Record the results in the resident’s records. It is important to test the bracelet before putting it into use and daily thereafter. Failure to do so could result in injury to or death to a person in your care. The Universal Tester contains a long-life lithium battery that is not user replaceable. Do not disassemble, heat above 100 o C, or submerge in water.  Dispose of the Universal Tester immediately when low battery is indicated on the display. When testing the bracelet, make regular inspections to check for frayed or loose bands. Stanley-Senior Technologies recommends the removal of the bracelet during x-ray or MRI procedures. Changes or modifications not expressly approved by Stanley- Stenior Technologies could void the user’s authority to operate the equipment.    Features of the WanderGuard ® Universal Tester The Universal Tester is a hand-held, battery-powered device used to test WanderGuard ® door monitors and WanderGuard ® bracelets. When using the tester to test bracelets, the tester will detect if a bracelet is working properly, display the individual ID number of the resident wearing the bracelet, and indicate when the bracelet is reaching its “replace bracelet” date. The Universal Tester has a non-replaceable battery. Battery life will vary depending on usage. The battery can be expected to last 2 years under typical use.* The tester will indicate when it’s battery life is low by displaying “LO” on the LCD. This message will flash three times when any button is pressed. When this happens, the Universal Tester needs to be replaced immediately. A dimming display is also an indication that the battery is low and the tester needs to be replaced. 2 * Based on testing 40 bracelets per day and 10 doors per week. 3 DOOR TEST BRACELET TEST RECALL AMBIENT LIGHT SENSOR DOOR STATUS LED BRACELET STATUS LED The tester has an ambient light sensor built-in. When the tester is used in low light conditions, it will automatically back-light the LCD display. Using the RECALLbutton will display the result of the last bracelet test. 4 Testing Bracelets “End of Service” feature The Model 36000 series has an “End of Service” feature. During routine testing the Universal Tester will display when the bracelet is reaching the end of its useful service. This lets you know it is time to replace the bracelet BEFORE the bracelet becomes inoperable. Bracelets must be tested daily. IMPOR TANT: Failure to replace the bracelet “on time” could result in injury to or the death of a person in your care. To test a WanderGuard ® bracelet with ID capability (36000 series): •Hold the Universal Tester within one foot of the bracelet. •Press the BRACELETbutton once. The LED above the button will light briefly. Press button The display will animate until a bracelet is detected, or for 10 seconds. 5 •If the bracelet is still operational, the LED will flash green four times and the ID number of the bracelet will be displayed. •If the bracelet has reached the End-of-Service phase, the LED will be a steady red. •If the bracelet is not detected, the LED will be a steady red and display “- - -”. If the Universal Tester does not detect the bracelet: •Move the tester closer to the bracelet. •Hold the tester at a different orientation in relation to the bracelet. •‘Sweep’ the tester by the bracelet. NOTE: Test one bracelet at a time. Surrounding bracelets should be at least 5 feet away. LED blinks GREEN 4 times LED is steady RED LED is steady RED 6 To test a WanderGuard ® bracelet WITHOUT ID capability (32000 Series): •Hold the Universal Tester within one foot of the bracelet. •Press the BRACELETbutton once. The LED above the button will light briefly. •If the bracelet is detected, “000”will be displayed. •If the bracelet is still operational, the LED will flash green 4 times. •If the bracelet has reached the End-of-Service phase, “000”will be displayed and the LED will be a steady red. Page 1 of 2 11 September 2006 Mr Waitt: Below you will find our response to you comments. 1: Internal Photos: It is important that the internal photos of the device be clear. One of the photos is rather blurry. Please re-take the photos and provide. A replacement for the photo in question has been submitted. 2: Please verify that the device was transmitting at 100% duty cycle for these tests – and the device is not transmitting a continuous train of pulses. The device under test was operating at 100% duty cycle. 3: FCCC rules do not allow a spurious emission to be higher than the fundamental emission. The report indicates a fundamental level at 508kHz @ 53.51 dBuV and a spurious emission at 530kHz @ 53.93 dBuV. Please revisit this measurement – or confirm that the spurious emission is due to the receiver and present even when the unit is not transmitting. If this is the case it is not due to the transmitter, Please provide supporting data if this is the case A statement was added to Page 19 of the report: “A measurement was made with the EUT not present at this frequency with the same setup. The level was found to be 53.54dBμV/m (corrected), which is within 1dB of the level when the EUT was present. Since the emission is present without the EUT, It can be assumed that it is not emanating from the EUT.” A revised test report has been submitted. 4: LABELLING: The basic FCC "rule of thumb" is that if a device is smaller than the palm of the hand, the two-part statement of 15.19(a)(3) may go inside the manual. One of the inconsistencies with the FCC is the exact definition of these various "rule of thumb". Everyone's hand palm is a different because people have different size hands, however this device appears to have plenty of room on it for a label big enough to accommodate the FCC 2 part statement. Don't bet 100% on our guidance - it is our best understanding of the FCC rules at any specific point in time, but like all interpretations will also change over time. If you or your client honestly feels that you cannot place the two part label on the device [see 15.19(a)(5)], because the device is too small, that is OK, but do be careful!!! If the FCC audits this device it is my opinion they will require that the label be modified to include the two part statement and placed on the device. If your client does not want the statement there because they feel it is “ugly”, they will lose in any discussion with the Commission. I strongly suggest that the label be modified to include the 2 part FCC statement. It is probably easier to do it now than later if it is requested by the FCC Page 2 of 2 The label, as it is presented in this application, is similar to a previously granted submittal. It is the feeling of the manufacturer that, in this instance, the labeling is correct and the 2 part FCC statement has been placed in the manual per 15.19(a). There was no connection to the AC mains supply network, nor is it an option, the user manual instructs the owner to dispose of the EUT when the battery is low on charge. 1.2.2 Radiated Emissions Compliance to 47 CFR Part 15.209 was tested in accordance with the methods of ANSI/IEEE C63.4, 2003 and the FCC required technique for measurements under 30MHz. The EUT was placed on a wooden table approximately 80cm high and centered on a 4m diameter turntable. The table was rotated to find the angles of maximum emissions and the antenna was moved from 1m to 4m in both vertical and horizontal positions. All measurements were taken at a distance of 3 meters or closer when specified in the report. The EUT was oriented in 3-orthogonal axis in order to maximize emissions. 490kHz – 30MHz: Measurements from 490kHz – 30MHz were done with a loop antenna positioned 1m above the ground plane at a 3m distance from he EUT. The emissions from the EUT were examined with the loop antenna perpendicular, parallel and 45º in between to the line of sight to the EUT. The EUT was also tested upright, and lying on its back. It was found that the perpendicular orientation with the EUT upright produced the highest emissions and this configuration was used for testing. 30MHz – 1GHz: Measurements from 30MHz – 1GHz were done with a biconilog antenna oriented in the vertical and horizontal positions, and from 1m to 4m heights. Measurements were made and recorded with the EUT upright and laying on its back. The EUT sends out a test signal to WanderGuard door monitors to detect if they are operational, as well as receives signals from WanderGuard bracelets to detect if they are operational. The EUT transmits at 508kHz. 2.1.1 Identification: WanderGuard Universal Tester Model 18029 2.1.2 EUT received date: 30 August 06 2.1.3 EUT tested dates: 30, 31 August 06 2.1.4 Manufacturer: Stanley Senior Technologies 2.1.5 Serial number: Test01 2.2 Laboratory description All testing was performed at the NCEE Lincoln facility, which is a FCC (100875) and Industry Canada (4294) registered lab. Laboratory environmental conditions varied slightly throughout the tests: Relative humidity of 45 ± 4% Temperature of 20 ± 3° Celsius 2.3 Special equipment or setup The EUT was set to continuously transmit the test signal. The EUT was tested at 3m. The EUT was tested in 3-orthogaonal axis. Radiated emissions measurements of the EUT running in both transmit and receive modes from 490kHz to 1GHz can be found in Appendix B.
