(KWC). These measurements were performed for compliance with the rules and regulations of the U.S. Federal Communications Commission (FCC). The testing was performed in April 2000 in the QCP Inc. Building AA. 10290 Campus Point Drive San Diego CA 92121-1522 3APPLICABLE REGULATIONS The QCP-2035 is designed to comply with the specific absorption rate SAR limits for distances within 20 cm of the transmitting elements of the mobile phone, and with general public uncontrolled environment Maximum Permissible Exposure (MPE) limits at distances greater than 20 cm from the transmitting elements of the device, as required by Sections 1.1307 through 1.1310, 2.1091 and 2.1093 of the 47 C.F.R. (1997). These FCC RF safety limits, which are based on a hybrid combination of the SAR and MPE requirements from ANSI/IEEE C95.1-1992 and the National Council on Radiation Protection and Measurements (NCRP) report no. 86, are also consistent with the RF safety limits defined in the IRPA Guidelines on Protection Against Non- Ionizing Radiation which are reportedly in the process of being adopted in Europe, as codified in European Pre-Standard ENV 59166-2 approved by CENELEC (1994). This test report pertains specifically to the following limit from the Code of Federal Regulations 47, Part 2 “Limits for General Population/Uncontrolled exposure: 0.08 W/kg as averaged over the whole-body and spatial peak SAR not exceeding 1.6 W/kg as averaged over any 1 gram of tissue (defined as a tissue volume in the shape of a cube). C95.1 ~ 1992 and has been tested in accordance with the measurement procedures specified in ANSI/IEEE Std. C95.3 ~ 1992 . Normal antenna operating positions were incorporated, with the device transmitting at frequencies consistent with normal usage of the device. The device has been shown to be capable of compliance for localised specific absorption rate (SAR) for uncontrolled environment/general population exposure limits specified in ANSI/IEEE std. C95.1- 1992 5TECHNICAL DESCRIPTION The test sample consisted of a KWC QCP-2035. This model will operate in CDMA PCS, CDMA and analog cellular mode. The CDMA PCS mode is designed to transmit in the 1851.25 – 1908.75 MHz band at a maximum EIRP of 26.74 dBm. The cellular FM AMPS mode is designed to transmit in the 824.04 – 848.97 MHz band at a maximum ERP of 28.9 dBm. Provide a description of how these tests were performed and provide the data sheets or a table showing the data. 2) The body-worn configuration tested use conductivity and permativity parameters for brain tissue. Muscle tissue parameters should be used for body-worn configuration. Retest for body-worn configuration with muscle equivalent parameters and appropriate probe calibration for those parameters OR provide a paragraph showing SAR compliance by explaining the effects of muscle tissue parameters on the current data. 3) Provide the separation distance used while testing for body-worn data. Please provide a new set of test set-up photos that are larger than the original photos. Photos should be approximately a half page in size. The photos should clearly show the separation distance between the phone and the phantom. If any accessories are not included with the device, only belt clips and holsters containing no metallic parts in the assembly can be used with the device providing that they keep the device separation from the body as specified in the test. The manual should have a statement similar to the following example: "To comply with FCC radiation exposure requirements, use of this device for body-worn operational configurations is limited to accessories tested and approved by the manufacturer. Other belt-clips, holsters, or similar accessories used with this device for body-worn operations must not contain any metallic components and must provide at least xx cm (as specified in the SAR test report) separation distance including the antenna and the users body". 4) The specific operating requirements for body-worn SAR compliance must be included in the users manual for users to comply, indicating that it is for FCC RF exposure compliance and non-tested accessories may not comply and should be avoided. Upload the relevant pages of the manual. 5) Confirm the conducted power output used in SAR testing for AMPS mode. 6) For the body-worn configuration the antenna is oriented on the wrong side. Submit new body-worn plots with the correct antenna orientation. 1) Conducted, ERP and EIRP Power Measurement Method and Data table Phone QCP-2035 was set to nominal manufacture conducted power level by using phone_t, KWC phone control software. The analog RF output power (conducted) was measured using a HP 8920B RF communication test set. The CDMA RF output power (conducted) was measured using a HP 8594E Spectrum Analyzer that has the CDMA personality option. The ERP/EIRP was measured in the antenna range (anechonic chamber). See the pictures below for the setup. We first set QCP-2035 conducted power level using phone_t software, then mount it on PVC pipe inside the chamber, rotate the phone 360degree in azimuth and elevation. The horn antenna receives the handset signal from 2.5 meters away. The computer will record the maximum radiated power taking into consideration of all path losses. The entire measurement was controlled by 959 automated antenna measurement workstation software by Flam & Russel Inc. For SAR test, the conducted power level was set 1dB higher than the nominal power level to surely include the manufacture tolerance (0.75dB). The SAR test data shows that the tri- mode phone QCP-2035 meet SAR requirement (1.6mW/g) in the worst case. Power test results are shown in the tables below.
