Please show the highest and lowest operating frequency that will satisfy the emissions limitations / mask. RESPONSE: The frequencies that are to be used by the Millitech Band A HUB’s are as follows: • 28.143 GHz Data • 28.155 GHz Data • 28.167 GHz Data • 27.644 GHz Pilot These HUB’s were built for a specificsite installation and are not to be used at any other locations or with any other frequencies of operations. None of the listed frequencies are near the edges of the allocated band (27.500 and 28.350 GHz). Future Motorola LMDS equipment will more fully utilize the allocated frequency spectrum. For these equipment, emission limitation/masks will be measured at the highest and lowest operating frequency of the equipment. 2.) Please provide a determination of necessary or occupied bandwidth. RESPONSE: The necessary or occupied bandwidth for the HUB is determined by the Data over Cable Interface System Specification (DOCSIS). The modulation used for the router end is 64QUAM at a symbol rate of 5.0MS/s with a filter alpha of 0.15. The following graphs are the measured occupied bandwidth at the output of the signal generator used to supply the IF input to the HUB measured with a 1 MHz and a 100 kHz resolution bandwidth. Because the HUB is simply a frequency translator the occupied bandwidth at the HUB’s transmit frequency will be identical. Data - Occupied bandwidth measured with a 1 MHz resolution bandwidth. Data - Occupied bandwidth measured with a 100 kHz resolution bandwidth. The HUB’s Pilot signal is an FM modulated signal with FM deviation of 10 MHz and a modulation frequency of 24. The following graphs are the measured occupied bandwidth using a 1 MHz and a 300 kHz resolution bandwidth. Pilot - Occupied bandwidth measured with a 1 MHz resolution bandwidth. Pilot - Occupied bandwidth measured with a 300 kHz resolution bandwidth. 3.) Please supply measurement data showing the relative levels of spurious emissions at the output terminals as required by Section 2.1051 of the Commission's R&R. RESPONSE: At the time of test, the Millitech HUB antenna’s could not be removed for purposes of conducted spurious emission tests. Therefore, all tests were performed in a radiated mode. The only spurious emissions detected were related to the harmonics of the HUB’ data and pilot transmit frequencies. The measurement of the radiated harmonics relative to the intentional carriers are provded in Section 9.3 of Exhibit 9. 4.) Please provide measurement data showing the transmitter frequency stability for variations in temperature over the range -30 to +50 degrees C at 10 degree C intervals as required by Section 2.1055(b) of the Commission's R&R. RESPONSE: The HUB that was tested is no longer available for additional testing. The standards used on measurements supplied is section 47 CFR Part 101 Subpart C. 2.4Similar Applications None. 2.5Types of Emissions The HUB transmits two signals. A Data signal and a Pilot tone. The Pilot tone is used to phase lock the local oscillator of the CPE to the HUB 100 MHz internal crystal oscillator. The pertinent emission designator for the HUB Pilot Signal is 10M0F1D, as explained in paragraph 2.6 of this exhibit. Actual measurements of Occupied Bandwidth are shown in Exhibit 9. The HUB itself does not modulate the Data signal. Modulation necessary to support the LMDS link is performed by equipment external to the HUB. An emission designator has been determined based on a standard Data Over Cable Service Interface Specifications (DOCSIS) signal that will be present at the input to the HUB. The HUB Pilot frequency is 27.644 GHz and the HUB data frequency is 28.143 GHz. Frequency stability versus temperature and voltage measurements are shown in Exhibit 9. 2.7Maximum Output Power The Hub Data transmitter output power is +24dBm typical at room temperature. The Hub Pilot transmitter output power is also +24dBm typical at room temperature. The specified minimum output power is +22dBm minimum from –30 o to +50 o C. The HUB Data transmitter is operated at a nominal output power of +18dBm. The HUB Pilot transmitter is operated at it’s saturated power output (nominal +28dBm). Proprietary Information – Not for Public Disclosure Exhibit 3 Page 1 of 7FCC ID: MIJMILHUB-USA-01 9/3/99 Exhibit 3 – Description Motorola Head-end Transceiver (HUB) FCC ID: MIJMILHUB-USA-01 Millitech Part No. 9031291001 3.0 Transmitter Description The Millitech Head-End Transceiver, or ‘Hub’, is part of an LMDS point to multi-point wireless networking system. It is an outdoor unit that is physically located at the head-end side of the LMDS wireless link. The Hub functions as a wireless transceiver to bridge the gap between head-end router equipment and FCC allocated LMDS broadcast frequencies. The head-end router and wireless signals that interface to the Hub will be referred to as IF and RF signals respectively for the remainder of this document. Figure 1 depicts the major functional interfaces of the Hub. Hub Interface to Head-End Router Head-End Tranceiver (Hub) Pilot Tone RF Data Downstream RF Data Upstream Customer Premise Equipment (CPE) CPE Interface to Cable Modem Wireless RF Path IF Upstream, IF Downstream, -48Vdc The Hub IF signals interface with a Head-End Router that is located at the Head-End of the LMDS link. Two coax connectors on the Hub are used to carry IF signals upstream and downstream, a third connector is used for DC power. A red LED indicator is illuminated on the Hub connector plate to indicate the Hub is transmitting RF power and that all internal oscillators are locked to the reference frequency. Three sector horn antennas are used to carry the RF interface including upstream data to the Hub, a pilot tone, and downstream data to the CPE. The maximum transmitted RF output power is limited by the saturated output power of the last amplifier stage. The typical saturated output power from the Hub is .6 watts. Each sector antenna has a nominal gain of 15 dBi with a half power beamwidth of 64 or 90 degrees in azimuth. Transmit and receive signals are copolarized relative to each other for a given Hub. Hubs are provided in both E and H field vertical configurations and are typically alternated in adjacent 90- degree sectors so that 4 Hubs (2 E-Plane; 2 H-Plane) are required to provide 360 degrees of RF coverage. Proprietary Information – Not for Public Disclosure Exhibit 9 Page 6 of 8FCC ID: MIJMILHUB-USA-01 9/3/99 9.4Frequency Stability vs Temperature The crystal oscillator manufacturer (Wenzel) did supply frequency error data for 20 sample oscillators tested at -40C and +65C. Their test spec is +/-1ppm (See Figure 9.4-1). The worst unit had an error of only .218ppm at -40C. The frequency error allowed is .001%, or 275kHz for a carrier at 27.5GHz and 313kHz for a carrier at 31.3GHz. The frequency error from the Hub will be proportional to the reference oscillator error and the total frequency conversion from IF to RF. Worst case conversion would be 31.065 GHz (11MHz to 31076MHz). At that point if there was a total error of 2ppm, we would see a carrier frequency error of only 62kHz Motorola, Inc. This is well within the +/-20% spec on the Hub input power . The output regulation on these power supplies is guaranteed to be better than 0.4% as load varies from min to max, and an additional 1% over the operating temperature range of -40C to +100C. So the worst case variation on the voltage to the 100MHz oscillator is about 1.4%. This compares to the voltage input required for the 100MHz oscillator which is specified as +/-10% (According to Wenzel, the oscillator manufacturer). From this information it appears there will be very little frequency error due to voltage variation.

The reduction in the level of these spurious emissions will not effect the quality of information being transmitted. 12.1.2 Minimum Standard For the HUB data transmitter, the mean power of radiated spurious and harmonic emissions shall be attenuated as per 101.12(a)(2)(ii). The frequency offset attenuation is based on an authorized bandwidth of 850 MHz and mean output power of +18 dBm. For frequencies removed greater than 50% to less than or equal to 250% of the authorized bandwidth and measured in a 1 MHz bandwidth, the attenuation requirement is as follows: Attenuation (dBc) = 12 + 0.4 * (Percent-50)+10 * Log 10 (Bandwidth) Note: Attenuation of greater than 56 dBc is not required. For frequencies removed greater than 250% of the authorized bandwidth and measured in a 4 kHz bandwidth, the attenuation requirement is as follows: Attenuation (dBc) = 43 + 10 * Log 10 (mean output power) Note: Attenuation of greater than 80 dBc is not required. For the HUB pilot transmitter, the mean power of radiated spurious and harmonic emissions shall be attenuated as per 101.12(a)(1). McDowell Rd., Scottsdale, AZ. 85252. The facility has also been issued a Certificate of Accreditation through the National Voluntary Laboratory Accreditation Program (NVLAP) by NIST. This is under NVLAP Code: 100405-0 and is effective through September 30, 1999. Measurement Description: Spurious and harmonic emissions were measured as radiated emissions in an anechoic chamber (20ft x 24ft x 16ft). The HUB equipment does not require a CPE to operate. The CPE requires the HUB’s Pilot tone to enable it to transmit. Therefore, when the HUB was tested only the HUB was in the test chamber and when the CPE was tested with both the HUB and the CPE in the chamber. The DOCSIS modulation was provided by a HPE4430B Signal Generator. Radiated emissions were measured from 30 MHz to 100 GHz. For all emissions with the exception of the transmitter’s fundamental frequency and it’s harmonics, measurements were made at a distance of 3 meters. All four sides of the EUT and both vertical and horizontal polarization’s were tested for maximum radiated levels. All emissions detected were greater than 20 dB below the emission limitations of 47 CFR 101.111 (see paragraph 12.1.2 of this Exhibit). Therefore, no Open Area Test Site (OATS) measurements were made. Testing of the transmitter’s fundamental frequency and it’s harmonics were performed in the main beam of the transmit antenna.
