1 LETTER OF EXPLANATION 4 th October 2007 Federal Communications Commission Authorization and Evaluation Division 7435 Oakland Mills Road Columbia, MD 21046 USA Subject: Ubisense Limited FCC ID: SEATAG22HH To Whom It May Concern: The attached application is for a device that is both a 6 to 8 GHz UWB transmitter operating under 15.519 and a 15.249 device operating in the band 2400 to 2483.5 MHz. The assembly consists of a handheld module with permanently attached antennas. The whole device is powered by a 3Vdc coin type cell. Previously a similar device from this applicant was certified as a Part 15.517/15.249 composite device (FCC ID: SEATAG22), and we are again following the FCC’s guidance relating to that previous certification, which included submitting test reports for both the 15.519 and 15.249 transmitters under a single FCC ID. Should you have any questions or require any further information with regards to this, please feel free to contact me. Sincerely, Mario de Aranzeta C.E.T. Engineer

OPERATIONAL DESCRIPTION Ubitag V2.5 FCC ID SEATAG22HH The UBITAG7025 is a wireless device intended to be used for the real-time location of personnel and hand-held objects. It transmits ultra-wideband (UWB) pulses which are picked up by a network of basestations (Ubisensors), allowing the 3D position of the tag to be found. The use of UWB technology enables greater positioning accuracy within buildings than other wireless technologies, because it is much less susceptible to multipath interference effects. Applications of the system include healthcare, workplace productivity, security and retail management. The UBITAG7025 is a composite device consisting of an ultra-wideband transmitter, a conventional radio transceiver operating in the range 2402.5-2480.5MHz, and associated digital circuitry. It is never the case that both the ultra-wideband transmitter section of the device and the conventional radio transceiver section of the device are active simultaneously. Both the ultra-wideband transmitter and the conventional radio transceiver utilise permanently attached antennas that are integral to the device. The UBITAG7025 will not transmit ultra-wideband signals unless it receives suitable trigger commands (over the range 2402.5-2480.5MHz conventional radio link) from an associated base station. It is programmed to cease transmissions within 10 seconds unless it receives an acknowledgement from an associated receiver that its UWB transmission is being received.

Declaration of maximum 2.4GHz link duty cycle for Ubitag V2.x devices Andy Ward Chief Technology Officer Ubisense Limited 7 October 2007 Overview This document describes the maximum possible duty cycle of transmissions of the Ubitag V2.0, V2.1, V2.2, V2.3, V2.4 and V2.5 devices via their 2.4GHz transceivers, which are to be certified under FCC Part 15.249. Device operation As part of their operation, the Ubitag V2.0, V2.1, V2.2, V2.3, V2.4 and V2.5 devices utilise a 2.4GHz conventional radio link which is to be certified under FCC Part 15.249. To maximise battery lifetime, these devices transmit only infrequently on the 2.4GHz radio link. The maximum time for which the 2.4GHz transmitter of the Ubitag devices may be active in a cycle is 4.6ms, and the maximum rate at which the device may be cycled is 44.5Hz, leading to a maximum transmitter on time of 4.6ms every 22.5ms. The maximum transmitter on time in any 100ms period is therefore 5 x 4.6ms = 23ms, because in the worst-case the 100ms window can happen to capture five complete 4.6ms transmission periods, each with a (22.5ms – 4.6ms) = 17.9ms gap between them. The plot below shows the conducted output from a Ubitag V2.0 device when it is transmitting at maximum duty cycle, across a worst-case 100ms span, and validates the numbers given above. The operating code and 2.4GHz transceivers on the V2.1, V2.2, V2.3, V2.4 and V2.5 Ubitags are identical, and therefore will generate identical results. Conclusion The maximum possible transmitter on time of a Ubitag V2.0, V2.1, V2.2, V2.3, V2.4 or V2.5 device is 23ms in any 100ms period .
