With authority to act as an agent, Sanmina-SCI is filing this application for certification on behalf of Nortel Networks. The product for which certification is sought is Nortel Network’s 850 MHz/1900 MHz GSM indoor and outdoor basestations (S12000). All detailed information for the system is included in the respective exhibits as required by the Rules. The S12000 was previously certified for the following configurations- FCC ID numbers: AB6INDS12000/AB6OUDS12000 1900 Band only - PA ( GMSK 30W / Edge 30W ) 850 Band only - PA ( GMSK 30W / Edge 30W ) 1900/ 850 Dual Band - PA ( GMSK 30W / Edge 30W ) GMSK modulation 8PSK modulation Please reference the above filings for test data and documentation supporting the configurations identified. The Data and documentation presented in this application supports the following additional configurations: 1900 MHz Band only –with HePA ( GMSK 60W / Edge 45W) GMSK modulation code 8PSK with HePA configuration H4D coupler H2D coupler Duplexer The above configurations all use the identical platform and are field configurable systems. Please note that while the 731 form states the power is 60 watts, the report provided only shows a measured power of 24 watts in the 1900 MHz range and 26.9 watts in the 850MHz. Please also note that it is the measured power that will be on the grant. 2. In your cover page you mention the other FCC ID numbers used with this system. Please note that each application must stand on its own. Consequently it is only the configurations in the report provided that will be on the grant. If the other configurations in the old FCC ID numbers are to be included or referenced, then you must provide the proper documentation to support those configurations for this application. These documents include a 731 showing all power and designators etc, the reports supporting those levels. Introduction - References This memo provides inputs with regard to the assessments of Health protection and radiation hazards expected from Nortel Networks BTS S12000 and S8000 equipped with high power amplifier HePA reference NTQA50RA, operating in the 1900 MHz band, compliant to the US FCC requirements in sections 1.1307 and 1.1310 (Radiofrequency radiation exposure limits.) of CFR 47. Calculation as described below is done with predicting method of FCC's OST/OET Bulletin Number 65. Note: HePA may be configured with Diplexer or 2 ways combiner H2D or 4 ways combiner H4D in the same configuration of S12000 and S8000 BTS. Therefore, the same evaluation may be used for these equipments. 2. Radiation hazards a. The MPE limit for evaluation is : 5 mW/cm² for controlled exposure area 1 mW/cm² for uncoltrolled exposure area Page 2 b. Radiation of the system Formulas and explanation for calculation : The power delivered to the antenna (per PA) is given by P(antenna) (in Watts)= (PA(power)– losses) x G(antenna) G (antenna) dimension versus an isotropic radiator As described in FCC OET Bulletin 65, the power density S can be evaluated by the formula S = P.G/4πR² where R is the distance to the source (the antenna). The distance R between antenna and the area on which this level is reached is calculated with S = MPE limit : R = (P (antenna). G (antenna) /π.S) 1/2 The calculation method is a worst case of the main beam of antenna radiation with a total reflection of radiation on metallic surface, composed with direct radiation at the distance R (power is multiplied by 4). Two values of R calculation in direct sight of antenna (rooftop position) System parameters : • Different power amplifier(s) and coupling configuration : o Diplexer : 1 Power Amplifiers (PA) in a sector, PA configured to deliver maximum output power 47.8 dbm (60 W) with GMSK modulation, Diplexer loss is 0dB. Therefore power output is : 47,8 dBm o H2D diplexer : 2 Power Amplifiers (PA) in a sector, PAs configured to deliver maximum output power 47.8 dbm (60 W) with GMSK modulation. H2D power loss is 3dB. Therefore power output is : 47,8 dBm +3dB (2 Pas) – 3dB (loss)= 47,8dBm o H4D diplexer : 4 Power Amplifiers (PA) in a sector, PAs configured to deliver maximum output power 47.8 dbm (60 W) with GMSK modulation. H4D power loss is 7dB. Therefore power output is : 47,8dBm +6dB (4 Pas) –7dB (loss)=46,8dBm • Feeder and jumper losses # 1 dB. • Antenna gain G=18 dBi # 63. Conclusion 1) The distance R is the one at which the limit level will be reached at distance R of antenna and would not be usually achieved by the fact that this antenna is mounted on a pole (higher or equal to 10 m as required in section 1.1307 of FCC rules) for installation on ground, or on rooftop of a building which has enough attenuation of radiation to reduce R. 2) The power limit 3280 W eirp is overloaded with antenna gain greater than 18,3 dBi with HePA and Diplexer configuration. As demonstrated before, it is deemed that Nortel Networks BTS complies to the general requirements (FCC OET bulletin 65) for health protection.

The equipment can be configured with these power amplifiers HePA (Hardware Code NTQA50RA), PA (Hardware Code: NTQA50DB, NTQA50GA), PA (Hardware code NTQA37AA) and coupling devices Diplexer, Hybrid H2D Diplexer, Hybrid H4D Diplexer in both GMSK and 8PSK modulation techniques. To comply with the FCC spurious emissions requirements, all configurations must be configured with the following restrictions. FCC Rule Part 22 Subpart H For Diplexer configurations using both GMSK and 8PSK modulations, 2 dB power reduction is required for edge channels ARFCN 128, 131, 133, 181, 183, 231, 233, 251. FCC Rule Part 24 Subpart E. The maximum output power in a channel adjacent to any frequency block edge must be reduced as specified in the filing. The power reduction values for the configurations are. Configurations in GMSK Modulation HePA module (Hardware Code NTQA50RA), 6dB power reduction [Diplexer configuration], 2dB power reduction [Hybrid H2D diplexer configuration]. PA module (Hardware Code NTQA50DB, NTQA50GA) 4dB power reduction [Diplexer configuration]. Configurations in 8PSK Modulation HePA module (Hardware Code NTQA50RA) 2dB power reduction [Diplexer configuration]. RF exposure compliance is addressed at the time of licensing, as required by the responsible FCC Bureau(s), including antenna co-location requirements of �1.1307(b)(3).
