It will also be used to conserve SAR resources by virtually eliminating all false alarm deployments. WARNING Failure to register this 406 MHZ beacon with NOAA could result in penalties and/or fines being issued to the owner. Solicitation of this information is authorized by Parts 80 and 87, Title 47 CFR. There is no charge for this registration, this is a service provided by the U.S. government. All registration forms will be entered into the 406 MHZ Beacon Registration Database within 48 hours of receipt. A confirmation letter, a copy of the actual registration, and a proof-of-registration decal will be mailed to you within two weeks. DOC07057ARef: 0144348A ENGLISH DEUTSCH NEDERLANDS KANNAD 406 PLB XS-3 GPS 2 WARNING Distress beacon class II Use only in situations of grave and imminent danger Register beacon with national authority before use The KANNAD 406 XS-3 GPS is a manually activated multienvironmental personal locator beacon (PLB) approved to COSPAS-SARSAT class II requirements. This beacon is watertight, buoyant and is appropriate for use around water provided that being placed in horizontal position with the antenna unfolded in vertical position, 406/121.5 and GPS antennas being not covered by water. Important: the user shall make every effort to keep the beacon out of the water and avoid any retention of water on the antenna. The distress signal transmitted by the beacon can be picked up anywhere thanks to COSPAS- SARSAT satellite global coverage. When activated, the KANNAD 406 XS-3 GPS transmits, in the 406 MHz frequency, a coded message with a unique number to identify the distress and the beacon’s owner. This message is picked up by the COSPAS-SARSAT satellites which store it and continuously retransmit it to the Local User Terminals (L.U.T) Thanks to the geosationnary satellites (GEOSAR), the distress is received within minutes and transmitted anywhere in the world. Thanks to the orbital satellites (LEOSAR), the position of the distress is calculated typically within one nautical mile anywhere in the world using doppler techniques. The typical waiting time for calculating a position in average latitudes is less than one hour. In addition, thanks to the GPS receiver, its position (accuracy typically about a fifty meters) will be transmitted by the beacon within minutes following the distress. The data are processed and retransmitted to Mission and Rescue Control Centers (MRCC's) and to the Search And Rescue Center (RCC or S.A.R.) nearest to the distress to organize the rescue operations. The 121.5 MHz frequency is also transmitted by the beacon and is used as a homing frequency in the final stages of rescue. ! INTRODUCTION COSPAS-SARSAT SYSTEM COSPAS-SARSAT is a global distress warning system operating 406.0 - 406.1 MHz frequency band. The 406 MHz frequency coded with the beacon ID, is used to determine the position of the beacon to alert the nearest Search and Rescue Services (S.A.R.). The system consists of: 1. Distress beacons; 2. Satellites on polar orbits (LEOSAR) and geostationary satellites (GEOSAR); 3. Local User Terminals (LUTs); 4. Mission and Rescue Control Centers (MRCC's). 5. Make sure you are aware of the appropriate national regulations. The owner of the beacon must register its beacon with the national authorities who will supply the form necessary for its registration. The beacon must be re-registered when changing ownership. Each beacon is programmed with a unique 15 digit Hexadecimal identity number (ID). This number is to be found in the ID field of the beacon label. The KANNAD 406 XS-3 GPS is coded in compliance with COSPAS-SARSAT serialised protocol or with coding protocol applicable in the country of registration: • For marine use: either MMSI number or serialized protocol. • On board an aircraft: either with the serialized number (S/N), 24-bit address, AOD + serial number, tail number (T/N). • For use on land: with serialised protocol. FALSE ALARMS False alarms caused by accidental activations of beacons result in unnecessary search and rescue operations. Therefore, if the beacon has been activated by mistake, it is mandatory to: • Immediately contact the nearest Search And Rescue authorities (coast guards, etc.) to tell them it is a false alarm to stop SAR operations. The Grantee Name associated with “VIQ” is ‘Martec Serpe-Iesm’. Who is Kannad and what relationship do they have with Martec? If the company has been purchased, or has undergone a name change, this information must be updated with FCC. Please correct the FCC database, and all relevant documents within this filing as necessary. The reasons for change are the following: The MARTEC groups create a subsidiary for its beacon and instrumental system business within the KANNAD Company. As of 3 September 2007, the beacons and instrumental systems activities will be run by KANNAD a subsidiary company created especially for this purpose. With this new subsidiary, the MARTEC group is able to focus on Defence Security whilst giving KANNAD the means of pursue and sustain its development course in the beacons & instrumental markets. Accordingly, KANNAD is in charge of all the distress beacons activities. The FCC data base has been recently updated: - FRN registration number with new company and new contact on January 29: OK (see attached file FRN Registration Jan 29_2008.pdf) - Grantee registration information on January 29: Pending (see attached file Grantee modification.pdf). I also transmitted to FCC a Press release (with MARTEC and KANNAD contacts at the end of the page) indicating the reasons of change (see attached file Kannad Press Release.pdf) and to Marianne Bosley (ATCB) a letter stating the modifications of our Grantee code (see attached file Modification of FCC Grantee code.pdf) 2. The FCC Grantee code contact window is listed as Reine Petch. The person who signed Form 731 and listed to receive the Grant is Stephane Jincheleau. The cover letters are signed by Jacques Savoia. According to current FCC policy (December 2007), there must be an unbroken chain of authority pointing back to the Grantee code contact. Under what authority does either Stephane Jincheleau or Jacques Savoia speak on behalf of Kannad? According to FCC registration number (see attached file Grantee modification.pdf) the new contact for all KANNAD distress beacons is Stephane Jincheleau, Search And Rescuer LP Manager. Reine Petch was only in charge of the Maritime activities. To be able to register to FCC as well Maritime distress beacons, as Land and Aeronautic distress beacons, we decided to use only one contact who is in charge of all the Search And Rescue Activity. Grantee registration information authorizing this contact is in progress (see attached file Grantee modification.pdf and Modification of FCC Grantee code.pdf). I (Jacques Savoia) signed the cover letter as technical contact and did not know the FCC Policy had changed in December 2007. A new revised cover letter will be signed by Stephane Jincheleau (see attached file Confidentiality Request Letter Rev01.pdf). 3. The Confidentiality Request letter asks for too much. In general, Licensed radio transmitters may only ask for Schematics, Block Diagrams, Operational Descriptions, Parts and Tune-Up exhibits to be held Confidential. It is rare for additional documents to ever be given ‘Permanent Confidential” treatment without very significant justification. Please revise your Confidentiality Request letter or provide additional detailed justification for confidential treatment of these other Exhibits. OK, I agree. This has been modified in the revised cover letter signed by Stephane Jincheleau (see attached file Confidentiality Request Letter Rev01.pdf). 4. The FCC ID: on the Application form does not indicate a “-“ within the FCC identifier. Which is correct – the Label or the Form 731? The Label is correct, not the Form 731. Page 1/3 TUNE UP PROCEDURE REF: ATCB 06 DATE: JAN 29/2008 REV: 00 As required by 2.1033(c)(9 a “Tune Up” document must be provided, i.e. a description of how and to what tolerance the power is adjusted during manufacturing. Not applicable in our case: There is no adjustment of the power during manufacturing because the electronic conception is designed so that the power is in conformity with the specifications. Each beacon is checked in manufacturing: - 406 MHz must be 37 dBm ± 2dB - 121.5 MHz must be 23 dBm ± 3dB A final inspection is performed on each beacon and Acceptance Test Reports are filled to prove that they are compliant with these specifications before release.
