Building AA. 10290 Campus Point Drive San Diego CA 92121-1522 3APPLICABLE REGULATIONS The 2119, FCC ID: OVFKWC-2119, is designed to comply with the specific absorption rate SAR limits for distances within 20 cm of the transmitting elements of the mobile phone, and with general public uncontrolled environment Maximum Permissible Exposure (MPE) limits at distances greater than 20 cm from the transmitting elements of the device, as required by Sections 1.1307 through 1.1310, 2.1091 and 2.1093 of the 47 C.F.R. (1997). These FCC RF safety limits, which are based on a hybrid combination of the SAR and MPE requirements from ANSI/IEEE C95.1-1992 and the National Council on Radiation Protection and Measurements (NCRP) report no. 86, are also consistent with the RF safety limits defined in the IRPA Guidelines on Protection Against Non-Ionizing Radiation which are reportedly in the process of being adopted in Europe, as codified in European Pre-Standard ENV 59166-2 approved by CENELEC (1994). This test report pertains specifically to the following limit from the Code of Federal Regulations 47, Part 2 “Limits for General Population/Uncontrolled exposure: 0.08 W/kg as averaged over the whole-body and spatial peak SAR not exceeding 1.6 W/kg as averaged over any 1 gram of tissue (defined as a tissue volume in the shape of a cube). The channel spacing is 1.25 MHz for CDMA. (5) Operating power levels (6) The equipment supports Class 2 PCS Mobile Station Power Class. Its power output capability is reported to the Land Station via Station Class Mark. The equipment will respond to commands from the Land Station to change power levels as defined in the ANSI J-STD-018 Specification. (8)Final RF amplifying device power consumption The equipment is powered by lithium ion rechargeable batteries which have a voltage range of 3.4 to 4.2 Vdc. In the PCS band, the power consumption of the high power amplifier is about 27.4dBm. (9) Tune-up procedure over the power range All frequency and power adjustments are set at the factory and there are no field adjustments for this product. Under digital mode, frequency is locked to the base station and controlled by VCTCXO adjustments to offset any possible errors. A voltage controlled, temperature compensated, crystal oscillator (VCTCXO) is employed as a frequency reference for all of the transceiver local oscillators. This crystal oscillator is specified to remain within +/- 2.5 ppm over temperature and voltage variations. The lock status indicator of all synthesizers is monitored by the microprocessor and an out of lock condition will inhibit transmission. In all modes, the mobile receiver monitors the received signal and adjusts the frequency of the VCTCXO, this corrects any errors between the mobile frequency and the base station transmitter. A2) The 2119 phone is a single mode phone, so the radiated performance and antenna match are optimized for the PCS frequency band only. The conducted power output of 0.163 W and EIRP of 0.416 EIRP for PCS channel 1175 are correct. The 2119 phone has excellent radiated performance on channel 1175 (4.07 dBi of antenna gain). The radiated performance of the 2119 degrades on the lower channels so at channel 25 there is only 2.84 dBi of antenna gain.

SAR The FCC has standardized on Supplement C of OET Bulletins 65 which was recently updated. There are numerous changes that testing companies will need to address to fulfill this standard. In regards to your recent application referenced above we kindly request that you provide the following additional information. 1) A full list of accessories that can be used with this phone. It was noted from your web site that there are two possible body worn accessories that a customer could purchase with this unit. Please confirm that the belt clip that was tested provided the smallest body to phone gap and that none of the accessories contain metallic parts. Under these conditions the FCC only requires the testing of body worn accessory. 2) Power drift data referenced in section 6 of the test report. 3) Sketches and/or diagrams documenting the position of the EUT relative to the phantom during SAR test. For your future use The following contains additional Supplement C issues that you should be aware of. 1) It was noted that the probe calibration is past due. Proper probe calibration is essential. The probe must be calibrated to account for all critical parameters including frequency and tissue dielectric properties. 2) Air and tissue temperature should be made for each test? 3) A general discussion of how the measurement systems implements the measurements should be provided. The discussion should include zoom scan procedure and how interpolation is performed to calculate SAR. 4) The report should contain a comprehensive calculation of measurement uncertainty, including a discussion and calculation of both individual components and total system uncertainty. 5) Appendix C contains a table of target tissue parameters. Test tissues parameters must be shown by measurement to be within 5% of these values. 6) Phantom liquid depth must be 15 cm or more, PER SUPPL C AND DRAFT IEEE STD 1528 -Liquid depth for all test configurations should be stated in the report. -Photos, system verification data, SAR vs depth data (z-axis), or other means to demonstrate/verify liquid depth should be provided. -If liquid is deep enough, plots of SAR vs liquid depth will show a smooth exponential-type roll-off, with no secondary or multiple humps, decreasing to 0 W/kg.
