NOTE: This system has achieved Type Approval in various countries around the world. This means that the system has been tested against various local technical regulations and found to comply. The frequency band in which the system operates is ‘unlicensed’ (except from the 4.9 Ghz product) and the system can be used provided it does not cause interference. Further, it is not guaranteed protection against interference from other products and installations. 2 The system has basically been shown to comply with the limits for emitted spurious radiation for a Class B digital device 1 , pursuant to Part 15 of the FCC Rules in the USA as well as comparable regulations in other countries. This equipment generates uses and can radiate radio frequency energy and, if not installed and used in accordance with the instructions, may cause harmful interference to radio communications. However, there is no guarantee that interference will not occur in a particular installation. If this equipment does cause harmful interference to other equipment, which can be determined by turning the equipment off and on, the user is encouraged to try to correct the interference by one or more of the following measures: • Reorient or relocate the Outdoor Unit (ODU). • Increase the separation between the equipment and ODU. • Connect the equipment into a power outlet on a circuit different from that to which the receiver is connected. Consult your installer or supplier for help. Deployment and Operation The Radio Regulations of various countries’ limits constrain the operation of radio products generally. In particular the local regulator may limit the amount of conducted or radiated transmitter power and may require registration of the radio link. The power transmitted by the PTP 400 Series is controlled by the use of Region-specific License Keys. The following examples show how the regulatory limits apply in some specific countries at the current time. Operators should note that regulations are subject to change. Contact your supplier/installer to ensure that your product is set for the correct License Key for your Country/Region and to ensure that you have fulfilled all the local regulatory requirements, especially if you are intending to use a link with external antennas. Footnotes to the table below indicate countries where registration of the link is currently mandatory. 1 Class B Digital Device, A digital device that is marketed for use in a residential environment notwithstanding use in commercial, business and industrial environments. 3 Regulations applicable to 4.9 GHz PTP 400 Series Bridge variant (49400) Examples of Regulatory Limits at 4.9GHz Power/Radiated Power/Region Setting Non-FCC and Non-ETSI Operation not currently allowed FCC FCC Part 90 Canada RSS-211 ETSI Operation not currently allowed Note that this product is specifically intended for professional installation. The Connectorized version must have the Maximum Transmit Power setting reduced if it is installed with antennas having a directional gain of >26dBi (net of cable losses). The reduction is 1dB for every 1dB that the antenna gain (net of cable losses) exceeds 26dBi. The application lists 5500-5700 KHz, the block diagram lists 5477-5719 MHz, and the test reports indicate 5470-5725 MHz. <Answer> The carrier frequency range is 5486 to 5708 MHz. Please see revised block diagram and test reports. The revised RFI Test Report was uploaded on 03/01/07. The revised CCS Test Report and Revised Block Diagram are being uploaded today along with this letter. 2) Is this a single BW device? The DFS test report measured 10.4 MHz and the EMC test report measures approximately 26 MHz. Please explain this discrepancy. <Answer> This is a single bandwidth device and the nominal BW is 10 MHz. The original RFI report that was uploaded was for a sister model series. The revised RFI report is for this product, and the BW is consistent among the test reports. 3) This device is professionally installed. NTIA and the DoD do not permit any end-user or professional installer access to any DFS settings or controls. Please verify. <Answer> Yes, only the factory has access to DFS settings and controls. Neither the end-user nor the professional installer has accesss to any DFS settings or controls. 4) The DFS test report was for the device operating as a master. This is a proprietary system that can operate as a master and a client. As such, this device should also be tested in the client mode. Date: April 10, 2007 To: FCC From: CCS Re: Orthogon (Motorola) EA397650 RT Question These responses are to questions sent by Andrew Leimer on Thursday, April 5, 2007 to Michael Heckrotte of CCS. 1. How does the optimization in the system configuration page affect the performance level? For example: - Link mode optimization: 1) IP traffic 2) TDM traffic -> how does either one affect RF channel loading based on duty cycle? Response : As far as DFS is concerned there is no impact; TDM traffic is generally low rate but more sensitive to errors; the software is therefore more conservative in selecting higher order modulation modes in TDM mode. Everything else is the same 2. Link Symmetry: There are couple of ratio indicated here. Is the ratio representing the transmission time vs. receiving time? Why would only radar detection bandwidth test require the ratio to be set at 1:2 while the rest of the test use the symmetric link? According to the setup documentation on page 13 and 14, the link symmetry had to be changed from symmetric to test mode. What exactly does this change affect the system behavior? Response: The reason for setting the ratio differently for the detection bandwidth test is that the FCC requirement for testing the Radar Detection Bandwidth says (Para 7.8.1 of FCC 06-96) 'Set the UUT up as a standalone device (no associated Client or Master, as appropriate) and no traffic. Frame based systems will be set to a talk/listen ratio of 0%/100% during this test.' The PTP54400 product cannot be set to 100% receive mode; the TDD structure is always operating. We determined in our own testing that we could best demonstrate meeting the detection bandwidth requirements by testing with 1:2 assymetric mode as this gets closest to 100% receive mode on the Master (note that 1:2 is purely a test mode, not available on the production software). All other tests were performed with the TDD structure available to users. 3. Throughput optimization: What's the difference in optimizing between data and low latency? How does it affect the detection rate? Response : Data Throughput allows for longer Transmit and Receive intervals, whereas Low Latency has a shorter Tx/Rx cycle to prevent queuing of packets. Data Throughput offers Tx/Rx intervals of 16/16 OFDM Symbols (Symmetric) or 16/8 (Assymetric) where the first number refers to Master Tx Length. Low Latency operation is always 8/8. Our simulations and tests showed that all options comfortably met the requirements but the worst case involved receive periods of 8 OFDM Symbols. As the Low Latency option is the factory default setting and that operates with a fixed receive period of 8 OFDM symbols, that mode selected for the formal DFS testing.

It looks like the test sample has a 22 dBi gain antenna. This limits the Grant to operation only with the 22 dBi antenna. Verify that the intent of this application is only for the 22 dB! i antenna. The general DFS antenna policy is: For EMC Tests: The device must be tested with the highest antenna gain for each antenna type FOR DFS Tests: The device must be tested with the lowest antenna gain. Antenna type is irrelevant for receiver threshold detection. The receiver must be tested as worst case so the lowest antenna gain must be used providing the least receiver sensitivity to radar signals. The manufacturer can then market the device with antennas that fall within the antenna criteria above as long as the RF exposure requirements are met. <CCS ANSWER:> Our integrated antenna is 23dBi not 22dBi; we are happy for the grant to be limited to that. 2) The antenna is a H/V linear polarization. Both the H and V inputs are connected to the main board. This is essentially two antennas - one horizontal and one vertical. Do both polarizations act in tandem or do they operate separately? Please explain how the antenna operates? <CCS ANSWER:> The system is MIMO and we use H/V antennas to give polarisation diversity. The same information is transmitted on each antenna and the optimally combined signal recreated at the receiver. Therefore we add the H/V power levels together to compare with operating power limits. We also use the total power on the two antennas to determine the radar detection threshold applied to each antenna (worst case). The Tx/Rx circuits are identical for both H and V antennas. 3) You will be sent a separate E-mail with configuration questions. The guidelines in FCC Bulletin 65 are used to compute the safe distances. The two part numbers reflect changes in product branding but the product performance is not affected. This mean RF power plus the antenna gain used in specific installations identifies the effective power density (dBm/cm 2 ) that is to be compared against allowed limits for human exposure. 2 References Evaluating Compliance with FCC Guidelines for Human Exposure to Radio frequency Electromagnetic Fields: OET Bulletin 65, Edition 97-01, August 1997 [1] 3 Background Reference [1] identifies how the radiated power density should be calculated for different distances from the antenna. The variables used are Radiated Power Density (S), conducted power (P), Antenna Gain (G) and distance (R) . The formula given is S= (P * G)/(4 * Pi * R) 2 The limit allowed for S depends on whether the exposure risk is to a member of the public or not. The limits for public exposure are the lower, and so a power density limit of 1mW/cm 2 is used for S. This is used to compute a ‘safe’ distance from the antenna. It is clear from [1] that the power to be used should be the RMS power averaged over a period of 6 minutes. Notes a) the FCC require that the power density be calculated at a minimum distance of 20cm b) the value of P * G is the same as the transmitted EIRP. 4 OS54XX/PTP54400 Specific Issues 4.1 FCC Regulations The OS54XX/PTP54400 is approved under FCC Part 15.407 and this regulation limits the maximum EIRP to 27dBm in a 10MHz channel. As are two polarisations transmitted by OS54XX/PTP54400, this total power cannot be exceeded by the sum of the two powers transmitted. The OS54XX/PTP54400 ensures that this power cannot be exceeded. 4.2 Power Control The power levelling loops in the product measure the transmitted power on both polarisations at all times and limit each to the Maximum Transmit Power –3dB. The Maximum RMS Transmit Power during the transmit period (total for both polarisations) Phn-0952 000V003 Page 3 of 4 Orthogon Systems and Motorola in Confidence for OS54XX/PTP54400 equipments in production is set to 4dBm to ensure that the 27dBm Maximum EIRP requirement is met with the supplied antenna (23dBi). The transmit duty cycle for the equipment is a normally <50%. However some modes of operation do allow a transmit duty cycle of 60%. As the regulations refer to mean radiation power density over a 6 minute averaging period, the duty cycle is likely to be 60% worst case. This reduces the effective EIRP (in the worst case) by 2.2dB from the Maximum RMS transmitted EIRP. It should be noted that this is very much a worst case as the product operates Receiver driven Transmit power control. 4.3 FCC Testing The testing has confirmed that the maximum power was not exceeded. 5 Analysis The table below shows the radiated power density at a distance of 20cm from the antenna and confirms that the power density level is below the safe limit at that distance. This mean RF power plus the antenna gain used in specific installations identifies the effective power density (dBm/cm 2 ) that is to be compared against allowed limits for human exposure. The two part numbers in the heading above reflect changes in product branding only; the product performance is not affected. 2 References Evaluating Compliance with FCC Guidelines for Human Exposure to Radio frequency Electromagnetic Fields: OET Bulletin 65, Edition 97-01, August 1997 [1] 3 Background Reference [1] identifies how the radiated power density should be calculated for different distances from the antenna. The variables used are Radiated Power Density (S), conducted power (P), Antenna Gain (G) and distance (R) . The formula given is S= (P * G)/(4 * Pi * R) 2 The limit allowed for S depends on whether the exposure risk is to a member of the public or not. The OS54XX/PTP54400 products are approved by the FCC under the UNII Rules (Part 15.407). This requires (Part 15.407(f) that all products meet the radio frequency radiation requirements for the “general population/uncontrolled environment” case. At the frequency of operation of these products, this requires that the value of S to be used is 1mW/cm 2 . It is clear from [1] that the power to be used should be the maximum transmitted power, subject to any allowance for source-based time-averaging. Notes a) the FCC require that the power density be calculated at a minimum distance of 20cm b) the value of P * G is the same as the transmitted EIRP. 4 OS54XX/PTP54400 Specific Issues 4.1 FCC Regulations The OS54XX/PTP54400 is approved under FCC Part 15.407 and this regulation limits the maximum EIRP to 27dBm in a 10MHz channel.
