Data may be delayed, corrupted (i.e., have errors) or be totally lost. Although significant delays or losses of data are rare when wireless devices such as the Sierra Wireless product are used in a normal manner with a well-constructed network, the Sierra Wireless product should not be used in situations where failure to transmit or receive data could result in damage of any kind to the user or any other party, including but not limited to personal injury, death, or loss of property. The physical crystal and tuning capacitors may be located external to the shielded radio elements. February 21, 2020 To Whom It May Concern, RE: Labelling of HL7802 Module The HL7802 module is a Surface Mount Device soldered onto the end product and is not possible for the end-user to replace or remove from the end product. In an effort to reduce the amount of paper/plastic/adhesive label consumption and be a good environmental corporate role model, Sierra Wireless uses laser etching instead of the traditional labels for the module. The laser etching process requires a “no etch” circular area in the centre of the module so that modules can be picked up by vacuum nozzles. The dimension of the module is shown in the drawing below. FCC ID: N7NHL7802 IC: 2417C-HL7802 Due to the small size of the product and the “no etch” area (marked grey) required for the laser etching process, it is not practical to mark the FCC Identifier and IC certification number in a font size of 4 points or larger. Pursuant to FCC Rule §2.925, the FCC Identifier will be placed in the user manual and on the device packaging. Sierra Wireless hereby seeks agreement from ISED to place the IC certification number in the user manual in accordance with Section 4 of RSS-Gen Issue 5. Introduction In this application we seek modular approval for the HL7802 radio module for use in standalone and collocated simultaneous transmission under mobile and fixed configurations. This Maximum Permissive Exposure (MPE) report demonstrates compliance analysis for HL7802 radio module with FCC CFR 47 §2.1091 and IC RSS-102 for standalone and collocated transmission in the exposure conditions where a separation distance of at least 20 centimeters is normally maintained between the transmitter's radiating structure(s) and the body of the user or nearby persons. The MPE analysis is limited for US / Canada bands only. The general population/uncontrolled exposure limits are applicable to situations in which the general public may be exposed or in which persons who are exposed as a consequence of their employment may not be made fully aware of the potential for exposure or cannot exercise control over their exposure. 2. RF Exposure Limits and Equations FCC Limits: According to FCC OET Bulletin 65 Supplement C, the criteria listed in Table 1 shall be used to evaluate the environmental impact of human exposure to radio frequency (RF) radiation as specified in §1.1307. Table 1 : Limits for Maximum Permissible Exposure (MPE) IC Limits: IC has adopted the RF field strength limits established in Health Canada’s RF exposure guideline. The limits are shown in Table 2 below per RSS- 102. Table 2 : RF Field Strength Limits for Devices Used by the General Public (Uncontrolled Environment) In the frequency range of 300-6000 MHz, the IC limits are more stringent than the FCC limits. The MPE evaluation in this report will be based on the IC limits, so the deduced output power and antenna gain limits will guarantee compliance with both FCC and IC requirements. WP7702 Product Specifications WP7702 will transmit on only one band and mode of operation at any one time. Table 3 lists the supported frequency bands in Canada/USA and the maximum power in each of those bands. Stand-Alone Transmission When HL7802 module transmits as a stand-alone mobile device, the source- based time-averaged EIRP is calculated by summing up conducted power and antenna gain. A 100% duty cycle is used for calculations in LTE mode to present a worse-case analysis. The actual duty cycle is much smaller. The antenna gains are chosen so that the resulted radiated power levels are within the limits specified by the FCC rules and IC Radio Standards Specifications (RSS). The IC exemption limits for routine RF exposure evaluation are calculated using the lowest frequency of the operating band presenting the most stringent limits. As shown in Table 2 below, the resulted EIRP are always below the IC exemption limits for all the operating modes. Collocated Transmission When HL7802 module co-transmits with radio transmitter(s) as a mobile device, per KDB 447498 D01, simultaneous transmission MPE test exclusion applies when the sum of the MPE ratios for all simultaneous transmitting antennas incorporated in a host device, based on the calculated/estimated, numerically modeled or measured field strengths or power density, is ≤ 1.0. The evaluation here considers a WLAN transmitter, a Bluetooth transmitter and a WiGig transmitter as collocated transmitters. Their radiated output power levels are listed in Table 3 below. Output power listed is conducted. Single Modular approval. This grant is valid only when the module is sold to OEM integrators. The module antenna(s) must be installed to meet the RF exposure compliance separation distance of 20 cm and any additional testing and authorization process as required. The module grantee is responsible for providing the documentation to the system integrator on restrictions of use, for continuing compliance of the module. The host integrator must follow the integration instructions provided by the module manufacturer and ensure that the composite-system end product complies with the FCC requirements by a technical assessment or evaluation to the FCC rules and to KDB Publication 996369. The host integrator installing this module into their product must ensure that the final composite product complies with the FCC requirements by a technical assessment or evaluation to the FCC rules, including the transmitter operation and should refer to guidance in KDB 996369. Installation of this device into specific final products may require the submission of a Class II permissive change application containing data pertinent to RF Exposure, emissions and host/module authentication, or new application if appropriate. The maximum antenna gain including cable loss for compliance with radiated power limits, RF exposure requirements and the categorical exclusion requirements of 2.1091 is 3.0 dBi for 700 MHz bands, 3.0 dBi for 850 MHz bands, 3.0 dBi for the 1900 MHz bands, 6.0 dBi for the 1700 MHz bands 6.0 dBi for 1800 MHz band.
