Radio frequency exposure information In August 1996, the Federal Communications Commisision (FCC) of the U.S. adopted an updated safety standard for human exposure to radio frequency electromagnetic energy emitted by FCC regulated transmitters. The design of this phone complies with the FCC guidelines and those standards To maintain compliance with FCC RF exposure guidelines, use only third-party belt-clips, holsters and similar accessories that do not contain metallic components in its assembly. If you do not use a body -worn accessory, ensure the antenna is at least 0.6 inch (1.5cm) from your body when transmitting. Use of non -approved accessories may violate FCC RF exposure guidelines. Use sensibly Use only in the normal position (to ear). Avoid unnessary contact with the antenna when the phone is switched on. Accessories and batteries Use only SAMSUNG-approved accessories and batteries. Tests for SAR are conducted using standard operating positions specified by the FCC with the phone transmitting at its highest certified power level in all tested frequency bands. Although the SAR is determined at the highest certified power level, the actual SAR level of the phone while operation can be well below the maximum value. This is because the phone is designed to operate at multiple power levels so as to use only the power required to reach the network. In general, the closer you are to a wireless base station antenna, the lower the power output. Before a phone model is available for sale to the public, it must be tested and certified to the FCC that it does not exceed the limit established by the government -adopted requirement for safe exposure. The tests are performed in positions and locations (e.g., at the ear and worn on the body) as required by the FCC for each model. (Body-worn measurements may differ among phone models, depending upon available accessories and FCC requirements). While there may be differences between the SAR levels of various phones and at various positions, they all meet the government requirement for safe exposure For additional information concerning exposure to radio frequency signals, see the following websites. February 4, 2002 Federal Communications Commission Authorization and Evaluation Div. Equipment Authorization Branch 7435 Oakland Mills Road Columbia, MD 21046 To whom it may concern: We, the undersigned, hereby authorize PCTEST Engineering Laboratory Inc., to act as agent on behalf of all matters relating to applications for equipment authorization, including the signing of all documents relating to these matters. Any and all acts carried out by PCTEST Engineering Laboratory, Inc. on our behalf shall have the same effect as acts of our own. We also hereby certify that no party to this application is subject to a denial of benefits, including FCC benefits, pursuant to Section 5301 of the Anti-Drug Abuse Act of 1988,21 U.S.C.862. Sincerely, Wallace Oh Engineering Manager Samsun Electronics America March 15, 2002 Federal Communications Commission Equipment Approval Services 7435 Oakland Mills Road Columbia, MD 21046 SUBJECT: FCC E911 REQUIREMENTS PER §22.921 Gentlemen: Samsung Electronics Co., Ltd. hereby certifies that the analog cellular telephone (FCC ID: A3LSPHN240), using the Automatic A/B Roaming — Intelligent Retry method, meets the E911 requirements specified in Section 22.921 of the FCC Rules. This procedure recognizes when a “9-1-1” call is made and, at such time, will override any programming in the mobile unit that determines the handling of a non-911 call and permit the call to be handled by other analog carriers. Should you have any questions or comments concerning the above, please contact the undersigned. AFFIDAVIT FOR ESN PROTECTION OF CELLULAR MOBILE TELEPHONES We hereby certify that the Portable Cellular Telephone (FCC ID: A3LSPHN240) is so designed that it complies with all the requirements for ESN protection specified in Sec.22.919 of the FCC Rules. a) The transmitter in service has a unique ESN. b) The ESN host component is permanently attached to a main circuit board of the mobile transmitter and the integrity of the unit operating software cannot be altered. The ESN is plated from fraudulent contact and tampering. The ESN is encoded using multiplication by a polynomial and the ESN data programmed in the memory with other information. c) The ESN is factory set and cannot be altered, transferred, removed or otherwise able to be manipulated. Cellular mobile equipment is specifically designed such that any attempt to remove, tamper with, or change the ESN chip, its logic system, or firmware originally programmed by the manufacturer will render the mobile transmitter inoperative. June 5, 2002 Federal Communications Commission Equipment Approval Services 7435 Oakland Mills Road Columbia, MD 21046 Attn: Mr. Tim Harington SUBJECT: Samsung Electronics Co., Ltd. FCC ID: A3LSPHN240 731 Confirmation No.: TC195265 Correspondence Reference No.: 4201 Request for Tech. Info.: 5/21/02 Dear Tim: Transmitted herewith, on behalf of Samsung Electronics Co., Ltd. is an amendment provided in response to the request for technical information dated May 21, 2002. 1. The request for confidentiality of PCTEST SAR Operational Description is currently under review by OET front office. Please note that the SAR report is not filed confidential. 2. To determine positioning and holder uncertainty six different test engineers placed both Bar shaped and Clam Shell phones into the holder of the IDX SAR measurement system to make SAR measurement. Each engineer placed each phone into the holder 15 times and measured the SAR value. The combined test results from each phone were evaluated. 3. Please find attached the revise pages 6,7, and 34 of the SAR report. 4. The conducted power of 26.0 dBm produced a ERP of 24.6 dBm due to 1.4 dB loss of the antenna in the 800 MHz band. 5. Please find attached the revised operation description in the 800 MHz CDMA emission confirming the tuning range. We trust this information is sufficient to resolve FCC questions in this application. If you have any further questions, please do not hesitate to contact us. cc: Samsung Electronics Co., Ltd.

SAR TEST DATA SUMMARY See Measurement Result Data Pages Procedures Used To Establish Test Signal The handset was placed into simulated call mode (AMPS, Cellular CDMA & PCS CDMA modes) using manufacturers test codes. Such test signals offer a consistent means for testing SAR and are recommended for evaluating SAR [4]. When test modes are not available or inappropriate for testing a handset, the actual transmission is activated through a base station simulator or similar equipment. See data pages for actual procedure used in measurement. Device Test Conditions The handset is battery operated. Each SAR measurement was taken with a fully charged battery. In order to verify that the device was tested at full power, conducted output power measurements were performed before and after each SAR measurement to confirm the output power. If a conducted power deviation of more than 5% occurred, the test was repeated.
