The applicant has submitted a SAR test report with body SAR results, although we believe that this device should be classified as mobile. The intended FCC identifier is FCC ID: SARSTARTEL9000X. The current FCC policy requires a TCB to ask for advice from FCC prior to certifying a CDMA 2000 device. We hereby ask for guidance regarding review procedures. Sincerely, EMCC DR. RASEK Klaus Knoerig Response: resend - Response to Inquiry on Apr 24 2006 3:56PM: << File: CDMA-2000 SAR Config.doc >> Thank you for your inquiry - FCC is continuing to investigate and update measurement and TCB review & approval procedures for 3G devices, and plans to circulate revised versions soon. Meanwhile, please ensure TCB filings are consistent with guidance in attached. Oct05 TCB training notes included the following: - 3G technologies - 1) TCBs must request advice from FCC prior to certifying a device. Preferably a KDB correspondence should be used for this communication. 2) Current advise that we will give for CDMA-2000 and UMTS is: to digest preliminary info documents provided by OET/Lab (CDMA-2000 or WCDMA), then perform reviews of tests to best extent possible. TCBs in their review should apply good engineering judgment and current procedures such as Supplement C to the exte! nt applicable. Additional guidance information is under development. Info documents for other technologies have not been developed at present. 3) When unsure how to address a particular point in their review, TCB should again contact OET/Lab for specific advise. 4) Request-for-info correspondence and FCC response should be included as EAS cover-letter exhibit in the filing, to demonstrate that TCB has requested and reviewed info prior to certification. FYI: CDMA-2000 = IS-2000 = 3GPP2 WCDMA = UMTS = 3GPP Concerning mobile or SAR: Desktop units generally are considered mobile devices and should be handled accordingly. However, 2.1091 d4 may be applicable in this case and SAR evaluation may be justified. TCBs are allowed to review such SAR reports. Do not reply to this message.
