Both transmitter and receiver use printed antenna. Because the room inside the housing is very limited, so the size of the antenna is far smaller than one wavelength (27MHz), which means the radiation efficiency is very low. But under normal use condition, the transmitter and the receiver is quite close, so high EIRP power is not needed and neither not allowed because of interference.
