American Telecommunications Certification Body Inc. 6731 Whittier Ave, McLean, VA 22101 March 30, 2003 RE: Zebra Technologies FCC ID: I28-QL420352 After a review of the submitted information, I have a few comments on the above referenced Application. 1) Something appears odd with the internal photographs of the TX card provided. It appears that the TX card is a PCMCIA card by the external photographs and by its FCC ID. However the internal photographs appear to be of a MiniPCI card. Please explain. Response : The incorrect photographs were included with this application. Please refer to the photographs in the revised Internal Photograph exhibit, uploaded with this response. 2) Please provide detailed photographs of the antenna. Response : Please refer to the revised Internal Photograph exhibit uploaded with this response for the antenna photographs. 3) The operational description given by CISCO regarding the PCMCIA card state that the output power is about 100 mW. However, the 731 states about 16 mW, while the test report shows 160 mW. Note that the FCC expects all power information throughout the report to be consistent. Response : The noted inconsistency is addressed in a Cover Letter exhibit uploaded with this response. When a similar application for the Zebra QL320 (FCC ID: I28-QL320352) was under review last year, this discrepancy was noted by the reviewer, and a similar letter of explanation was accepted. 4) Tables 3-2 and 6-4 appear to show N/A for the calibration information on the antennas, cables, and amplifiers. Please provide proper calibration information. Response : Please refer to the tables in the revised test report uploaded with this response. 5) Table 4-1 is missing information regarding the model and serial number of the LISN. Please provide. Response : Please refer to the table in the revised test report uploaded with this response. Continued on the following page..... Due to the data given in the tables and the test method specified in section 4 of the test report, it appears that the device was only tested from 450 kHz - 30 MHz to the older FCC limits. Please confirm if additional test data will be provided to show compliance with the new harmonized European limits (including 0.150 - 0.450 MHz that was not previously tested), or if we should proceed using the current data. This is because the grant will be issued with one of the following grant notes depending on which set of limits it is shown to have met: Current Limits NOTE: The manufacture and importation of this device must cease on July 10, 2005 pursuant to 15.37(j) or 18.123 transition provisions adopted under FCC 02-157 (ET Docket 98-80). Future Limits (CISPR) NOTE: This device has shown compliance with the conducted emissions limits in 15.107, 15.207, or 18.307 adopted under FCC 02-157 (ET Docket 98-80) and may be marketed after July 11, 2005 and is not affected by the 15.37(j) or 18.123 transition provisions. Response: The data and the test method have both been updated to show compliance with the new harmonized European limits. Please refer to the revised test report uploaded with this response. The Zebra Technologies QL420 controls the Cisco AIR-LMC352 utilizing firmware developed by Zebra Technologies that is based on routines and drivers supplied by Cisco. Because these routines and drivers are customized by Zebra Technologies for use in their device and operating system, there are differences in the way the AIR-LMC352 is controlled and programmed, specifically the PA stage of the AIR-LMC352. Cisco has confirmed that the output power measured during testing was within Cisco's manufacturing tolerances and would not be saturated. Please see the following email from Cisco for an explanation: From: Jim Nicholson at Cisco Sent: Tuesday, May 06, 2003 9:31 AM We calibrate these radios in the factory to 100 mW average power, and there is a +/-2 dB tolerance on the calibration. Add in a peak to average ratio of 1-1.5 dB for CCK waveforms, and a 150 mW peak power level is not out of the question.
