The “BSS overview” is uploaded to the ATCB server. Section no 1.3 of this document describes about regulatory information on this product. The S12000 Outdoor system is currently designed for using GMSK modulation technique. Technologically, the indoor version of the system used the same modulation technique and was certified on the same emissions designator (300KGXW) mention on the application from 731. Please see the introduction and conclusion section of the updated RF test report. Additionally, the system will be able to use GMSK and EDGE modulation in the future. Introduction This memo provides inputs with regard to the assessments of Health protection and radiation hazards expected from Nortel Networks BTS S12000 (GSM 850 and GSM 1900), compliant to the North American requirements (FCC OET Bulletin 65) through calculation as described below. 2. Radiation hazards a. S12000 BTS radiations The maximum radiated power level authorized by the EMC specifications is : • –36 dBm (or E=2.7 mV/m) for frequencies between 30 MHz and 1 GHz, • –30 dBm (or E=5.4 mV/m) for frequencies above 1 GHz. According to FCC OET bulletin 65, the power density is linked to the E field by the relation S=E²/3770. As a consequence, the maximum power density radiated by the S12000 will be : • S=1.9*10 -9 mW/cm² for frequencies between 30 MHz and 1 GHz, • S=7.9*10 -9 mW/cm² for frequencies above 1 GHz. Radiation of a system Considerations : • S12000 configured with : o H4D diplexer : 4 Power Amplifiers (PA) in a sector, PAs configured to deliver maximum output power 37 dbm o Diplexer : 1 Power Amplifiers (PA) in a sector, PA configured to deliver maximum output power 44 dbm • Feeder losses # 1 dB. • Antenna gain G=18 dBi # 63. The power delivered to the antenna (per PA) is given by P=S12000_power – Feeder_losses H4D : 43 dBm (or 20 Watts) Diplexer : 36 dBm (or 4 Watts) As described in FCC OET Bulletin 65, the power density can be estimated by S=P*G/4πR² where R is the distance to the source (the antenna). The Maximum Permissible Exposure (MPE) level for uncontrolled access locations is S GSM 850 = 0.56 mW/cm² and S GSM 1900 = 1 mW/cm². As a consequence, the safe distance approach is with the aforementioned considerations Diplexer : R GSM 850 = 4.2 m and R GSM 1900 = 3.2 m. H4D : R GSM 850 = 3.8 m and R GSM 1900 = 2.8 m. This distance is the one at which the limit level will be reached in the main beam of the antenna and would usually be achieved by the fact that this antenna is mounted on a pole. 3. Conclusion As demonstrated before, it is deemed that Nortel Networks S12000 BTS complies to the general requirements (FCC OET bulletin 65) for health protection. It should also be noted that exposures inside a building can be expected to be reduced by at least 10 to 20 dB due to the attenuation caused by building materials in the wall and roof of the building (source : FCC OET Bulletin 65). Reason for basing the BTS S12000 Outdoor certification on BTS S12000 Indoor results Both the BTS S12000 Indoor and outdoor system use the same RF modules (DRX, PA, Coupling). In the S12000 Outdoor system these modules have the same emission configurations with the same RF transmitter path as in the S12000 Indoor system. [Diagram of RF path – transmitter configuration] The main difference between the Indoor and Outdoor configurations is the mechanical design of the BTS. The Outdoor S12000 BTS is designed to support a wider range of operating environmental conditions (temperatures ranging from -30°C to 50°C). The differences between the thermal management systems in the Indoor and Outdoor systems are: • The Indoor BTS is cooled by a system of fans • The Outdoor BTS has a Direct Ambient Cooling System (DACS) which regulates the internal temperature of the BTS The power systems in the Indoor and Outdoor systems are also different. • The Indoor BTS is supplied by 48 V DC power which directly powers the system. • The Outdoor BTS is supplied by AC power (230V). The energy system consists of rectifiers with DC converters to supply the system with 48 VDC power. Due to the similarities in the systems, particularly in the RF paths, RF performances for the following tests: • RF Power Output • Modulation characteristics • Occupied Bandwidth • Spurious Emissions at Antenna Terminal Are equivalent in the Indoor and Outdoor BTS S12000 at ambient temperature. For these tests, RF performances in Outdoor BTS S12000 are based on RF Test performed in Indoor BTS S12000, therefore these test are not done in Outdoor S12000. However, due to the differences in the thermal and power management systems between Indoor and Outdoor S12000 BTS, the Frequency Stability Test is performed in extreme temperature and voltage conditions to evaluate its performance.
