American Telecommunications Certification Body Inc. 6731 Whittier Ave, McLean, VA 22101 November 20, 2002 RE: FCC ID: AB6UMTS1900IND Attention: Glen Moore I have a few comments on this Application. 1 This appears to be a W-CDMA (i.e. it does not appear that you have shown TDD or Multimode terminals nor EDGE modulations). The FCC has given W-CDMA a generic designator. This would typically be 4M20F9W. The designator you gave is 5M00G7W. Please note that the FCC has typically designated G7W as EDGE technology. Please clearly identify the modulation designator type. If more than W-CDMA, please provide evidence the other modulations are compliant to the specific requirements. And provide the emissions designators, power measurements etc for each. 2 Please note that the 23dB occupied Bandwidth is a Canadian spec, not a US spec. The US defines the emissions bandwidth limits as, "The emission bandwidth is defined as the width of the signal between two points, one below the carrier center frequency and one above the carrier center frequency, outside of which all emissions are attenuated at least 26 dB below the transmitter power." Please correct the report to reflect the US requirements. 3 Please show that the calculation of the emissions designator and the measured bandwidth are the same. You measure a 23 dB bandwidth of 4.6M, yet you do not provide the 26dB bandwidth nor the calculations for the emissions designator. I am in the process of uploading the information so I can issue the grant, but I need this information before I can complete the grant. I believe this is all I need to proceed. Hi Mohammad <br>This is in response to your correspondence answering my questions. Part 2.1049 uses the 1% of energy is outside the bandwidth having .5% on either side of the bandwidth.. However, when a specific rule part is used (i.e. Part 24), compliance must be to that rule part. Part 24 specifically states that it is the 26dB down that must be used. The values of 2.1049 then are not relevant to the emissions bandwidth required in Part 24. Thus, the 23dB bandwidth cannot be used, it must be the 26dB bandwidth. I understand that there is not much difference in this, but it is the rules that must be met in the certification process. <br>Thanks <br>Dennis <p>"Mohammad S. Introduction This memo provides inputs with regard to the assessments of Health protection and radiation hazards expected from Nortel Networks 1900MHz UMTS Indoor2 iBTS compliant with the North American requirements (FCC OET Bulletin 65) through calculation as described below. 2. Radiation hazards a. iBTS radiations The maximum radiated power level authorized by the EMC specifications is : • –36 dBm (or E=2.7 mV/m) for frequencies between 30 MHz and 1 GHz, • –30 dBm (or E=5.4 mV/m) for frequencies above 1 GHz. According to FCC OET bulletin 65, the power density is linked to the E field by the relation S=E²/3770. As a consequence, the maximum power density radiated by the iBTS will be : • S=1.9*10 -9 mW/cm² for frequencies between 30 MHz and 1 GHz, • S=7.9*10 -9 mW/cm² for frequencies above 1 GHz. The North American Maximum Permissible Exposure (MPE) levels for general population (uncontrolled exposure areas) are defined in the table below : Frequency range (MHz) MPE (S, mW/cm²) 30 – 300 0.2 300 – 1500 f/1500 1500 – 12750 1.0 Page 2 Nortel Networks Parc d'activité de Magny-Chateaufort CHATEAUFORT 78928 Yvelines Cedex 9 - France Tel +33 (0)1.69.55.44.44 Fax +33 (0)1.69.55.30.01 MEMO b. Radiation of a system Considerations : • iBTS configured with 1 Power Amplifier (PA) by sector, PA configured at maximum output power (45 Watts). • Feeder losses # 1 dB. • Antenna gain G=18 dBi # 63. The power delivered to the antenna (per PA) is given by P=PA_power – DDM_losses – Feeder_losses # 45 dBm (or 31.6 Watts). As described in FCC OET Bulletin 65, the power density can be estimated by S=P*G/4πR² where R is the distance to the source (the antenna). The Maximum Permissible Exposure (MPE) level for uncontrolled access locations is S = 1 mW/cm² at the frequency of UMTS signal. As a consequence, the safe distance approach is with the aforementioned considerations R = 3.98 m. This distance is the one at which the limit level will be reached in the main beam of the antenna and would usually be achieved by the fact that this antenna is mounted on a pole. 3. Conclusion As demonstrated before, it is deemed that Nortel Networks 1900MHz UMTS Indoor2 iBTS complies with the general requirements (FCC OET bulletin 65) for health protection. It should also be noted that exposures inside a building can be expected to be reduced by at least 10 to 20 dB due to the attenuation caused by building materials in the wall and roof of the building (source : FCC OET Bulletin 65).
