This equipment generates, uses, and can radiate RF energy and may cause harmful interference to radio communications if not installed and used in accordance with the instruction manual. Operating this equipment in a residential area is likely to cause harmful interference, in which case, depending on the regulations in effect, the user may be required to correct the interference at their own expense. TransCore, LP USA PRELIMINARY Health Limits for Encompass ® Multiprotocol Reader Using External Antenna (902 to 921.5 MHz) Within the United States, environmental guidelines regulating safe exposure levels are issued by the Occu- pational Safety and Health Administration (OSHA). Section 1910.97 of OSHA Safety and Health Standards 2206 legislates a maximum safe exposure limit of 10 milliwatts per square centimeter (mW/cm 2 ) averaged over 6 minutes at 902 MHz. Although not binding, other organizations such as the American National Standards Institute (ANSI) have issued similar guidelines that are more restrictive than the OSHA limits (ANSI C95.1). ANSI guidelines recommend a maximum safe power density in mW/cm 2 of: Frequency (in MHz) 1500 Thus, the maximum permissible exposure for general population/uncontrolled exposure at 902 MHz is 0.60 mW/cm 2 . The average time is thirty minutes. The maximum permissible exposure for occupational/controlled exposures is 3.0 mW/cm 2 . The average time is six minutes. The RF power density generated by the Encompass Multiprotocol Reader was calculated using a maxi- mum antenna gain of 14.0 dBi, equivalent to the antenna gain of the external AA3152 Universal Toll Antenna (UTA). Warning At 2 W transmitted power, 0 dB transmit attenuation, and a distance of 33 inches (82 cm) from the antenna, the maximum power density calculated was less than 0.60 mW/cm 2 . Install the antenna at least 33 inches (82 cm) from the general public. Maintenance personnel must remain at least 15 inches (37 cm) from the antenna when the system is operating. The data confirms that when the UTA, or equivalent antenna, is used with the TransCore Encompass Multiprotocol Reader, the antenna effectively meets OSHA requirements and thus does not represent an operating hazard to either the general public or maintenance personnel. Disclosure would also offer competitors additional unwarranted insight into the state of the product development, thereby allowing competitors an advantage, not available to Transcore Amtech Technology Center. 6. Identification of any measures taken by the submitting party to prevent unauthorized disclosure: The information for which confidential treatment is sought is kept confidential by Transcore Amtech Technology Center and not made available to third parties except pursuant to non-disclosure agreements. 7. Identification of whether the information is available to the public and the extent of any previous disclosure of the information to third parties: To the knowledge of those preparing this application, the information has not been disclosed publicly heretofore. While the general theory of operation of this equipment has been the subject of numerous disclosures in industry and standards groups as well as in rule making proceedings of the FCC, the protection sought is narrowly drawn and pertains to certain specific implementations of this radio technology. 8. Justification of the period during which the submitting party asserts that the material should not be available for public disclosure: This material should not be disclosed for at least 25 years. While improvements in design are made relatively frequently, disclosure of the design information would lead to insights into both design and manufacturing techniques that could have an adverse competitive effect for many years to come. This equipment is designed for commercial, industrial, and governmental applications. As such, unlike most consumer equipment, this equipment could be used for more than a decade in some cases. As such, it is important that the design not be made available to unauthorized persons who might attempt to use knowledge of the design to compromise the applications for which the equipment will be employed.
