This variable power (0.24 to 700 milliwatt ERP) transmitter is part of a handheld transceiver used in a SMR and EA SMR trunking system operating in the United States 806-821/851-866MHz and 896- 902/935-941 MHz frequency band. Certification is sought for, and performance data is provided. This transceiver is of the receive-first type described in International Telecommunications Union Recommendation ITU-R M.1221 entitled Technical And Operational Requirements For Cellular Multimode Mobile Radio Stations. It must first find, acquire and lock onto a control channel from a predefined set of control channel frequencies assigned to a companion Authorized base station (e.g. – FCC ID: ABZ89FC5792). Transmission is not possible until lock to a base station control channel has been achieved, then transmission is limited to digitally modulated service request bursts on the reverse control channel. Upon recognition of a proper request, the control channel base station transmitter will then assign the transceiver a traffic channel for transmission of digital voice or circuit-switched data from the set of frequencies for which the trunking system is licensed. Attached Exhibit 12.1 provides additional descriptive details. It is expected that this handheld time division multiplexed transceiver marketed in the United States will also be used for itinerant operation with companion Authorized Base Stations by users requesting trunked radio and telephone interconnect service while roaming outside the United States. In some countries the companion base stations are licensed to operate at frequencies in the 821-825/866-870 MHz band in addition to some of those in the 806-821/851-866 MHz band normally used in United States SMR systems. Consequently, this transmitter has been designed to meet FCC requirements for operation in the 806-821 MHz band over the more global band of 806 - 825 MHz when used with a companion Authorized Base Station. Thus, performance data is provided to substantiate FCC compliant operation with a Companion Base Station over the broader 806 to 825 MHz band expected for global use of this handheld transceiver. To facilitate global roaming it is kindly requested that a note be provided in the Grant for Equipment Authorization, which states that this ‘receive first’ type of equipment is compliant for transmitter operation over the broader range 806-825 MHz when used with a compatible Authorized Base Station. The dimensions of the holder and the opening are shown below. The measured dielectric constant is less than 2.3 and the loss tangent is less than 0.0046 all the way up to 2.184GHz. Figure 1. The average measured dielectric constant is 3.29 and average measured loss tangent is 0.053 across the 800 MHz band. 3) An incorrect antenna description was inserted in the SAR report. The correct antenna description is the retractable half-wave antenna given in the operational description. The corrected description for the SAR report is shown below. Measured against the head. 5) In the body-worn configuration, the headset and not the data cable was used for all configurations because it can be seen in the original SAR report in tables 10 & 11 that this causes the maximum measured SAR. The use of the data cable actually lowers SAR. The data cable was utilized only for the peak SAR configuration in order to show how use of this accessory impacts measured SAR. 6) It is believed that the RF current distribution is different for the body worn configuration vs. the head adjacent testing. This may cause the antenna retracted SAR to be lower than expected. Another unit (serial number 919ABL5CYC) was tested for head adjacent SAR at the same time to see if it was repeatable from unit to unit. It was determined that this effect is repeatable and can be seen from the SAR measurement results shown in the table below. Measured against the head. 8) We are obtaining the needed equipment to monitor and report temperature of the tissue simulant before and after each SAR tests, and not just during the validation tests. We do currently monitor and record the room ambient temperature to verify that it does not drift by more than ±2.0°C from the temperature measured in the morning. 9) ERP data was inadvertently omitted in the original submission and is attached as new Exhibit 6.7. The graph therein shows that the spatial peak value obtained while the transmitter was mounted on a platform during rotation in an anechoic chamber, using the substitution method described in Exhibit 7.2(b), occurred at the rotational angle of 126 degrees when measured in the 800 MHz band. In the 900 MHz band the spatial peak value was observed at an angle of 176 degrees. In Exhibit 12.1.C we have used the term “maximum ERP” to refer to this spatial peak value measured for a continuous wave signal corresponding to 100% duty cycle. 10) a) 700 milliwatts is stated in Exhibits 12.1.A and new Exhibit 6.7 as the maximum output power rating, based on the requirement of 2.1046(a) and the definition of output power given in 47 CFR 90.7, as power delivered to a 50 ohm impedance (which is the load the antenna system is designed to provide). It is the maximum average power measured during the interval of a TDM transmission pulse, so we adopted the term pulse average power for this rating. Dear Mr. Dichoso; Motorola Inc., 8000 West Sunrise Boulevard, Fort Lauderdale, Florida 33322, herein submits its response to the 10 th December 2001 request for information in Correspondence Number 21384 and 21385. We are sorry if our terminology is causing confusion, so first we wish to clarify the way we use these terms as that should eliminate the confusion. We use the word “maximum” to distinguish the highest numerical value measured, regardless of the measurement means. RF power measurement is generally done with an average reading (RMS) power meter such as the Hewlett Packard HP437B which we list in the equipment list of Exhibit 7.6; but it can also be performed with a peak reading power meter (e.g. – a Boonton 4500). We use the term “average” to denote that the power measurement is performed using an average-reading (or RMS) power meter to obtain a mean power resultant (as defined in 47 CFR 2.1) by averaging over a period long compared to the signal fluctuations due to modulation. Since output power is zero except during the TDM transmission pulse we report power readings that are time-synchronized to exclude the non-transmission period. In that manner the average power reading is not reduced by the off period of the TDM duty cycle. The term we elected to use to describe this measurement method is “pulse average”. Stating power in this way also has proven to be very practical for predicting communication system coverage and operator licensing, and has the advantage of a value that is duty cycle independent. Regarding your request for peak values, for a pure sine wave signal like that from an FM transmitter a peak reading meter will report a Peak Envelope Power (as defined in 47 CFR 2.1) value 1.41 times greater than that reported as Mean Power by the average-reading meter. In the case of our Quad QAM signal this peak-to-average ratio is 3.67 (or equivalently, 5.65 dB). This peak-to-average ratio is a factor that can be used to scale all the pulse average power data we have reported. Given the above clarifications we believe that what you seek is the maximum values for statement in a Grant based on average power measurements, not the peak Envelope Power values, so the following answers are respectfully provided to your questions. 1) The maximum output power (pulse average) that would be measured at the antenna terminals is 700 milliwatts (or equivalently, 28.45 dBm). We rate the radio at 600 milliwatts (27.78 dBm) output power, with unit-to-unit operational variation extremes limited to the 700 milliwatt maximum. Our radio is rated by output power, rather than ERP, to assure compliance with the output power limits given in 47 CFR 90.635(d; and, that is our preference for a Grant of Authorization. 2) The measured maximum ERP reported in Exhibit 6.7 was 871 milliwatts (pulse average). This value is based on scaling to 700 milliwatts the output power of an ERP test radio with an output power of 679 milliwatts (as reported at the top of the 900 MHz segment of the ERP Data table in Exhibit 6.7). Unfortunately, the heading of those columns of the Data Table were inadvertently mislabeled with the test frequency, rather than labeled Maximum Calculated ERP as we have done in the past for applications you have previously reviewed (e.g. - AZ489FT5808). Be advised that, during the relatively short (about 1 minute) duration of the ERP measurement in the RF anechoic chamber, output power is essentially constant (within 1% from start to finish). Since there is little benefit in measuring output power at each angular position under this condition or power stability, it was not done. 3) Differing output power values appear in the data supplied because different units were involved; but all are consistent with our rating and expected unit-to- unit variations. In particular, for compliance with the OET 65 Supplement C Edition 01-01 guidelines, the units used for SAR and ERP tests were within 5% of the maximum rated output power.
