American Telecommunications Certification Body Inc. 6731 Whittier Ave, McLean, VA 22101 July 16, 2002 RE: FCC ID: AB6OUD850S8000 Attention: Glen Moore I have a few comments on this Application. 1 While not changing the actual spurious limits at the terminal, the report should still use the highest conducted power measured. This would be 44.32dBm not 43.9dBm as stated in the report. As you are aware the number still comes out to –13dBm, but the report should be correct. This does not affect the issuance of the grant and is FYI. 2 Licensed devices require a tune up procedure as part of the submittal. Please provide this tune up procedure. 3 Several channels are listed in the report and in the technical report that their power level must be reduced by 2dB in order to pass. Please provide the steps taken in the tune up procedure for setting the reduced power of these channels. 4 Please note that radiated substitution measurements are done using the measured power of the fundamental not the power listed in the brochure or advertisements. The measured power of this system according to the test report was 44.32dBm or 27Watts. Thus the formula on page 7 of exhibit 2B should use 27W not 30 watts. While this is not a significant difference from using 30watts (and while the limit of 93.9dBuV is still the actual limit), since this is a submittal for certification, the report still must be accurate and must still reference the proper values. Please recalculate the limits and compare the results to this measured Power as specified in the rules. 5 Substitution measurements have not been required when the measured OATS data is greater than 20dB under the limit. Please note however, that page 16 of exhibit 2c clearly show margins of less than 10dB, thus requiring substitution measurements. Please provide substitution measurements for those radiated signals that are no greater than 20dB under the limit to support your statement on page 10 of exhibit 2B. Also please note that the 20dB under the limit exemption is no longer in the latest TIA EIA 603-A-2001. 6 Conducted data needs to be provided to support your Pass statement to 15.109 on page 10 of exhibit 2B. Please provide evidence of compliance to conducted limits other than by statement. 7 No conducted setup photos have been provided. Please provide these setup photos. 8 No Installation manual was provided. Please provide the users/installation manual. 9 Please separate the block diagrams from the technical data and provide as a separate file. Tune up procedure: The tune up procedure is in ‘Exhibit 10 – Factory Test Specifications’. For this system all tune up checks are done on the system at the time of manufacture. 3. 2 dB power reduction requirement: See ‘Exhibit 1 – Application for Certification and Letters’ Page 9 – “Edge Channels 850 MHz Band Management” (also not that this problem is not present when the H2D is in place, which is the normal configuration) 4. Radiated substitution limits: Corrections page for Exhibit 2B is attached to this e-mail. 5. Substitution measurements: Exhibit 2C contains Part 24 data for 1900MHz radios that were also present in the system due to the fact that the system was tested in a mixed configuration of 850 and 1900MHz radios (see page 8 for configuration information). The emissions shown on page 16 are the 1900 MHz transmitter emissions, not spurious emissions from the system. The table on page 16 labels these results as “Measurements at transmitters frequencies for indicative level transmitter output connected to resistive 50 ohms loads”, thus indicating that these are transmitter, not spurious emissions. 6. Conducted Emissions Data – We are submitting this producted for certification to FCC Part 22/2 of the Rules, it is only required that Part 15 verification be performed. As the Part 22 spurious emissions were done in conjunction with the Part 15 emissions, the report contains info on both. I do not believe point 6 is valid 7. Conducted Emissions Photos: see item 6 8. FCC’s OET Bulletin #65 (versions in progress) addresses calculation and measurement procedures to determine compliance with the FCC limits which includes the 800 MHz cellular and 1.9 GHz PCS bands. The equipment and its associated deployment must comply with FCC Guidelines, ET Docket No. 93-62, Released August 1, 1996, (FCC 96-326). This standard is largely based on the limits and test methods outlined in IEEE C95.1-1982, NCRP Report No. 86 and C95.3-1982 respectively. The applicable portions of both are summarized in this document to assist in the antenna site planning to ensure compliance. The exposure limits are currently in effect. The requirement for installers to evaluate the exposure at an installation takes effect on Sept. 1/97. The exposure limits should apply now to all known sites since existing facilities are not exempt or grand fathered from the new rules. The FCC has determined that certain sites will require “Environmental Evaluations” in order to show compliance to the standards.
