The documents in question contain trade secrets: detailed technical descriptions, specifications and schematics for a product to be offered for sale. This information would give Symbol’s competitors an unearned and unwarranted competitive advantage. The documents contain “commercial information” within the scope of FOIA exemption 4. This information is the product of Symbol’s investment of money, personnel, and other resources. The result of the investment is a fairly earned position in the marketplace. Premature release of the information threatens substantial and unwarranted harm to Symbol’s competitive position. These materials provide particulars on the product design. For these reasons, Symbol has taken pains to keep this technical information confidential, and intends to continue doing so. Symbol customarily witholds this information from persons outside the employ of Symbol and certain of its suppliers and contractors, and even within these groups routinely limits access to persons having a particular need for the information. If the Commissions were to make these documents public, it would be giving away hard won fruits of Symbols labors without compensation. The Emerald ring scanner is a slave unit only. In acquisition mode it is a receive only radio until the connection is made from the master. During the FCC testing another ring was configured as a master for test purposes only. In actual use a terminal with a blutetooth radio will be the master. 5. In acquisition mode the Emerald ring scanner is a receive only radio until connection is made from the master. It is intended as a slave unit only. As a receive only radio, dwell time, processing gain, and power density are not applicable. 6. A more complete user’s manual does not exist. The Emerald ring scanner is intended to be used on an operator’s fingers. Two of the operator’s fingers are intended to be inserted into the strap with the two humps that are attached to the Emerald ring scanner. The ring scanner housing will sit above the operator’s knuckles. Please refer to the photos to see strap where fingers are inserted. 7. Please find the attached probe calibration. 8. Please find the attached system validation for SAR measurements. 9. Please find the attached SAR plots for the retest of the highest channel with the fluid at the proper level for testing. Please find the attached SAR plot superimposed on the ring scanner. 2. Per Symbol’s e-mail, the Emerald Ring Scanner is a slave only device, which after power up stays in an “Inquiry Scan Mode” which is a non-transmit mode in Bluetooth. This is not the “Inquiry Mode”. ”Inquiry Mode” is generally used by a Potential Master of a piconet to search for other devices and does enable the radio to transmit. When the Emerald Ring Scanner powers up it uses a Bluetooth defined HCI command called “Write Scan Enable”, which enables the ring scanner radio to listen (Rcv only) for other Master Bluetooth Devices running an Inquiry. If you were to power up the Emerald Ring Scanner and connect its output to a spectrum analyzer there would be no RF signal out of the ring scanner until a connection is made with a Master Device. 3. Please find the area scan of the dipole validation test, which more clearly shows the symmetry of the dipole. We validated the system in 1900 MHz muscle simulating tissue with a 1900 MHz dipole. We then changed the liquid to 2400 MHz muscle and conducted the test which yielded a maximum value of .03 W/kg. We trust this information is sufficient to issue the grant as soon as possible.
