NOTE:This system has achieved Type Approval in various countries around the world. This means that the system has been tested against various local technical regulations and found to comply. The frequency bands in which the system operates is may be ‘unlicensed’ and, in these bands, the system can be used provided it does not cause interference. Further, it is not guaranteed protection against interference from other products and installations. 3 The system has been tested for compliance to both US (FCC) and European (ETSI) specifications. It has been shown to comply with the limits for emitted spurious radiation for a Class B digital device 1 , pursuant to Part 15 of the FCC Rules in the USA and appropriate European ENs. These limits have been designed to provide reasonable protection against harmful interference. However the equipment can radiate radio frequency energy and, if not installed and used in accordance with the instructions, may cause harmful interference to other radio communications. There is no guarantee that interference will not occur in a particular installation. If this equipment does cause harmful interference to radio or television reception, which can be determined by turning the equipment off and on, the user is encouraged to try to correct the interference by one or more of the following measures: •Reorient or relocate the Outdoor Unit (ODU). •Increase the separation between the affected equipment and ODU. •Connect the ODU/PIDU into a power outlet on a circuit different from that to which the receiver is connected. •Consult your installer or supplier for help. Deployment and Operation The Radio Regulations of various countries’ limits constrain the operation of radio products gen- erally. In particular the local regulator may limit the amount of conducted or radiated transmitter power and may require registration of the radio link. The power transmitted by the PTP 500 Series Bridge is controlled by the use of Region-specific License Keys. The following examples show how the regulatory limits apply in some specific countries at the current time. Operators should note that regulations are subject to change. Contact your supplier/installer to ensure that your product is set for the correct License Key for your Country/Region and to ensure that you have fulfilled all the local regulatory requirements, especially if you are intending to use a link with external antennas. Notes below the tables indicate countries where registration of the link is currently mandatory. The system has been tested for compliance to both US (FCC) and European (ETSI) specifications. The internal photographs show 4 different positions of the same side of the main board. Please submit additional photographs of the other side of the PCB as well as the general construction and the internal antenna. <answer> revised internal photos are attached . The antenna is a industry std model MA- WS57-30R maunfactured by MARS as listed in support equipment. note - we have no internal veiws of this antenna. 2. The Grantee Code QPW is listed on the FCC database for Orthogon Systems, Ltd. The confidentiality, authorization and professional installation letters are all on Motorola letterhead, although the address on the letters matches the address on file for grantee code QPW. The company name in the application must match the company name in the FCC database or be supplied by an authorized agent. Please correct this discrepancy. <answer> pls see two cover letters attached. 3. Please provide a label location exhibit. <answer> attached. 4. The RF test report documents the combined Peak Conducted Power as 26.6dBm, however the Theory of Operation indicates that each of the 2 H & V RF ports has a maximum of 27dBm. Please correct this discrepancy. <answer> I do not see any discrepancy. The Theory of Operation in Para 3.1.5.1 summarises that, the closed loop power control system is designed to ensure that each transmitter individually does not exceed a mean power level of 27dBm. IE max 30dBm conducted total power all ports, as permitted. The test report shows that in practise 26.6 dBm max (total both ports) was recorded. Where is your problem with this? However I clarified the wording of this para. to read 30dBm (all ports). 5. The RF test report documents Radiated Emissions with configurations using the external 6 foot dish antenna and the MA-WS57-30R integral antennas. The Antenna Specification exhibit lists 57 different antennas from 7 different manufacturers that can be used with this device. FCC 15.204 requires that antenna types (as defined by the FCC) to be used with an intentional radiator be approved with it. FCC 15.247 requires that emissions that fall into the restricted bands of 15.205 (not specifically addressed in the report) be measured according to the radiated emissions requirements of 15.209. There seem to be several antenna types, yet only 2 antennas were used for the Radiated Emissions measurements. Please explain how this device as marketed will comply with FCC 15.203, 15.204 and 15.205. <answer> As in previous submissions, we opted to do the testing with "worst case samples" both types of antenna - flat plat and dish. For the dish, we choose the one with the largest gain, as that will generate the highest radiated emission PSDs. Is this not a reasoanble appraach? 15.204 c(4) states (4) Any antenna that is of the same type and of equal or less directional gain as an antenna that is authorized with the intentional radiator may be marketed with, and used with, that intentional radiator......ff Spurious Emissions in restricted bands. No spurious emissions were found over the freq range covered. See pp 49 - 50 of teh report RFI state - If there are no emissions listed in the report within the restricted bands, it will be because the emissions were either better than 20dB below the emissions limit or there were none to report. 6. The RF report indicates that there is a 3.3 dB correction factor used in the Peak Output Power measurements to account for attenuation, cable and Duty Cycle Correction, but the duty cycle is not defined or explained in the report. Please define and explain the Duty Cycle Correction Factor used in these measurements. <answer> This comment in 5.8GHz radio test report RFI/RPTE3/RP49755JD06A is on page 66 Section 9.7: Peak Output Power. The 3.3dB applies to the duty factor correction facor only, the RF attenuator and cable loses were accounted separetly. The transmit TDD burst is 1.3msec and the period 2.8msec. Therefore the duty cycle correction factor applied is -3.3dB. I trust this explanation will be adequate without modyfying the report? 7. Please provide the test setup photos exhibit. <answer> attached. For Industry Canada application, also address: 1. Please provide a corrected Appendix II test report cover sheet to include all 4 model numbers described in the application and use the 99% occupied bandwidth measurement. Also, please note that the receiver spurious emissions are measured. <answer> We have stated already that the test house do not want to include the PTPxx300 series model numbers on their report or the cover sheets. We have asked by formal letter declaration for CCS to make this read across. We understood from previous coments that you agreed so to do. I do not understand your comment about the 99% bandwidth measurement - please explain on the telephone .As far as I see IC RSS210 part 8.4 para 5 permits 4W EIRP or greater using directional ant . No ref to 99% BW is made here. Receiver spurious canot be measured as there is no discete receive only mode. During the receive portion of the TDD cycle the transmitter circuitry is still 4/8/2008 active. This we feel is an accepted proceedure, all our previous products have been treated in the same way. see para 5.2 of report 4/8/2008

Failing that, please call my office phone as below. Q4: The 3.3 dB TDD Tx correction factor is NOT the reason the Tx power was measured at 3.4dB below the 30dBm maximum permitted power. This is coincidence. Note: the actual device power is not stated as 30dBm in the Theory of Operation document( see extract below), only that the 'regulations' permit 30dBm and that as we have implemented two independent Tx chains, each chain Tx power is controlled to be not greater that 27dBm. In practise, the design output power was controlled (by software) to be less than this maximum legal limit. The 3.4dB is merely the margin we have between actual output v. the FCC regulatory limit. Please be aware that for the powers recorded in section "7.2.5 Tx Max Peak Output Power" of the test report RFI/RPTE3/RP49755JD06A dated 4 Apr 08, the correction factor was applied to the recorded results (together with cable and attenuator losses) to get the peak power stated during the Tx burst. This is the correct measurement procedure as I understand. Para 3.1.5.1 of our document "phn 1142: Th of Opn." states - The FCC/IC regulations limit the peak transmit power into the antenna (all ports) to 30dBm maximum. The PTP58500/PTP58300 operate with a pair of transmitters where each is connected to only a single port of the dual polarised antenna. Therefore, the closed loop power control system is designed to ensure that each transmitter individually does not exceed a mean power level of 27dBm. Q5: Section 2.4 of the test report states that the Integrated Ant. versions of the products use the MARS antenna. This is not listed on the Ant spec. sheet as this is a list of external fit ant. options. All the ext. fit antennas are dish types, we do not list or recommend an ext. panel antenna. Section 5.2 of the report (page 10) states the final radiated measurements were made with both panel and dish (6 foot) ant. types. This dish is listed in section 2.4. and in the antennas list as having 37.6dBi gain. Q6: The transmitter was operated with a TDD Tx burst duration 1.3msec and total TDD frame period 2.8msec. Therefore the non Tx portion of the TDD interval was approx 1.5 msec. This 2 comprises of 1.3msec to receive data from the link far-end terminal plus various overheads such as the TDD range interval. Your use of the word "continuous" is therefore to me capable of misinterpretation because the Tx is a burst within the TDD frame interval but yes continuous in the sense that it is always there in every TDD frame period! The 3.3dB is not related to the power as explained in response to Q4. IC comments: Please find the 99% BW results on page 20 on the RFI report. Do you have the latest version ...RPTE3....? A copy is attached. The point made by the test house RFI, is that as far as they were aware at that time they tested PTP58500 versions of the products as stated by the two model numbers referenced on their report. As such the Attestation as contained in the Appendix II Test Report Cover sheet, that they signed, can only refer to these two models numbers. Please note that the Annex I form signed by my boss Clem Fisher does contain all four model numbers. As we have discussed previously with Christine Vu and Michael Heckrotte we understand that CCS, as part of your Notified Body status, can attest that the two other model numbers can be included in the IC submission according to the declaration Motorola has made in the letter provided to you. OK? This seems to be the case for the 5.4GHz version product submission to IC. Is this being handled by a different person? Please confirm that this assumption is correct (see #6 below). Question #5, You now have indicated that there are only 2 antenna type (per the FCC's definition) which are Panel and Dish (parabolic). The test report indicates that panel antenna MARS MA-WS57-30R was used for Radiated measurement. This antenna is not listed on the antenna 3 specification sheet. What are the antenna specifications for the antenna used during the Radiated Emissions testing? Is this the highest gain panel antenna being approved with this device? Question…

The test report submitted in the application had inadvertently included typos in the test equipment used and the measurement method for the RF Power Measurement which led to the grant listing of the incorrect power level. This error was discovered after the grant was issued, at which time CCS-TCB requested a Post-Grant sample of the EUT for confirmation of the measurement. The Test Lab has re-issued the test report with corrections to clarify the output power test method description. It is our understanding that there are no changes to any of the reported measurements. The revised test report is attached. We will like to upload revised documents for this filing and re-issue the Grant to list the correct 0.457W output power. Please place this filing into audit mode so we can make this change to correct the typos and revise the power based on that typo. Best regards, Chris Harvey
