False alerts endanger lives; help prevent them by understanding how to look after and correctly operate the AIS SART. Introduction Thank you for purchasing the AIS SART ‘search and rescue locating device’. The AIS SART is designed to assist in survivor craft location during search and rescue operations. The AIS SART is primarily intended for fitment by SOLAS vessels under carriage requirement rules. SOLAS fitting rules differ depending on type and size of vessel and survival craft. In general, at least one search and rescue locating device is carried on each side of every passenger and cargo ship over 500 gross tons. Smaller SOLAS classified vessels are required to carry at least one search and rescue locating device. The AIS-SART is a portable device and should be stowed on board in a location where it can be rapidly placed in any survival craft. Product registration Each AIS SART carries a unique serial number printed on the label on the orange body. It is recommended that a record of the AIS SART unique identifier number should be kept by the vessels management organisation. IN EMERGENCY Page 3 1 2 3 4 5 6 7 8 Overview 1 Antenna Red LED An AIS SART is intended to be a one-shot device, once activated it will transmit emergency alerts for at least 96 hours. The key components of the AIS SART: 1. Hanger eye Inside life raft attachment point,use the lanyard cord to tether the AIS SART to the survival craft. 2. Antenna Contained within top section. 3. Test button Self-test verifies the readiness of the AIS SART. 4. Red LED Indicates the operating status. 5. Activation Button Break off the anti-tamper tab to gain access to the ON button 6. GPS Zone Do not obstruct 7. Metal strap Flexible retaining link to mounting pole 8. Mounting Pole: Telescopic pole Sections Fit AIS SART body into mounting pole socket, remove rubber cover and extend pole sections as required. Page 4 AIS SART pictured left is ready for deployment with the mounting pole fully extended. The activated AIS SART should be positioned upright and with a clear view of the sky. Do not obstruct the GPS zone marked on the side. The AIS SART should be arranged to be manually erected when the liferaft is deployed. The antenna datum marked on the pole section should be positioned more than one metre above sea level when the AIS SART is deployed. TEST button Self test verifies the readiness of the AIS SART Second function Press and hold the TEST button to turn the unit OFF Red LED Indicates the operating status. ON button To activate the AIS SART Press the ON button until the Red LED starts to flash. Page 5 Deployment procedure 1. Lift stowage bag off its wall mounting bracket 2. Carry to liferaft using the strap provided 3. Open bag and remove the SART 4. Fold the pole down and insert the SART into the top of the pole 5. Break-off the protective anti-tamper tab to gain access to the ‘ON’ button beneath. 2. Press the ‘ON’ button 3. The Red LED indicator light will start to flash every few seconds Page 8 Red LED indication (AIS SART ON) 1 flash every 3.5 seconds The first AIS transmission is made after 50 seconds. This short delay allows time to switch off the AIS SART, if activated in error. GPS good A good GPS position fix is indicated by the Red LED signalling a long flash every minute. De-activation of the AIS SART Should the AIS SART be activated by mistake or if the emergency ends; then the AIS SART can be switched OFF by depressing the TEST button for 2 seconds, the Red LED will go out. Important After activation the AIS SART requires replacement of the anti-tamper tab and will need a new battery. Refer to service section for further details. 4. (McMurdo) filed a request for waiver of Section 80.1101(c)(6) of the Commission's Rules 1 to permit equipment certification and use of its Smartfind S5 Automatic Identification System Search and Rescue Transmitter (AIS-SART).An AIS-SART is used to locate a survival craft or distressed vessel bytransmitting Global Positioning System (GPS) coordinates to all AIS-enabled devices within VHF radio range. 2 The International Maritime Organization has amended the Global Maritime Distress and Safety System (GMDSS) regulations to permit AIS-SARTs as an alternative to GMDSSSARTs operating in the 9.2-9.5 GHz (9 GHz) band, effective January 1, 2010. 3 Because Section 80.1101(c)(6) of the Commission's Rulesauthorizes only SARTs operating in the 9 GHz band, McMurdo seeks a waiver to permit certification and use of its AIS-SART, which it states meets all international requirements. However, the Smartfind S5 AIS-SART does not meet the technical standards for a GMDSS SART in Section 80.1011. 4 McMurdo 1 47 C.F.R. § 80.1101(c)(6). 2 The AIS-SART is programmed from the manufacturer with a unique ID code and receives its position via an internal GPS antenna. This data is combined and transmitted using the international AIS channels (AIS A –161.975 MHz and AIS B –162.025 MHz) in the maritime VHF band. 3 SeeIMO Resolution MSC.246(83), “Adoption of Performance Standards for SurvivalCraft AIS Search and Rescue Transmitters (AIS-SART) for Use in Search and Rescue Operations.” Additionally, performance and technical specifications for the AIS-SART were approved by the International Electrical Committee on January15, 2010. SeeIEC 61097-14 Ed. 1, “Global maritime distress and safety system (GMDSS) –Part 14: AIS search and rescue transmitter (AIS-SART) –Operational and performance requirements, methods of testing and required test results.” 4 Specifically, the AIS-SART transmits on frequencies 161.975 MHz and 162.025 MHz using a modulation scheme of Self-Organizing Time Division Multiple Access (SOTDMA)employing Gaussian minimum shift keying; while the GMDSS SART transmits on frequencies in the 9 GHz band with a transmission that is pulsed, and the modulation is a series of twelve sweeps from 9.2 GHz to 9.5 GHz. Also, the AIS-SART’s power is 1 watt compared to 400 milliwatts for the GMDSS SART. 2 argues that its device should not be required to meet the GMDSS SART standards, because the device performs more effectively than other locating transmitters and can be located at greater distances with GPS precision. McMurdo believes its AIS-SART will enhance marine safety by making search and rescue operations more efficient and less time-consuming. Procedural Matters Comments on the request are due no later than February 24, 2010. Reply comments are due no later than March 8, 2010. All filings should reference the docket number of this proceeding, WT 10-34. New FCC GMDSS Checklist - GTF Final (2008 10 06) Page 1 of 15 How to Conduct a GMDSS Inspection The GMDSS replaces the ship-to-ship safety system that used manual Morse code with a ship-to-shore safety system that uses satellite and automated terrestrial communications systems. The GMDSS requires ships to carry various types of communications equipment depending upon the voyages of the ship rather than the gross tonnage. (See § 80.1069.) The GMDSS also requires ships to comply with certain functional requirements. (See § 80.1081.) The GMDSS rules are found in subpart W of Part 80 [Code of Federal Regulations, Title 47, Part 80] and are applicable to the appropriate tonnage and operational areas of U.S. Flag Passenger and Cargo vessels. Under the Communications Act, Fishing vessels are considered to be Cargo vessels and, therefore, this Inspection form is to be used for them as appropriate. As per 47 CFR Part 80.59 (a) (1), the following table illustrates the minimum licensing requirements for Inspectors (only one license required in case of multiples): General radiotelephone operator license GMDSS radio maintainer's license Second class radiotelegraph operator's certificate First class radiotelegraph operator's certificate Radiotelephone equipped vessels subject to 47 CFR part 80, subpart R or S X X X X Radiotelegraph equipped vessels subject to 47 CFR part 80, subpart Q X X GMDSS equipped vessels subject to 47 CFR part 80, subpart W or subpart Q X Definitions of Sea Areas : Ships must comply with the requirements for all Sea Areas in which they operate. These ships must be equipped with a HF DSC and NBDP installation. Exempted Vessels Please note that this form is also to be used (in part) for vessels in compliance with Part 80.851 (Subpart R – Compulsory Radiotelephone Installations for Vessels 300 Gross Tons) quoted here: “The radiotelephone requirements of this subpart are applicable to all compulsory ships which are not required to comply with subpart W of this part in total or in part because they have received an exemption from all or some of the subpart W provisions.” The Subpart R vessels are limited in operation to 100 miles from shore – effectively classing them as Sea Area A1 and Sea Area A2 vessels without the requirement for DSC operability. The applicable inspection points are noted with an ‘X-R’ to indicate their exemption or non applicability Please note that this form is also to be used for Fishing vessels as noted above. In the case of those Fishing vessels which are only operating in Sea Areas 1 and 2, they are currently under exemption from the carriage of DSC equipment until the U.S. Coast Guard declares that Sea Areas 1 and 2 are operational. Exempted items are noted with “X-F1/2” – all other Subpart W items are required by these vessels. Note: Contact the FCC at 1.202.418.7450 if there is any discrepancy between the ship’s exemption and its area of operation. (80.1099(i). c) When the reserve source of energy consists of batteries, equipment must be provided for automatically recharging them to minimum required capacity in not more than 10 hours. (80.1101(f)(1)) d) When the reserve source of energy consists of batteries, the battery capacity must be checked at intervals not exceeding 12 months. If not completed within past 12 months, this must be done during inspection. (80.1101(f)(2)) e) Storage batteries provided as a reserve source of energy must be installed in accordance with applicable electrical codes and good engineering practice.
