Please show the highest and lowest operating frequency that will satisfy the emissions limitations / mask. Note that a spectrum analyzer resolution bandwidth of 1 MHz is specified in Section 101.111(a)(2)(ii). RESPONSE: The frequencies that are to be used by the Millitech Band A CPE’s are as follows: • 31.0833 GHz • 31.0845 GHz • 31.0857 GHz These CPE’s were built for a specific site installation and are not to be used at any other locations or with any other frequencies of operations. None of the listed frequencies are near the edges of the allocated band (31.075 and 31.225 GHz). Future Motorola LMDS equipment will more fully utilize the allocated frequency spectrum. For these equipment, emission limitation/masks will be measured at the highest and lowest operating frequency of the equipment. 2.) Please provide a determination of necessary or occupied bandwidth. RESPONSE: The necessary or occupied bandwidth for the CPE is determined by the Data over Cable Interface System Specification (DOCSIS). The modulation used for the cable modem’s is 16QUAM at a symbol rate of 384kS/s with a filter alpha of 0.35. The following graphs are the measured occupied bandwidth at the output of the signal generator used to supply the IF input to the CPE. The first graph is measured with a 1 MHz resolution bandwidth. RESPONSE: At the time of test, the Millitech CPE antenna could not be removed for purposes of conducted spurious emission tests. Therefore, all tests were performed in a radiated mode. One spurious radiated emissions was detected and measured at 30.865 GHz (See Figure 9.3-1 of Exhibit 9). The second harmonic radiated emissions was also detected and measured at 56.286 GHz (See Figure 9.3-2 of Exhibit 9). 4.) Please provide measurement data showing the transmitter frequency stability for variations in temperature over the range -30 to +50 degrees C at 10 degree C intervals as required by Section 2.1055(b) of the Commission's R&R. RESPONSE: The CPE that was tested is no longer available for additional testing. The following table is the measured frequency stability data taken on a similar CPE (FCC ID: MIJTELCPE-USB-01). Modulation necessary to support the LMDS link is performed by equipment external to the CPE. An emission designator has been determined based on a standard Data Over Cable Service Interface Specifications (DOCSIS) signal that will be present at the input to the CPE. The pertinent emission designator for the CPE is 10M0D1D, as explained in paragraph 2.8 of this exhibit. Actual measurements of Occupied Bandwidth are shown in Exhibit 9.2. Spurious Emissions (Radiated) are reported in Exhibits 9.3. The specified minimum output power is +16dBm minimum from @ +50 o C. The CPE Data transmitter was operated at an output power of +18dBm. It is an outdoor unit that is physically located at the subscriber side of the LMDS wireless link. The CPE functions as a wireless transceiver to bridge the gap between baseband modem frequencies and FCC allocated LMDS frequencies. The interfacing modem and LMDS signals will be referred to as IF and RF respectively for the remainder of this document. Figure 3.0-1 depicts the major functional interfaces of the CPE. A single coax connector on the CPE carries IF signals both upstream and downstream, as well as DC power to the CPE. A reflector antenna, nominally 12 inches in diameter, provides the means for transmitting and receiving wireless RF signals. The maximum transmitted RF output power is limited by the saturated output power of the last amplifier stage. The typical saturated output power from the CPE is 0.25 watts. Frequency translation between IF and RF frequencies is accomplished using four local oscillators. The oscillators are frequency locked to a single 100 MHz crystal reference. The crystal reference also passes through a frequency doubler to effectively form a fifth local oscillator. Exhibit 13 Page 1 of 7FCC ID: MIJMILCPE-USA-01 2/29/00 Ground Systems Division Exhibit 13 – RF Exposure Information Motorola Customer Premise Equipment (CPE) FCC ID: MIJMILCPE-USA-01 Millitech Part No. 9031295602 This exhibit presents a discussion of the Motorola CPE Transceiver relative to the RF Exposure requirements for transmitters approved for use in the Local Multipoint Distribution Service as defined in FCC Parts 1, 2 and 101 and Office of Engineering Technology Bulletin 65. 13.0RF Exposure Requirements for LMDS Transmitters Some transmitters approved for operation for Local Multipoint Distribution Service (LMDS) under FCC Part 101 are subject to an Environmental Evaluation as defined in Part 1, Paragraph 1.1307, and are required to display warning labels. FCC Part 2 also provides requirements for some transmitters with specific usage. This exhibit provides information relating to the specific requirements for the Motorola CPE transceiver for compliance with the RF Exposure requirements of FCC Parts 1, 2 and 101, and FCC Office of Engineering and Technology (OET) Bulletin 65. 13.1Environmental Assessment FCC Part 1, Paragraph 1.1307 and OET Bulletin 65, Appendix A, Table 1, state that “Routine Environmental Evaluation” must be performed for LMDS transmitters if: a) for non-building-mounted antennas, the height above ground level to the lowest point of the antenna is less than 10 meters AND the power is greater than 1640 Watts EIRP b) for building-mounted antennas, the power is greater than 1640 Watts EIRP. The Motorola CPE transmitter at maximum rated operating power has an EIRP of 398 Watts, considerably less than that required for an Environment Assessment. However, an Environmental Assesment was performed on the Motorola CPE. Figure 13-1 is a copy of that assesment. As can be seen from this assesment the RF exposure levels do not exceed the 1mW /cm 2 level for uncontrolled environments. 13.2Radio Frequency Radiation Exposure Evaluation Assessment FCC Part 2, Paragraph 2.1091 defines the requirements for a radio frequency radiation exposure evaluation for mobile devices and 2.1093 defines the same for portable devices. The Motorola CPE is neither mobile nor portable and is therefore considered exempt from these requirements. The maximum on-axis power density of High Gain transmitter was measured at 0.46 mW /cm 2 . 13.4Labeling Requirements Part 1, Paragraph 1.1307, Table 1 specifies that LMDS subscriber transceivers are required to have a label which provides adequate notice regarding potential radio frequency hazards relative to the limits of Part 1, Paragraph 1.1310. Figure 13-2 shows the label that is to be placed on the CPE and Figure 13-3 shows the location of the label on the CPE. The following is description of HUB frequency stability: The crystal oscillator manufacturer (Wenzel) did supply frequency error data for 20 sample oscillators tested at -40C and +65C. Their test spec is +/-1ppm (See Figure 9.4-1). The worst unit had an error of only .218ppm at -40C. The frequency error allowed is .001%, or 275kHz for a carrier at 27.5GHz and 313kHz for a carrier at 31.3GHz. The frequency error from the Hub will be proportional to the reference oscillator error and the total frequency conversion from IF to RF. Worst case conversion would be 31.065 GHz (11MHz to 31076MHz). At that point if there was a total error of 2ppm, we would see a carrier frequency error of only 62kHz Motorola, Inc. The following is description of HUB frequency stability: The DC/DC Regulators (JW series) within the Hub are guaranteed from 36 to 75 Vdc input. This is well within the +/-20% spec on the Hub input power . The output regulation on these power supplies is guaranteed to be better than 0.4% as load varies from min to max, and an additional 1% over the operating temperature range of -40C to +100C. So the worst case variation on the voltage to the 100MHz oscillator is about 1.4%. This compares to the voltage input required for the 100MHz oscillator which is specified as +/-10% (According to Wenzel, the oscillator manufacturer). From this information it appears there will be very little frequency error due to voltage variation.

The reduction in the level of these spurious emissions will not effect the quality of information being transmitted. 12.1.2 Minimum Standard For the CPE data transmitter, the mean power of radiated spurious and harmonic emissions shall be attenuated as per 101.12(a)(2)(ii). The frequency offset attenuation is based on an authorized bandwidth of 150 MHz and mean output power of +18 dBm. For frequencies removed greater than 50% to less than or equal to 250% of the authorized bandwidth and measured in a 1 MHz bandwidth, the attenuation requirement is as follows: Attenuation (dBc) = 12 + 0.4 * (Percent-50)+10 * Log 10 (Bandwidth) Note: Attenuation of greater than 56 dBc is not required. McDowell Rd., Scottsdale, AZ. 85252. The facility has also been issued a Certificate of Accreditation through the National Voluntary Laboratory Accreditation Program (NVLAP) by NIST. This is under NVLAP Code: 100405-0 and is effective through September 30, 1999. Measurement Description: Spurious and harmonic emissions were measured as radiated emissions in an anecohic chamber (20ft x 24ft x 16ft). The HUB equipment does not require a CPE to operate. The CPE requires the HUB’s Pilot tone to enable it to transmit. Therefore, when the HUB was tested only the HUB was in the test chamber and when the CPE was tested with both the HUB and the CPE in the chamber. The DOCSIS modulation was provided by a HPE4430B Signal Generator. Radiated emissions were measured from 30 MHz to 100 GHz. For all emissions with the exception of the transmitter’s fundamental frequency and it’s harmonics, measurements were made at a distance of 3 meters. All four sides of the EUT and both vertical and horizontal polarization’s were tested for maximum radiated levels. All emissions detected were greater than 20 dB below the emission limitations of 47 CFR 101.111 (see paragraph 12.1.2 of this Exhibit). Therefore, no Open Area Test Site (OATS) measurements were made. Testing of the transmitter’s fundamental frequency and it’s harmonics were performed in the main beam of the transmit antenna. The receive antenna was positioned at a distance to maximize the received signal. Spurious and harmonic levels were then compared to the radiated level of the fundamental signal. The attenuation requirement was based on 47 CFR 101.111 (see paragraph 12.1.2 of this Exhibit). 12.2 Frequency Stability 12.2.1 Definition The carrier frequency stability is the ability of the transmitter to maintain an assigned carrier frequency 12.2.2 Minimum Standard The minimum frequency stability shall be ± 0.001% at any time during normal operation.
