This variable power (0.24 to 750 milliwatt ERP) transmitter is part of a handheld transceiver used in a SMR and EA SMR trunking system operating in the United States 806-821/851-866 MHz frequency band. Certification is sought for, and performance data is provided for, 2 interchangeable power amplifiers from 2 different semiconductor suppliers. This measure is taken to mitigate the component supply shortages that have been limiting production in the radio equipment industry. This transceiver is of the receive-first type described in International Telecommunications Union Recommendation ITU-R M.1221 entitled Technical And Operational Requirements For Cellular Multimode Mobile Radio Stations. It must first find, acquire and lock onto a control channel from a predefined set of control channel frequencies assigned to a companion Authorized base station (e.g. – FCC ID: ABZ89FC5792). Transmission is not possible until lock to a base station control channel has been achieved, then transmission is limited to digitally modulated service request bursts on the reverse control channel. Upon recognition of a proper request, the control channel base station transmitter will then assign the transceiver a traffic channel for transmission of digital voice or circuit-switched data from the set of frequencies for which the trunking system is licensed. Attached Exhibit 12.1 provides additional descriptive details. It is expected that this handheld time division multiplexed transceiver marketed in the United States will also be used for itinerant operation with companion Authorized Base Stations by users requesting trunked radio and telephone interconnect service while roaming outside the United States. In some countries the companion base stations are licensed to operate at frequencies in the 821-825/866-870 MHz band in addition to some of those in the 806-821/851-856 MHz band normally used in United States SMR systems. Consequently, this transmitter has been designed to meet FCC requirements for operation in the 806-821 MHz band over the more global band of 806 - 825 MHz when used with a companion Authorized Base Station. Thus, performance data is provided to substantiate FCC compliant operation with a Companion Base Station over the broader 806 to 825 MHz band expected for global use of this handheld transceiver. This will aid equipment authorization in foreign countries which accept a United States FCC Grant for Equipment Authorization, yet not jeopardize United States public safety or cellular systems licensed to operate in the 821-825 MHz frequency band since no compatible base station may be authorized on those frequencies in the United States. It is also expected that this transceiver type will be marketed outside the United States and brought into the United States for itinerant “roaming” operation on compatible 806 - 821 MHz base stations located within the United States. Consequently, upon receipt of Authorization, only those units of this equipment type authorized for marketing in countries outside the United States will also bear a label with the specified FCC identifier. In accordance with 47 CFR 2.1093(c) this transmitter may be used in “covered” SMR service so it has been subjected to routine environmental evaluation for RF exposure and found to be compliant with the limits specified in 47 CFR 2.1093(d)(2). The subject transmitter complies with 47 CFR 90.203 of the rules in that the operator cannot directly program transmit frequencies using only the unit's normally accessible external controls. Measured data was provided in Exhibit 6.1 for each of the two configurations which, for convenience, have been termed primary and alternate. The Primary U500 Data provided in Exhibit 6.1 was measured using the U500 device listed in the Device List of Exhibit 10 as RFPA (primary); the Alternate U500 Data provided in Exhibit 6.1 was measured using the device listed in Exhibit 10 as RFPA (alternate). The reported performance of these two nearly identical units differed within the production variance that is expected, and both met the specified maximum Output Power of 700 milliwatts (Pulse average) intended to be specified in revised Exhibit 12.1.A that was attached to our reply dated 30 October, 2000. To clarify the variable power nature of the transmitter item 12.1.A has been restated in attached Exhibit 12 (revision 2) to state the Output Power Range. The maximum and minimum values of the variable output power range remains unchanged at 700 and 0.221 milliwatts respectively. Different models may bear the stated FCC identifier, not because of the two different power amplifiers, but for product differentiation reasons such as those stated in the callout text in Photograph 3.2 of Exhibit 3. To facilitate electronic communication these have been pasted into the word processing document submitted for Exhibit 6.7. 3) Regarding Correspondence No. 16992 1) The revised SAR report was inadvertently omitted from our October 30, 2000 reply. Further, it is now observed that the reference in that reply should have been to attached version B, not version A. 2) Thank you for your observation of the extraneous word ‘is’ in the Data Operation paragraph in the preliminary version of the user manual. It has been deleted in the current draft. 3) The value 1.0 W/kg listed in the preliminary user manual provided with our previous reply as the maximum calculated SAR is the correct value. It agrees with the value stated in Section 7.1 of the revised SAR report that was inadvertently omitted. Given this clarification then it is recommended that your Proposed Grant Conditions be revised to agree with Section 7.1 of SAR Report revision B. It is further recommended that the words “...is limited to...” in the third sentence of the Proposed Grant Conditions be changed to “...has been certified...” or some equivalent so the sentence would read “SAR compliance for body-worn operating configurations has been certified for the specific Motorola belt-clip and leather carry - case tested for this filing. “ This revision affirms the fact that compliance data was submitted and accepted for these configurations only, but does not preclude use of other technically compliant body-worn devices (e.g. - a case made from nylon mesh or vinyl) as possibly inferred from your proposal. Additionally, the proposed condition about informing end-users about body-worn requirements is redundant. Operational Description

Transmitter Description -- Pursuant 47 CFR 2.1033 (c) 12.1Transmitter Technical Characteristics -- 2.1033(c)4, 5, 6, 7, 8 The handheld trunked radio transceiver is of the receive first type, meaning it must first find, acquire and lock onto a control channel from a predefined set of control channel frequencies assigned to a compatible base station. Transmission is not possible until acquisition and lock has been achieved, then it is limited to transmission of service request bursts on the digitally modulated reverse control channel. Upon recognition of a proper request, the control channel base station transmitter will then assign the transceiver a traffic channel for transmission of digital voice, circuit- switched data, or packet-switched data from the set of frequencies for which the trunking system is licensed. The technical capability of the transceiver exceeds FCC emissions requirements for the 806 - 821 MHz range for which companion base stations are authorized in the United States. It is expected that this handheld transceiver marketed in the United States will also be used for itinerant roaming operation outside the United States with companion base stations that may operate anywhere within the broader frequency range 806 - 825 MHz. It is also expected that this transceiver type will be marketed outside the United States and brought into the United States for itinerant “roaming” operation on compatible 806 - 821 MHz base stations located in the United States. Thus performance data is provided to substantiate FCC compliant operation with a companion base station over the broader international 806 to 825 MHz band expected in use of this handheld transceiver outside the United States. The trunking system basic protocol uses a 90ms frame divided into six 15ms time slots. The base station allocates the number of 15ms time division multiplex (TDM) time slots in which the transceiver transmits, depending on the user requested transmission mode. Packet data transmission uses 15ms time slots in a 1.8 second frame. These slot allocations are summarized in Table 12-1. Packet-Switched Data* # 1 to 6 in any particular frame (up to a maximum of 81 slots in 20 contiguous frames) * via a peripheral serial port at an input rate of 19,600 bps maximum for circuit-switched data and 115,200 bps maximum for packet-switched data. # via an internal world wide web browser Table 12-1: TDM Time Slot Allocation In addition to controlling the assigned frequency to which the transceiver will be slaved, the compatible base station frequency serves as an accurate, stable reference for the transceiver local reference oscillator by virtue of a transceiver AFC function inherent in the acquisition and lock process. The RF output power of the transceiver also is dynamically controlled by the radio which senses the received signal strength and adjusts transmitter output power in approximately 1dB steps over the range from rated power to 35 dB cutback.
