Federal Communications Commission Date: September 15, 2010 Equipment Authorization Branch 7435 Oakland Mills Road Columbia, MD 21046 Gentlemen: Itron Electricity Metering, Inc. respectfully requests confidentiality of certain materials provided with the submission of the M2 Gateway under FCC ID: SK9M2LG1 in accordance with FCC Regulations 0.459. The confidentiality request applies to the following exhibits: Lee Littlejohn Regulatory Engineer 10-0260 β Schematics.pdf 10-0260 β System Block Diagram.pdf 10-0260 β Theory of Operation.pdf 10-0260 β Internal Photos.pdf 10-0260 β Manual.pdf Confidentiality of the Internal Photos is being requested because this is a non-consumer device which is not accessible by the general public, professionally installed, and is only serviceable by the applicant or designated technicians. Confidentiality of the manual is being requested because the manual is very technical and is not provided to the general public because the general public cannot service the device. The M2 Gateway has been developed at considerable effort and expense by Itron Electricity Metering, Inc. These items are considered as Trade Secrets and therefore public access to the proprietary material could possibly result in duplication of equipment that could severely damage the companyβs business advantage. I appreciate your assistance in this matter. Sincerely,
October 14, 2010 Lee Littlejohn Regulatory Engineer Itron, Inc. 313 North Highway 11 West Union, South Carolina 29696 Dear Lee: This note serves as an additional agreement between Itron and Landis+Gyr stating that Landis+Gyr will use the Itron M2 Gateway module (Figure 1) in accordance with the FCC rules on limited modular approval devices. The unit will be professionally installed inside various Landis+Gyr Focus electric meter forms (Figure 2). In addition, the meter label will be modified to contain the FCC and IC IDs of the M2 Gateway. Confidentiality of the Internal Photos is requested because this is a non-consumer device which is not accessible by the general public, will be professionally installed, and is only serviceable by the Itron, Landis+Gyr, or designated technicians. Confidentiality of the technical manual is also being requested due to the technical nature of the manual and concerns regarding security of Smart Grid devices. The manual is not provided to the general public because the general public cannot service the device. Please feel free to contact me with any questions. Regards, Steven Schamber Director of Product Management Landis+Gyr Inc. Figure 1 Figure 2: Installed
5015 B. U. Bowman Dr. Buford, GA 30518 December 6, 2010 ACS TCB 5015 B.U. Bowman Drive Buford, GA 30518 Re: FCC ID: SK9M2LG1 To Whom It May Concern: The following application is submitted on behalf of our client, Itron Electricity Metering, Inc., for evaluation of their model M2 Gateway for certification under FCC Part 15.247. The M2 Gateway is a stand-alone module designed to be integrated into specific host devices. The M2 Gateway is a composite device which contains (2) transceivers. These include (1) frequency hopping 900 MHz LAN radio and (1) 2.4 GHz Zigbee radio each of which was evaluated separately to the corresponding rules and found to be in compliance. The M2 Gateway was evaluated in host devices representative of the final installation. Both radios can transmit simultaneously therefore the device was also evaluated for radiated inter- modulation products and found to be in compliance. Sincerely, Sam Wismer Vice President, Technology Advanced Compliance Solutions, Inc.
Federal Communications Commission Date: October 14, 2010 P.O. Box 429 Columbia, MD 21045 RE: Application for Limited Modular Approval Certification for the M2 Gateway module Dear Sir or Madam: The following information addresses the requirements to support a limited modular approval as required by FCC Part 15.212, Modular Transmitters. 1. The direct sequence spread spectrum transmitter section is not shielded. Testing has been performed to assure compliance. The frequency hopping spread spectrum transmitter section has been shielded. 2. The M2 Gateway does not have external modulation or data inputs. The RF section is driven by an on board MCU which controls RF data lines and does not allow excessive modulation. 3. The modular transmitter has its own power regulation. The module will be integrated into a meter host which also offers power regulation. 4. The direct sequence and frequency hopping transmitters have antennas that are permanently embedded into the module circuit board. 5. The M2 Gateway module was tested within a host Landis+Gyr Focus electric meter. This module will always be internally integrated into a meter host. 6. The M2 Gateway register module will be labeled as required. The Landis+Gyr Focus meter host will also have the required labeling. 7. Operating requirements are included in the host technical manual. 8. MPE measurements are provided to demonstrate RF compliance. There is a cautionary statement that is included in the technical manual stipulating the 20 cm separation distance. All Landis+Gyr Focus electric meter forms which act as hosts to the M2 Gateway module will be tested with the M2 Gateway module for compliance and documented through the permissive change process. Sincerely, Name: Lee Littlejohn Signature: Title: Regulatory Engineer Date: October 14, 2010

Summation of Power Densities β Simultaneous Transmissions This device contains multiple transmitters which can operate simultaneously and therefore the maximum RF exposure is determined by the summation of power densities. The 900 MHz LAN and 2.4GHz Zigbee radio can operate simultaneously there it is appropriate to include both of those power density values in the summation of power densities. The maximum power density is calculated by a summation of power densities for each simultaneous transmission combination as follows: 900MHz LAN: 0.076 (mW/cm^2) 2.4GHz Zigbee: 0.017 (mW/cm^2) TOTAL: 0.093 (mW/cm^2) Installation Guidelines The installation manual should contain text similar to the following advising how to install the equipment to maintain compliance with the FCC RF exposure requirements: Model: M2LG1 FCC ID: SK9M2LG1 IC: 864G-M2LG1 5015 B.U. Bowman Drive Buford, GA 30518 USA Voice: 770-831-8048 Fax: 770-831-8598 RF Exposure In accordance with FCC requirements of human exposure to radio frequency fields, the radiating element shall be installed such that a minimum separation distance of 20 centimeters will be maintained. Conclusion This device complies with the MPE requirements by providing adequate separation between the device, any radiating structure and the general population.
