all circuit boards / daughter boards. Be sure that all RF shielding is removed for photographs. 7.) The Label exhibit is satisfactory. However, the FCC logo is not appropriate for this device and should be removed. 8.) It appears that the Parts List may not include all the active devices as required by FCC rules. Kindly double-check and provide as necessary. 9.) The Tune Up procedure provided is not satisfactory. Ideally it should include a description of how power and frequency are set for these devices as they leave the factory floor. Please include target tune-up values and their tolerance in the tune-up procedure. 10.) FYI: Please understand that this only deals with the administrative portion of this filing. Depending on your responses, kindly understand there may be additional comments. Test Report 1.) Please review the Effective Radiated Power test on page 9. You have two limits shown – 500W and 2000W. Which is correct? 2.) The effective radiated power test is confused with conducted power. Conducted power should be done on three channels – low, medium and high. Radiated power should be done on a test range using the substitution method described in TIA/EIA 603. Please be aware that radiated power tests where a simple field strength reading from a spectrum analyzer is converted to radiated power readings is not suitable. Be sure to show your work and calculations in your Test Report. 3.) What is the purpose of the plot on Page 19? What are you trying top illustrate? 4.) With the radiated spurious emissions, only the substitution method is allowed for Licensed devices. Your radiated emissions test is not suitable. Your test equipment list includes only one antenna and no signal generators or amplifiers. How is it possible to do substitution without two antennas, and two cables, and a signal source? 5.) Who is Donald Duck and why is he doing a fast method of compliance testing? 6.) Your spurious emissions at antenna terminals plots on page 22 indicate an uncalibrated setting was chosen. This is never appropriate for FCC compliance work. Please review and correct. 7.) Your frequency stability references to Part 22 are not appropriate. See 27.54. Prove that for all instances of expected environmental conditions this broadband device will stay within the permitted band. Also, in the opinion of this Reviewer, 20 minutes is far to short a time to allow for device stabilization. No less than 2 hours for this base station in a power off state is necessary for this device. William H. Depending on your responses, kindly understand there may be additional comments. 1.) FYI: For the future, kindly work on improving your internal photographs. The exposure settings and angle of the camera relative to the subject make it difficult to review. May I suggest using a tripod and not attempting to photograph with a flash? Properly illuminated and diffused lighting will go a long way to improving this Exhibit. 2.) You have selected the wrong 15.19 label statements. Please refer to 15.19(a)(1) and not 15.19(a)(3). The label should read: “This device complies with part 15 of the FCC Rules. Operation is subject to the condition that this device does not cause harmful interference.” 3.) The updated Tune Up description has a statement which does not seem to make sense. “If it is 30.2dBm of channel power in Agilent 89600, attenuation will be reduced 0.5dB/step until the channel power achieves 34.7dBm.” Is this correct? Do you start actually start at ~1 watt (30.2dBm) and reduce power until you find ~5 watts (34.7dBm)? 4.) Your RF Exposure exhibit (Test Report page 8) should be provided as a separate Exhibit – for clarity not placed inside the Test Report. In addition, you correctly quote the limit table as 1mw/square cm, but at the bottom of the page use 5mw/square cm. Please review and correct. 5.) Page 9 of the Test Report talks about ERP. This is a radiated measurement. How can you connect the output of the EUT to a spectrum analyzer and get a radiated value? 6.) Please further identify the measured values and limits shown at the top of page 11. What is it? 7.) Could you please provide for me the isotropic gain of the substitution antennas used in the radiated spurious emissions test? William H. 1. Requirements and Recommendations for WiMAX Forum Mobility Profiles, WiMAX Service Providers Working Group Answer: We have already submitted them. WiMAX Service Providers Working Group please refer to IEEE802.16e protocol. 2. Recommendations and Requirements for Networks Based on WiMAX Forum Certified Products. Answer: TP25I is the SS. RA25 is the part of ASN. Please see the below block. For more information please refer to IEEE802.16e. • R1-Reference Point R1 consists of the protocols and procedures between MS and ASN as per the air interface (PHY and MAC) specifications (IEEE P802.16-2005 ,and IEEE P802.16-2004). Reference point R1 may include additional protocols related to the management plane。 • R2-Reference Point R2 consists of protocols and procedures between the MS and CSN associated with Authentication, Services Authorization and IP Host Configuration management. This reference point is logical in that it does not reflect a direct protocol interface between MS and CSN. • R3-Reference Point R3 consists of the set of control plane protocols between the ASN and the CSN to support AAA, policy enforcement and mobility management capabilities. • R4-Reference Point R4 consists of the set of Control and Bearer plane protocols originating/terminating in various functional entities of an ASN that coordinate MS mobility between ASNs and ASN-GWs. 3.WiMAX devices are capable of operating in highly dynamic conditions with various combinations of operating configurations to optimize throughput and performance. Because many of these highly optimized dynamic configurations normally do not provide stable conditions for compliance testing, standard test mode configurations for product conformance evaluation should be specified. Like the FCC 3G procedures, for example info about using output power as a pre-screening tool among a larger subset of the available device configurations, would be useful. The output conditions of the test device should be closely monitored with applicable equipment, communication test set, analyzers or power meters, to ensure the required operating conditions are satisfied during the compliance measurements. The device se! tup and operating parameters should be fully documented in the test report to enable the tests to be repeated easily and with sufficient accuracy. Answer: For ZTE RD engineer working experience, we use the modulation mode of QPSK and data rate is the largest. Under this condition, RA25 can output the max power. The max power is cared by FCC and users. In general, ZTE have finished all the tests is in this condition. ZTE is one of 13 board members of WiMAX Forum. The setup photo is in the report.
