American Telecommunications Certification Body Inc. 6731 Whittier Ave, McLean, VA 22101 December 15, 2002 RE: FCC ID: LJP NSB-9 Attention: Kare Oksanen I have a few comments on this Application. 1 Please provide an internal photo of the bottom side of the PCB. 2 The theory of operation states that a Stereo FM receiver is contained in the device. Please note that this makes the device a part 15 device also subject to the FM receiver requirements of Part 15. As such the appropriate Part 15 statements must be on the device unless the exception of 15.19(a)(5) can be met. Please note that the label and device appears large enough to contain the required 15.19(a)(1) statement. Please revise the FCC ID label to incorporate this statement. Alternately, please provide evidence that the product can meet the exception of 15.19(a)(5) (i.e. device too small or it is not practical to place the statement on the device). Please note, you must provide sufficient cause in order to have the label in the manual and not on the device (size being the primary factor). 3 Your manual does not appear to contain the SAR values for this phone. Please note that the FCC states that these values are to be provided to the user in the manual. Please list the SAR values for head and body SAR as measured in the SAR report. Dennis Ward mailto:[email protected] The items indicated above must be submitted before processing can continue on the above referenced application. Failure to provide the requested information may result in application termination. Correspondence should be considered part of the permanent submission and may be viewed from the Internet after a Grant of Equipment Authorization is issued. Please do not respond to this correspondence using the email reply button. In order for your response to be processed expeditiously, you must submit your documents through the AmericanTCB.com website. Also, please note that partial responses increase processing time and should not be submitted. Any questions about the content of this correspondence should be directed to the sender.

1. Please provide an internal photo of the bottom side of the PCB. I have revised our internal photographs file to include now both photo of connector side and display side of PWB. 2. The theory of operation states that a Stereo FM receiver is contained in the device. As already requested, we still do not see any possibility to include part 15 text into the device itself. Back cover is not fixed into device, and internal antenna area should not be covered. As can be seen from external photos, there is room neither for a bigger label nor for a leglible long text. Therefore, our opinion is that this device fulfills both requirements for placing part 15 text onto the manual. 3. Your manual does not appear to contain the SAR values for this phone. Please note that the FCC states that these values are to be provided to the user in the manual. Please list the SA values for head and body SAR as measured in the SAR report. Unless I have uploaded an obsoleted version of user manual, SAR values are available at page 152. Response FCC ID: LJPNSB-9 Applicant: Nokia Corporation Copyright © 2002 Nokia. All rights reserved.

To: Martin Perrine FCC Equipment Authorization Branch FCC ID: LJPNSB-9 Correspondence Number: 6609 EMC 1) Block diagram referenced in Request for Confidentiality letter. Acknowledged 2) Confirmation that schematics provided are complete. Schematics are complete for part22/24 operationality. We have uploaded schematics now to cover also other functionality. SAR 1) Confirmation that independent radiated power measurements were made for each SAR scan. Reported results appear to be identical to EMC reported values. Unfortunately SAR laboratories do not have possibility to perform radiated EMC measurements by themselves, but a separate EMC laboratory has to be used for this purpose. The same sample was used both in SAR and EMC measurements (IMEI listed in both reports), and the sample was not modified between measurements. TX power control loop of the LJPNSB-9 sample was used with the same power settings in both EMC and SAR measurements. Maximum power level was chosen for the measurements. Measured results are therefore valid and true to our best capability. 2) Confirmation that device does not contain an antenna connector for power measurements. Please use conducted power measurements where possible in the future. There is no antenna connector available in this product. 3) Updated grant comment. Please include head and body SAR values for each band Acknowledged.
