The MCC field update consists of removing the original BLT3 transceiver, and replacing it with the newly redesigned BLT5 transceiver. After the new BLT5 transceiver has been installed you will also need to install a new FCC label, part number 23-1401. The new FCC label should be placed on the MCC’s exterior where it will be highly visible. The new FCC, BLT5 Retrofit label can be found in the MCC retro-fit kit, designated as follows: Kit, BLT5 Transceiver, MCC kit, Landis part number 45-1828. The bill of materials is listed below. Removing the existing BLT3 transceiver from the MCC’s enclosure 2.1 Refer to Landis document part number : 97-2350, MPI, REPACKAGED ASSEMBLY INSTRUCTION, section 3.0 through section 3.8 for details on how to remove the exisiting BLT3 transceiver module. 2.2. To remove the existing, original BLT3 transceiver, disconnect the antenna cables P/N: 19-0014, LAN/WAN Radio Power Cable assembly P/N 19-2351, and the LAN Data cables P/N: 19-2352. 2.3. Losen the LAN/WAN assembly backet’s machine-screw Hex-nuts. The stated Hex-nuts are used to hold down the LAN/WAN assembly to the inside of the MCC enclosure, then remove the LAN/WAN assembly from the MCC enclosure.Once the LAN/WAN assembly has been pulled from the MCC inclosure, losen the hex-nuts used to hold down the original BLT3 transceiver assembly to the LAN/WAN assembly mouting bracket, pull the BLT3 transciever for the LAN/WAN mounting bracket assembly, and replace the orignal BLT3 transceiver will the newly redesigned BLT5 transceiver assembly. 3. Re-installing the updated LAN/WAN bracket assembly containing the updated BLT5 transceiver unit into the MCC encloser 3.1 Once you have re-fitted the BLT5 transceiver on the LAN/WAN mounting bracket assembly, re- torque the mounting Hex-nuts used to hold the BLT5 assembly to the LAN/WAN mounting bracket, then, re-install the LAN/WAN mounting bracket assembly inside the MCC enclosure, and re-torque the LAN/WAN mounting bracket’s Hex-nuts. The stated Hex-nuts are used to mount the LAN/WAN bracket assembly down to the inside of the MCC enclosure. 3.2 On completion of re-installing the LAN/WAN bracket assembly containing the newly added BLT5 transceiver you can re-connect the antenna cables P/N: 19-0014, LAN/WAN Radio Power Cable assembly P/N 19-2351, and the LAN Data cable P/N: 19-2352, Assembly Instructions, Kit, BLT5, MCC97-1828 Rev ABPage4of4 PROPRIETARY INFORMATION NOTICE: THIS DOCUMENT CONTAINS TRADE SECRETS AND CONFIDENTIAL INFORMATION OFLANDIS+GYRAND SHALL NOT BE DUPLICATED IN WHOLE OR IN PART OR USED OR DISCLOSED FOR ANY PURPOSE OTHER THAN THAT APPROVED BYLANDIS+GYR. 4. Final Installation 4.1 From your MCC retro fit kit contained in a 9”x 12” zip lock bag, remove the newFCC, BLT5 Retrofit label, part number23-1401. Nextremove the label’s non-stick backing paper to expose the adhesive side of the lablel then stick the new FCC labelon the outside of the MCC’s enclosure. The label should be placed on the enclosure’s painted exterior bottom where it will be highly visible. 4.1 The MCC may be returned to service. 5. FCC This product shall comply with the FCC requirements listed in United States CFR Title 47, Part 15.109, 15.209 and15.247. Bowman Drive Buford, GA 30518 Re: FCC ID: R7PCGR1S2 To Whom It May Concern: The following application is submitted on behalf of our client, Landis+Gyr Technology, Inc., for evaluation of their model BLT5 for certification under FCC Part 15.247. The BLT5 receives and transmits packets of data in half-duplex operation on the CellNet wireless LAN using the 900 MHz radio frequency band. The BLT5 receives packets from endpoints on one of two antenna inputs at a frequency of 917.58 MHz and outputs the packet data serially to the processor using an RS232 interface. The BLT5 was tested in full to the requirements of the aforementioned rules and was found to be in compliance. Sincerely, Sam Wismer Vice President, Technology Advanced Compliance Solutions, Inc.
30000 Mill Creek Avenue, Suite 100 | Alpharetta, GA 30022 Tel: +1 678 258 1637 | Fax: +1 678 258 1681 To:File From:Richard Timko Subject:BLT5, FCC ID: R7PCGR1S2 Limited Modular Approval RequestMay 13. 2014 Scope FCC Public NoticeDA 00-1407released June 26, 2000 communicated guidelines for products requesting modular approval. In particular, eight requirements were enumerated along with a request that each of the 8 be explained for any product requesting such approval. It is the purpose of this document to respond to those eight guidelines in regard to the Landis+Gyr product: BLT5. Modular Approval Requirements 1.1 RF Shielding The Landis+Gyr BLT5 module is self-shielding and is not dependent on any component or characteristic of the device into which it is embedded. Shielding is accomplished through a combination of metallic self-shielding components, copper planes, guards, and vias in the PCB. The result is a design that has been proven to be neither sensitive to outside influence nor capable of introducing interference into outside components. 1.2Buffered Modulation / Data Inputs The Landis+Gyr BLT5 module does not have external modulation or data inputs. Rather, the RF sections are driven by an on-board microprocessor which directly controls the RF data lines and operates so as to not allow excessive modulation. 1.3Power Supply Regulation The Landis+Gyr BLT5 module uses linear, low-dropout regulators to provide all the electronics with a supply that is fixed, even when the input voltage is varied. 1.4Antenna Requirement The Landis+Gyr BLT5 module utilizes external antennas which are connected by non-unique OSX-type connectors. Therefore, Limited Modular Approval is applicable. 1.5Stand-Alone Testing All testing on the Landis+Gyr BLT5 module was conducted standalone. No shields or enclosures were used, other than those fully integrated into the modules themselves. No ferrites were used on data or power lines during testing. These devices are DC powered, and exceed applicable conducted emission requirements. 1.6Labeling As indicated, each module will have its own FCC ID label. In addition, devices into which they are placed will have labels indicating that this module is contained within. Exact text will be as specified in the FCC Public Notice. 1.7Specific Rules and Operating Requirements The Landis+Gyr BLT5 module complies with all pertinent rules for its section. 1.8RF Exposure Requirements The Landis+Gyr BLT5 module complies with all exposure requirements. As a component used in the Utility industry, this product is not intended for use near human operators. 1.9In Reference to 15.212(b) The Landis+Gyr BLT5 module is always professionally installed and is not sold to the general public. It is always installed into controlled or non-accessible areas such as antenna towers and utility poles. This module undergoes continuous, rigorous testing to ensure that full compliance is always maintained. Sincerely, Title: Quality Engineer
