The scope of the document is to describe how to program the meter after proper installation by trained utility company technicians or licensed electricians. THIS METER IS ONLY TO BE INSTALLED BY QUALIFIED PERSONNEL! PROCEDURE: Confirm that the meter has been installed by a qualified entity or individual. Turn on the hand-held meter-programming device. (Either the Palm “Zire” or customized programming device supplied by utility). Select “Program Elster Electric Meter” when prompted by the meter- programming device. Using the wand attached to the meter-programming device, read the bar code on the front of the power meter (see figure 1 for location). Pass the wand from left to right over the bar code. A successful read will result in a short beep sound being generated from the meter-programming device. After a successful bar code read (i.e. the meter-programming device beeped) the meter-programming device will prompt the operator to “program device with magnetic loop”. The magnetic loop is in the wand attached to the meter- programming device also. Looking directly at the meter, and mentally superimposing the hands of a clock on the meter face for reference, place the meter-programming wand at the 10:00 position of the meter face, on the side of the plastic meter cover, touching the plastic meter cover with the wand. (See photograph below). Select “Program” on the meter-programming device display. The meter- programming device will again beep when the meter has been programmed. Contact your supervisor for confirmation of meter operation. FCC INFORMATION: NOTE: This equipment has been tested and found to comply with the limits for a Class B digital device, pursuant to Part 15 of the FCC rules. These limits are designed to provide reasonable protection against harmful interference in a residential installation. This equipment generates, uses, and can radiate radio frequency energy and, if not installed and used in accordance with the instructions, may cause harmful interference to radio communications. However, there is no guarantee that interference will not occur in a particular installation. If this equipment does cause harmful interference to radio or television reception, which can be determined by turning the equipment off and on, the user is encouraged to try to correct the interference by one or more of the following measures: • Reorient of relocate the receiving antenna. • Increase the separation between the equipment and receiver. • Connect the equipment into an outlet or circuit different from that to which the receiver is connected. • Consult the dealer or an experienced radio/TV technician for help. The antennas used for this transmitter must be installed to provide a separation distance of at least 20 centimeters from all persons and must not be co-located or operating in conjunction with any other antenna or transmitter. INDUSTRY CANADA INFORMATION: This Class B digital apparatus meets all requirements of the Canadian Interference Causing Equipment Regulations. Operation is subject to the following two conditions: (1) this device may not cause harmful interference, and (2) this device must accept any interference received, including interference that may cause undesired operation. The device mounts into existing Elster meters and acts as the “Integrated Communications Device”. The device monitors meter reading and diagnostic information via an interface to the Elster display and metrology boards and communicates via the AMDS fixed wireless telemetry network to provide electric meter readings and diagnostic data from the meter to the utility provider via a two-way radio link. The device permanently attaches to a printed, external antenna through a coaxial cable that is soldered on both ends, that is not accessible to the end user. The AMDS Elster Transceiver utilizes a PCB printed antenna that connects to the RF PCB via a coaxial cable permanently soldered to both circuit boards. The PCB antenna is a dual helix antenna with a gain of 0 dBi. The AMDS Elster Transceiver operates on 901-902 MHz, 930-931 MHz, and 940-941 MHz in accordance to Part 24 Narrowband PCS; on 896-901 MHz and 935-940 MHz in accordance to Part 90; and on 928.85-929 MHz, 932-932.5 MHz, 941-941.5 MHz, and 959.85-960 MHz in accordance to Part 101. Friday, September 30, 2005 TO: Kirby Munroe ACS FROM: Robert Davis Principal RF Engineer Advanced Metering Data Systems LLC RE: Part 2.1033(c)(8) Response For DC Voltages Applied And Currents Into the Several Elements Of the Final Radio Frequency Amplifying Device For the Elster Transceiver Kirby: The final radio frequency amplifying device for the Elster Transceiver consists of an NEC UPG2118G Power Amplfier MMIC (U1 on the schematic) that obtains it’s power from a regulated, switching power supply IC (VR2) that generates 3.6 VDC from an input voltage of 28 VDC. The power amplifier UPG2118G, draws 820 mA from this 3.6 volt supply. The 3.6 volt supply also connects to a low drop-out regulator (VR3) that produces a 3.3 volt supply that feeds the PLL (i.e. carrier frequency determining and generation circuits) and it’s buffer amplifier that feed the Power Amplifier. The 3.3 volt supply also powers the TCXO (G1) that is used for the frequency reference of the unit. The combined current draw from these stages is 30 mA. For a complete discussion of the other power supply operation of the unit, please refer to the text and the block diagram in the Theory Of Operations section that accompanies the report.
