Re: STZSDP600UW Certification: Extended Frequency Justification. Dear Sir/ Madam, Simoco Australasia Pty Ltd would like to submit the following justification to show the frequency range as 440 – 512 MHz on the Grant of Equipment Authorization for STZSDP600UW equipment. This frequency range is applicable to the Federal Government and FCC Part 90 radiocommunication systems that include public agencies, emergency services, commercial, business and industrial services. This equipment will be marketed to the users listed in these services that account for the majority of radiocommunication operations on this band (refer to the list below). Frequency: Application: Grant Notes 440 – 454 Part 90 EF 454 – 456 Other EF 456 – 462.5375 Part 90 EF 462.5375 – 462.7375 Other EF 462.7375 – 467.5375 Part 90 EF 467.5375 – 467.7375 Other EF 467.7375 – 512 Part 90 EF Also the frequency of operation of the STZSDP600UW portable radio cannot be programmed by the operator to transmit on frequencies other than those programmed by service or maintenance personnel. Programmed operating frequencies shall be in strict accordance with the above listed frequencies and the user’s FCC license conditions. From the FCC KDB634187 guide, as an alternative to listing the exact frequencies, we acknowledge that FCC rules would be violated if the STZSDP600UW equipment were programmed and operated on unauthorized frequencies. Yours sincerely, Simoco Australasia Pty Ltd Robert Stowell Senior Engineer Date: 07/12/2014 Federal Communications Commission 7435 Oakland Mills Road Columbia, MD 21046 Timco Engineering Inc 849 N.W. Re: STZSDP600UW Certification: Frequency Programming To Whom It May Concern: The frequency of operation of the STZSDP600UW portable radio cannot be programmed by the operator to transmit on frequencies other than those programmed by service or maintenance personnel. The STZSDP600UW radio requires the operating frequencies to be programmed through the use of an external device only available to service or maintenance personnel. Yours sincerely, Simoco Australasia Pty Ltd Robert Stowell Senior Engineer Date: 07/12/2014 Timco Engineering Inc 849 N.W. State Road 45 PO Box 370 Newberry Florida 32669

Attestation Statements

Re: STZSDP600UW Certification: 6.25 kHz Equivalence Attestation. To Whom It May Concern: The Simoco SDP600 series of portable radios are designed to operate in accordance with the ETSI TS102 361 Digital Mobile Radio Systems standard. The ETSI DMR standard is based on two-slot TDMA technology utilising 4FSK digital modulation operating at 9600 bps on 12.5 kHz channel spacing with time slot durations of 30 ms. The SDP600 portable radio uses the AMBE+2 half-rate vocoder and can operate on either of two independent voice traffic channels operating in alternating 30 ms time slots on a single 12.5 kHz physical channel. The slots consist of two 108-bit payload fields and one 48-bit synchronization field. Each slot has a total length of 30 ms but only 27.5 ms are used for the 264 bits content, which is sufficient to carry 60 ms of compressed speech using 216 bits payload. In summary the implementation of the DMR TDMA technology described above in the SDP600 UW portable shows that it complies with 47 CFR Part 90.203 (j) (4)(ii), that is one voice channel per 6.25 kHz bandwidth or equivalence by using either of the two voice channels per 12.5 kHz bandwidth and for 47 CFR Part 90.203 (j) (5), the data message bit rate is 9600 bps per 12.5 kHz bandwidth and so is equivalent to the required 4800 bps in a 6.25 kHz channel bandwidth. Yours sincerely, Simoco Australasia Pty Ltd Robert Stowell Senior Engineer Date: 04/06/2015 Timco Engineering Inc 849 N.W. State Road 45 PO Box 370 Newberry Florida 32669

Attestation Statements

Re: STZSDP600UW Certification: Spectrum Efficiency 47 CFR Part 90.203(j) Compliance. To Whom It May Concern: This is to certify that the requirements of 47 CFR Part 90.203(j)(4) and (5) spectrum efficiency are met by the STZSDP600UW portable radio as demonstrated by the tests conducted on the sample radio provided. The tests show that the 4FSK data rate is in accordance with ETSI TS 102 361-1, that is 9600 bits per second in a 12.5 kHz bandwidth to satisfy the data rate requirement of 4800 bits per second per 6.25 kHz of channel bandwidth (7K60FXD emissions). Additionally the STZSDP600UW uses the AMBE+2 half-rate vocoder to compress 60 ms of normal speech into a 27.5 ms, 264 bit burst. These bursts are sent in alternate 30 ms TDMA slots and so comply with the equivalence of one voice channel per 6.25 kHz bandwidth (7K60FXE emission). Additionally the radio also meets the requirement of one voice channel per 12.5kHz of channel bandwidth for analogue speech (11k0F3E emission). Thank you for your attention to this matter. Yours sincerely, Simoco Australasia Pty Ltd Robert Stowell Senior Engineer Date: 07/12/2014 Timco Engineering Inc 849 N.W. State Road 45 PO Box 370 Newberry Florida 32669

Output power listed is rated conducted; maximum conducted output power is 5W as allowed by 47 CFR 90.205(s). Output is at the antenna terminal of the device and must not exceed that tested for SAR compliance. This transmitter may operate with the antennas tested for this filing in push-to-talk held-near-face and body-worn configurations. SAR compliance for body-worn operating configurations is limited to the specific belt-clip/holster/accessories tested for this filing. This device must be restricted to work related operations in an Occupational/Controlled RF exposure Environment, not exceeding a maximum transmitting duty factor of 50%. All qualified end-users of this device must have the knowledge to control their exposure conditions and/or duration to comply with the Occupational/Controlled MPE limit and requirements. A label, as described in this filing, must be displayed on the device to direct users to specific training information for meeting Occupational Exposure Requirements. End-users must be informed of the body-worn operating requirements for satisfying RF exposure compliance. The highest reported SAR for head and body-worn accessory exposure conditions and 50% duty cycle are 5.89W/kg and 5.06W/kg, respectively. Power output is continuously variable from the value listed to 0.2W.
