You are requested to install and use your ThinkPad computer in strict accordance with the instructions as described hereafter. Permanent integrated wireless module vIBM Dual-Band 11a/b Wi-Fi Wireless Mini PCI Adapter i) Installation of the integrated wireless module IBM Dual-Band 11a/b Wi-Fi Wireless Mini PCI Adapter is preinstalled by IBM, and is not removable by users. If your card requires replacement via the proper step shown in “Chapter 3. Getting help and service from IBM” of theThinkPad T40 Series Service and Troubleshooting Guide, IBM will request you to send your computer with the card(s) to IBM so that IBM will repair it. ii) The FCC RF safety requirement The radiated output power of Wireless LAN Mini-PCI Card and Bluetooth card is far below the FCC radio frequency exposure limits. Nevertheless, the ThinkPad T40 Series computer shall be used in such a manner that the potential for human contact during normal operation is minimized as follows. Use of wireless options If you find the FCC ID “ANO20020302R1L” on the label at the bottom side of your ThinkPad computer, your computer is approved as a multiple transmitters device that is permitted to use the integrated wireless LAN Mini-PCI Card and Bluetooth card with one or more wireless option PC Cards in the PC Card slot simultaneously. Please make sure of the following when you use a Bluetooth option or wireless option PC Card in your ThinkPad computer. 1. Visit the IBM site atwww.ibm.com/pc/qtechinfo/MIGR-44156.htmland confirm the updated list of RF option devices that have been approved to cooperate with the integrated wireless feature. 2. When you use any other RF option device that is not listed on the IBM site, all other wireless features including the integrated transmitter in your ThinkPad computer are required to be turned off. 6 3. Users are requested to follow the RF Safety instructions on wireless option devices that are included in the user’s manual of each RF option device. Caution: To comply with FCC RF exposure compliance requirements, a separation distance of at least 20 cm (8 inches) must be maintained between the antenna for the integrated Wireless LAN Mini-PCI Card built in to the screen section and all persons. FCC ID: ANO20020302R1L Note:IBM Dual-Band 11a/b Wi-Fi Wireless Mini PCI Adapter implements transmission diversity function. The function does not emit radio frequencies simultaneously from both antennas. One of the antennas is selected automatically or manually (by users) to have good quality of radiocommunication. iii) Radio Frequency interference requirements vThis device is restricted to indoor use due to its operation in the 5.15 to 5.25 GHz frequency range. FCC requires this product to be used indoors for the frequency range 5.15 to 5.25 GHz to reduce the potential for harmful interference to co-channel Mobile Satellite systems. vHigh power radar are allocated as primary users of the 5.25 to 5.35 GHz and 5.65 to 5.85 GHz bands. These radar stations can cause interference with and/or damage this device. vAn improper installation or unauthorized use may cause harmful interference to radio communications. Also any tampering of the internal antenna will void the FCC certification and your warranty. Refer to the “Appendix D. Instead you will find an indicator pointing the location of the FCC ID at the bottom side of your ThinkPad computer as shown below in the figure i-1). 3938 FCC Statement Note: This equipment has been tested and found to comply with the limitsfor a Class B digital device, pursuant to Part 15 of the FCC Rules. These limits are designed to provide reasonable protection against harmfulinterference in a res- idential installation. This equipment generates,uses and can radiate radio fre- quency energy and, if not installed and used in accordance with the instructions, may cause harmful interference to radio communications. Limited Warranty Hardware:Actiontec Electronics Inc. warrants to the end user (“Customer”) that this hardware product will be free from defects in workmanship and materials, under normal use and service, for twelve (12) months from the date of purchase from Actiontec Electronics or its authorized reseller. Answer 1) Those frequency bands are not the specifications of the applying transmitter, but the ones of MSS or High Power radars. The notice of indoor use in 5.15-5.25GHz band is mandated by the CFR47 Part 15.407(e), and the other notice about the interference with High Power radars in 5.25-5.35G Hz or 5.65-5.85GHz band is voluntary. Therefore the manual revision may not be required. Subject 2) Please clarify the user installed wireless module option antenna installation procedure stated on page 8-9 of the users manual. Please provide how the antenna will be installed or selected by the user and provide antenna installation to satisfy RF exposure compliance. Answer 2)The users manual of the host device (IBM ThinkPad T40 Series) introduces 4 kinds of transmitters. The page 8-9 are showing different transmitters from this application which are to be certified simultaneously. Please refer to page 6-7 for the applying ANO200202R1L. The FCC ID and installation method is described clearly in those pages. Also please refer to “Outline of Submission” exhibit. The applying transmitter is pre-installed by IBM, so the latter question is not applicable for the device. Subject 3) Please explain if this device meets the integral antenna requirement specified in Section 5.407(d) of the FCC Rules. Answer 3) The antennas are furnished in the LCD section fixedly and the applying transmitter is built-in the keyboard (palm-rest) section with a tamperproof screw so that users can not remove it. Therefore the device meets the requirement. Please refer to the “Outline of Submission” and “Circuitry Description” exhibits. Subject 4) Please clarify the RF Exposure (MPE) exhibit shown on the Power Table page 5/6 (Center Freq. 5.15 - 5.35 GHz) which shows operational frequencies outside the requested frequency band of operation. Answer 4) The measurement was performed with the UNII allocated frequency band (i.e. 5150M-5350MHz) to include the whole intentional emission BW (i.e. 26dB BW). As shown by the plots in next page, the highest peak antenna gain was found at 5350MHz for the main antenna and declines its value gradually from high to low frequency. Thus the peak antenna gain in the operation band never exceed 0.83 dBi. So we would declare it as the worst case. RF Exposure evaluation for the applying transmitter As shown in the following photo, the main antenna, an inverted F-figure type antenna, is built in the top portion of the LCD, and the auxiliary antenna, a coupled floating element antenna, is built in the upper right side of the LCD. The separation distances between the antennas and the human body are 20cm or more. Therefore the laptop PC can be categorized as a mobile device by FCC CFR 47 Section 2.1091. The highest conducted peak output power of the Test Report is 55.0mW (17.4dBm) and the maximum antenna gain is 0.83 dBi (See page 4 of this exhibit.). Therefore the peak radiated output power(EIRP) is calculated as follows. EIRP = P + G = 17.4 dBm +0.83 dBi = 18.23 dBm (66.5 mW) Then, the maximum power density at 20cm distance is calculated as : S = EIRP/(4 % R 2 % o) = 0.132 mW/cm 2 Since the applying laptop PC’s WLAN transmitter does not function to emit the radio frequency from both diversity antennas simultaneously, the above value is the maximum RF exposure to the persons and is below the MPE limit (1.0 mW/ cm 2 ). Therefore the laptop PC meets the MPE requirements for general Population/Uncontrolled exposure. Murota 3/6 The main and auxiliary antennas of the applying transmitter in the LCD section are assembled apart from each Bluetooth antenna shown in the previous page with 20 cm or more distance. Therefore the RF exposure evaluation for those Bluetooth transmitters is able to be done independently of the applying antennas. In other word, a collocated SAR testing is not required. When a customer operates the applying PC on one’s lap, the sufficient separation distance (minimum 20cm) between the above Bluetooth antennas and the person’s body (lap) can not be maintained. But the footnote of the Section 3 in Supplement C to OET Bulletin 65 states “ 14 .......... If a device, its antenna or other radiating structures are operating at closer than 2.5 cm from a person’s body or in contact with the body, SAR evaluation may be necessary when the output is more than 50 – 100 mW, depending on the device operating configurations and exposure conditions.” The total output power of the three Bluetooth transmitters in the previous table does not exceed 5mW. Therefore these transmitters also satisfy the RF exposure evaluation regarding CFR 47 Part 15.247(b)(4) without a SAR compliance test report, and can operate with the applying transmitter simultaneously.
