FCC RF Exposure Guidelines Handheld Devices: This device was tested for typical body-worn operations with the holster providing a minimal spacing of 2.0 cm from the body to the back of the terminal/ antenna. To maintain compliance with FCC RF exposure compliance requirements, use only belt-clips, holsters, or similar accessories that maintain a 2.0 cm separation distance between the user's body and the back of the terminal, including the antenna. The use of third-party belt-clips, holsters, and similar accessories should not contain metallic components in its assembly. The products operate in the 2.4 GHz band using spread spectrum techniques. The radio cards are built into a Type II PCMCIA card. Any PC equipped with a PCMCIA interface socket and card services drivers, in effect, any PC commercially available on the open market, can be used as an RF host by inserting the radio card into the PC’s available socket. The 4137 family are used as host independent radio devices. The core device LA-4137 WLAN Compact Flash radio with MMCX antenna connections will be submitted to the FCC under a separate application. The CC-4137 is a Serial Type II PCMCIA card that has a Compact Flash connector built inside to accommodate the LA-4137 radio module. The LA-4137 with the integrated antennas was previously approved as FCC ID H9PLA4137P on 08/31/2001. All the devices in the family utilize the same 4137 radio module. The test reports for the CC-4137 was prepared by PCTEST and used will be used to support the FCC submission. The CC-4137 will be sold to strictly to OEM vendors to integrate into their specific host devices. After discussion with Rich Fabina on 10/10/2001 it was decided that the CC-4137 + host configuration would undergo full and complete SAR testing to ensure continued compliance to the FCC grant that will be issued for the 4137 radio. The OEM vendors will be responsible to complete the SAR Testing and issue a Document of Conformity attesting to the completion of the testing, listing: Test Lab, test report number and date of completion. The SAR test data would be held by the OEM vendor. Symbol Technologies Inc. will work to ensure that each vendor knows the requirement for the SAR testing after they complete their integration. If so, provide appropriate justification per the Public Notice on Modular approvals. Response to Item 1 No, the request for Modular or Host Independent Approval is withdrawn, the request for Portable approval remains. 2) Provide photos of the permanently attached omni directional antenna. Response to Item 2 The radio is internally mounted with the antenna inaccessible when sold to consumers. 3) The cover letter indicates 100 mW output power. Please explain. Response to Item 3 For marketing purposes, the card is offered as a 100 mW device. 4) The output power was measured with only a 3 MHz RBW. The RBW, VBW must be greater than the 6 dB bandwidth or use a Peak power meter. Response to Item 4 PCTest remeasured the output power using a peak power meter and each channel power increased by .5 dB. Please find the corrected output power data sheet. (CC-4137 Revised Output Power) 5) Provide calculations to show how the conducted power spectral density limit was obtained from the radiated measurement. Response to Item 5 We set the Resolution BW and the Video BW to 3 kHz and measured the EUT at a 3-meter distance in the auto sweep mode while maximizing the turntable and antenna settings. We used the signal substitution method to obtain a final reading and then subtracted the 2 dBi of the antenna from the reading to convert it to a conducted reading. 6) Ensure that the SAR test was performed at the proper output power and the output power in the EMC report and SAR report agree. Response to Item 6 Please find the attached revised SAR plots with the correct power levels and with the reevaluated SAR levels with a conductivity of 1.95 S/m. SAR questions. 1. SAR test setup photos do not seem to match any other external or internal photos. Please submit photos and descriptions clearly showing device configurations and support equipment used in SAR tests. Response to Item 1 Please find the attached new SAR photos of the outside of the unit and of the SAR test setup. Please note that after the level and the channel software codes have been sent to the unit the serial connection was removed for the SAR test. Only the power connection remained during testing and it is over 8 cm from the RF section and the antenna so it has no effect on the SAR readings. 2. FYI probe factors must be shown on all plots. In future filings you will be asked to re-submit new plots. Response to Item 2 Noted, all future plots will include the probe factor. 3. SAR setup photos seem to show integral antenna. What is purpose of End Cap C antenna exhibit. We may need SAR for both versions. Response to Item 3 The photo is of the device with the End Cap C antenna attached. There is only one version and one antenna. 4. What are expected end-use configurations? How does SAR setup and results apply to expected final device configurations? Response to Item 4 The card is almost exclusively used by printer companies, imbedded inside portable printers. The minimum separation will be greater than the 1 cm distance used in the SAR testing. Device test for body done at conductivity=2.2. Suppl C calls for body conductivity=1.95. Please show explicit analysis of expected change in SAR if conductivity=1.95 was used throughout filing. Response to Item 5 During the calibration, the conductivity of the liquid was 2.85 S/m and we used 2.2 S/m during the testing. This means that the real SAR values should increase by 2.85/2.2 or by a factor of 1.29. We reevaluated the SAR from the 2.2 S/m used during test down to the standard of 1.95 S/m with the Dasy 3 revaluation software. Now we only have to increase the SAR values by multiplying them by the 1.29 factor to account for the calibration in a different liquid. This will lead to a maximum SAR value of .214 W/kg * 1.29 or .272 W/kg. 6. Cover letter requests "portable host-independent approval." In general FCC cannot issue "module grant" for portable configurations unless the output is substantially low and there are no SAR issues so that SAR tests are not required to show compliance for whatever product the module is used for. For SAR tests submitted in this filing, some demonstration or final product configuration info is needed. At present it is not clear whether SAR may increase or decrease in final devices. FCC cannot approve unknown operating configurations and exposure conditions because RF exposure for portable devices are generally dependently on the final product configuration. Provide justification for modular approval in these hand held printers per Public Notice on modular approvals that was e-mailed to you. Response to Item a 1. 2. 3. 4. 5. 6. 7. The modular transmitter must have its own RF shielding. The radio uses a soldered on shield/case to provide the necessary RF shielding. The radio module is mounted to the PCB for the CC-4137 radio card. The modular transmitter must have buffered modulation/data inputs. U301 provides the required buffering of modulation/data inputs. The modular transmitter must have its own power supply regulation B302 provides power supply regulation. The modular transmitter must comply with the antenna requirements of Section 15.203 and 15.204(c). The antenna must either be permanently attached or employ a “unique” antenna. The device uses two MMCX connectors; additionally the antenna is mounted internally in the host and not end user accessible. The host device would have to be disassembled to access the antenna. The modular transmitter must be tested in a stand-alone configuration. The module was tested in a stand-alone condition as seen in the Test Set up photographs. The modular transmitter must be labeled with its own FCC ID number. The FCC ID was placed on the Regulatory label and can be seen on the external photographs. The modular transmitter must comply with any specific rule or operating requirements applicable to the transmitter and the manufacturer must provide adequate instructions along with the module to explain any such requirements. A copy of these instructions must be included in the application for equipment authorization The radio Integration guide is included for the manufacturers that provides instructions on required SAR and EMC compliance testing. The modular transmitter must comply with any applicable RF exposure requirements. The SAR Test Report documents compliance to the existing RF exposure limits for Uncontrolled Environment General population. The separation distance used during SAR testing was 1 cm, when the module is integrated into future host devices the separation will increase because it’s mounted internally. The antenna is internal to the host and does not protrude from the device. b) Provide photos of the antenna. Response to Item b The antenna can be seen on pages 2,3, and 4 of the file: CC-4137 RF Exposure.pdf An additional Set of Antenna Photographs is also included. (See Attached file: CC-4137 Antenna Photographs.pdf) c) Marketing of the device at 100 mW does not agree with the filing. Correct the cover letter to agree with the output power. Response to Item c The cover letter was amended to: “Transmitter Power is adjustable from 0 – 100 mW, (US 22 mW) programmable for different countries” d) The revised output power used a peak power meter but the chart indicates that this is an EIRP level. What is the conducted level measured with a peak power meter? If you only did radiated measurements with a peak power meter, indicate how this was done and provide calculations. Response to Item C The lab took Conducted Peak Power measurements. (See attached file: CC-4137 Conducted Peak Power Measurements.pdf 1. Is this the correct users manual? It refers to body worn tests with holster, and does not seem to mention PCMCIA. Response to Item 1 This PCMCIA card, once it is approved for sale, is used by manufacturers of belt-mounted printer manufacturers. The PCMCIA card is sold to Zebra, O’Neil, Paxar, Monarch, and other manufacturers for instillation in their portable printers. These manufacturers have been informed that SAR/EMC testing is required for the finale configuration to insure compliance. 2. Device was tested for EMC as module, and for SAR as possible limited module. If module request is withdrawn, will need testing in typical host product(s). How is dipole target SAR for body liquid obtained? Response to Item 3 Please find attached file (Validation plot.pdf) containing the systems validation plot taken on the day of the test in PCS brain material. After this validation, the liquid was changed to 2,450 MHz muscles and the test was performed. 4. FYI in future filings you may be asked to describe duty factor and justify crest factor=1 for these types of devices. Response to Item 4 The information was passed on the lab that performed the SAR testing. 5. Exhibit "New SAR Photographs" appears to show different connector setup compared to exhibit "RF Exposure." Please submit internal and external photos showing antenna/connector configuration for final package.
