It is an outdoor unit that is physically located at the head-end side of the LMDS wireless link. The Hub functions as a wireless transceiver to bridge the gap between head-end router equipment and FCC allocated LMDS broadcast frequencies. The head-end router and wireless signals that interface to the Hub will be referred to as IF and RF signals respectively for the remainder of this document. Figure 3.0-1 depicts the major functional interfaces of the Hub. Head-End Transceiver (HUB) Customer Premise Equipment (CPE) RF Data Upstream RF Data Downstream Pilot Tone IF Downstream IF Upstream -48 VDC Power LED Indicator and Power Applied/Lock Input/Output 100 MHz Reference IF Downstream, IF Upstream, and -48VDC HUB Interface to Head-end Router Wireless RF PathCPE Interface to Cable Modem Figure 3.0-1Major Functional Interfaces The Hub IF signals interface with a Head-End Router that is located at the Head-End of the LMDS link. Two coax connectors on the Hub are used to carry IF signals upstream and downstream, a third connector is used for DC power. A red LED indicator is illuminated on the Hub connector plate to indicate the Hub is transmitting RF power and that all internal oscillators are locked to the reference frequency. Three sector horn antennas are used to carry the RF interface including upstream data to the Hub, a pilot tone, and downstream data to the CPE. The maximum transmitted RF output power is limited by the saturated output power of the last amplifier stage. The typical saturated output power from the Hub is 0.500 watts. Nominal output power from the Hub is 0.250 watts. Each sector antenna has a nominal gain of 15 dBi with a half power beamwidth of 64 or 90 degrees in azimuth. Transmit and receive signals are copolarized relative to each other for a given Hub. Hubs are provided in both E and H field vertical configurations and are typically alternated in adjacent 90-degree sectors so that 4 Hubs (2 E- Plane; 2 H-Plane) are required to provide 360 degrees of RF coverage. The reduction in the level of these spurious emissions will not effect the quality of information being transmitted. 12.1.2 Minimum Standard For the HUB data transmitter, the mean power of radiated spurious and harmonic emissions shall be attenuated as per 101.12(a)(2)(ii). The frequency offset attenuation is based on an authorized bandwidth of 75 MHz and mean output power of +24 dBm. For frequencies removed greater than 50% to less than or equal to 250% of the authorized bandwidth and measured in a 1 MHz bandwidth, the attenuation requirement is as follows: Attenuation (dBc) = 12 + 0.4 * (Percent-50)+10 * Log 10 (Bandwidth) Note: Attenuation of greater than 56 dBc is not required. For frequencies removed greater than 250% of the authorized bandwidth and measured in a 4 kHz bandwidth, the attenuation requirement is as follows: Attenuation (dBc) = 43 + 10 * Log 10 (mean output power) Note: Attenuation of greater than 80 dBc is not required. For the HUB pilot transmitter, the mean power of radiated spurious and harmonic emissions shall be attenuated as per 101.12(a)(1). The frequency offset attenuation is based on an authorized bandwidth of 75 MHz and mean output power of +16 dBm. For frequencies removed greater than 50% to less than or equal to 100% of the authorized bandwidth, the attenuation requirement is as follows: Exhibit 12 Page 2 of 3FCC ID: MIJTELHUB-USB-01 9/3/99 Attenuation (dBc) = 25 dBc For frequencies removed greater than 100% to less than or equal to 250% of the authorized bandwidth, the attenuation requirement is as follows: Attenuation (dBc) = 35 dBc For frequencies removed greater than 250% of the authorized bandwidth, the attenuation requirement is as follows: Attenuation (dBc) = 43 + 10 * Log 10 (mean output power) Note: Attenuation of greater than 80 dBc is not required. 12.1.3 Method of Measurement Facility Description: All final testing reported herein was performed at the Motorola SSG semi-anechoic chamber, located at 8201 E. McDowell Rd., Scottsdale, AZ. 85252. The facility has also been issued a Certificate of Accreditation through the National Voluntary Laboratory Accreditation Program (NVLAP) by NIST. This is under NVLAP Code: 100405-0 and is effective through September 30, 2000. Measurement Description: Spurious and harmonic emissions were measured as radiated emissions in an anechoic chamber (20ft x 24ft x 16ft). The HUB equipment does not require a CPE to operate. Therefore, when the HUB was tested only the HUB was in the test. The DOCSIS modulation was provided by a Rohde and Schwartz Signal Generator SMIQ. Radiated emissions were measured from 30 MHz to 100 GHz. For all emissions, the measurements were made at a distance of 3 meters. All four sides of the EUT and both vertical and horizontal polarizations were tested for maximum radiated levels. All emissions detected were greater than 20 dB below the emission limitations of 47 CFR 101.111 (see paragraph 12.1.2 of this Exhibit). Therefore, no Open Area Test Site (OATS) measurements were made. Testing of the transmitter’s fundamental frequency and it’s harmonics were performed in the main beam of the transmit antenna. The receive antenna was positioned at a distance of 3 meters. Spurious and harmonic levels were then compared to the radiated level of the fundamental signal. The attenuation requirement was based on 47 CFR 101.111 (see paragraph 12.1.2 of this Exhibit). Exhibit 12 Page 3 of 3FCC ID: MIJTELHUB-USB-01 9/3/99 12.2 Frequency Stability 12.2.1 Definition The carrier frequency stability is the ability of the transmitter to maintain an assigned carrier frequency 12.2.2 Minimum Standard The minimum frequency stability shall be 0.001% at any time during normal operation. 12.2.3 Method of Measurement The HUB was placed in a temperature chamber. The support equipment (signal generator, spectrum analyzer and voltage power supply) were placed external to the chamber. The temperature was varied from –30 o to 50 o C in 10 o steps. The HUB was allowed to aclimate at each temperature setting. At each temperature increment, a frequency measurement was made a the ± 15% limits of the input supply voltage.

QPSK data carrier at 31.0694 GHz compared to digital emission mask (101.111(a)(2)) – ± 250 % allocated bandwidth With regards to the calculation of the emission mask, your letter states that “ the emission limit at the LMDS band edge starts at - 29.75 dB and continues on a slope to - 56 dB at the frequency of 86.25 MHz removed from the band edge and stays there until 187.5 MHz removed from the LMDS band edge”. While I agree with your figures of - 29.75 and –56 dBc, I was under the assumption that the 86.25 and 187.5 MHz frequencies were relative to the allocated band center frequency and independent of carrier frequency. Measure the peak of the signal using 1 MHz/ 3MHz resolution bandwidth (RBW)/ video bandwidth (VBW). 2. Set reference level (RL) to the peak of the signal obtained in step 1). 3. If necessary to eliminate signal broadening, reduce the RBW maitaining the RBW/VBW ratio of 1/3. If a narrower RBW is used, adjust the emission mask by 10*log 10 (RBW in MHz). The above figue shows that the peak of the pilot signal was measured at –9 dBm. The limit for the analog emission mask from 50% to 100% removed from the allocated band center is 25 dBc. The bandwidth correction for 100kHz RBW is –10 dB. Therefore, the mask is at –44 dBm (-9dBm –25dBc –10dB). 4 of 1404/09/01 EA96011 1AV IN1 VBW 3 MHz RBW 1 MHz SWT 5 ms RF Att 10 dB Ref Lvl -9 dBm Ref Lvl -9 dBm Stop 31.225 GHzStart 30.85 GHz37.5 MHz/ 1MAX Plt_M UnitdBm 1AV A -100 -90 -80 -70 -60 -50 -40 -30 -20 -10 Plt_Msk2 Date: 18.FEB.2000 15:56:58 Figure 2Pilot carrier compared to analog emission mask (101.111(a)(1)) – ± ± ± ± 250 % allocated bandwidth 5 of 1404/09/01 EA96011 Span 50 MHzCenter 31.007 GHz5 MHz/ 1AV IN1 VBW 3 MHz RBW 1 MHz Ref Lvl -6.5 dBm Ref Lvl -6.5 dBmSWT 5 ms 1AVG1AV RF Att 10 dB UnitdBm A -100 -90 -80 -70 -60 -50 -40 -30 -20 -10 MASK_B_D Date: 21.FEB.2000 08:08:36 Figure 364 QAM data carrier at 31.012 GHz compared to digital emission mask (101.111(a)(2)) – closeup of band edge The emission mask is set as follows: 1.
