American Telecommunications Certification Body Inc. 6731 Whittier Ave, McLean, VA 22101 September 10, 2006 RE: Airspan Networks (Israel) Ltd. FCC ID: PIDASMAX58 After a review of the submitted information, I have a few comments on the above referenced Application. 1) Please provide a view of the back side of the digital interface motherboard. 2) The label appears to use language from 15.19(a)(1). However given this is an unlicensed device, the labeling should be for 15.19(a)(3). Please review/correct. 3) The external/internal photographs appear to support an external antenna, but this does not appear to be addressed in the application nor does the device appear to be designed internally for such a connection. Please review/correct/clarify/explain as necessary. Note: Users manual suggests some models with Antenna Connector, however this device does not appear to provide this. Please review. 4) Regarding the RF exposure, please calculate the power density at 20 cm. FCC no longer desires to see a safe distance < 20 cm (otherwise is is considered as portable and would required SAR testing). Please adjust. 5) Schematics appears to show 2 antenna connections, but from internal photographs this does not even appear to be a possibility. Please review schematic and confirm if correct schematics have been provided. 6) The users manual does not appear to address user to antenna RF exposure conditions (distances). Please update. Timothy R. Johnson Examining Engineer mailto: [email protected] The items indicated above must be submitted before processing can continue on the above referenced application. Failure to provide the requested information may result in application termination. Correspondence should be considered part of the permanent submission and may be viewed from the Internet after a Grant of Equipment Authorization is issued. Please do not respond to this correspondence using the email reply button. In order for your response to be processed expeditiously, you must submit your documents through the AmericanTCB.com website. Also, please note that partial responses increase processing time and should not be submitted. Any questions about the content of this correspondence should be directed to the sender.

Scope This document provides a description of the WiMAX 5.8 GHz product. 2. ProST A subscriber premises radio, ProST 5.8 GHz TDD Int., is part of a WiMAX broadband fixed cellular wireless access system. The system provides a radio link between an end-user (a subscriber) and a network to give high-speed data access. The ProST’s transceiver/receiver (Up to 64 QAM modulation, data rate up to 36 Mbps) uses OFDM and operating in TDD duplexing mode, equipped with a 17 dBi internal antenna. The maximum RF output power (not including antenna gain) is 19dBm and it can be reduced by software. The ProST is installed outdoors and typically is mounted on a pole. The ProST transmits and receives traffic to and from the base station (i.e. BSR) respectively. The transceiver provides subscribers with "always-on" Internet, high speed data only, or data and voice (VoIP) services and is configured with a unique BSR reference number, preventing the ProST from relocating to another subscriber premises without authorization. The ProST radio has the same PCB components as the EasyST, and differs only chassis and 48V adapter. . 2.1. EUT (ProST) test configuration The EUT ports and lines description is given in the table below. RF Exposure Info

Airspan Networks (Israel) Ltd. FCC ID:PIDASMAX58 RF_evaluation_17234_rev1.doc RF exposure evaluation according to §15.247(e)(i) and §1.1307 The calculation was done for power density at 20 cm distance. Limit for power density for general population/uncontrolled exposure is 1 mW/cm 2 (for 1500 –100,000 MHz frequency range). The power density P (mW/cm 2 ) = P T / 4π ππ π r 2 P T is the transmitted power, which is equal to the peak transmitter output power 19 dBm plus maximum antenna gain 17 dBi, the maximum equivalent isotropically radiated power EIRP is P T = 19 dBm +17 dBi = 36 dBm = 3981 mW. The power density P at 20 cm (minimum safe distance, required for mobile devices), calculated as follows: P = 3981 mW / 4π (20 cm) 2 = 0.79 mW/cm 2 < 1 mW/cm 2 General public cannot be exposed to dangerous RF level.
