This equipment has been tested and found to comply with the limits for a Class B digital device, pursuant to Part 15 of the FCC rules. 3. Notes specific to the 3.65 – 3.675GHz band: •The StarMAX 3160-37 Subscriber Station complies with FCC CFR47, Part 90, Subpart Z. •For FCC CFR47, Part 90, Subpart Z, StarMAX operation is restricted to the 25MHz band 3.65GHz – 3.675GHz. •To ensure compliance with the FCC RF exposure requirements, a minimum distance of 25cm must be maintained between the subscriber station antenna and any persons whilst the unit is operational at 5MHz and 34cm for 10MHz operation. This calculation is based on the EIRP limits within Part 90, Subpart Z. •The 3160-37 Subscriber Station has been tested and certified to FCC CFR47, Part 90, Subpart Z with an integral antenna with a gain of 14dBi. •FCC CFR47, Part 90, Subpart Z, applies strict limitations on EIRP. 5MHz operation has an EIRP limit of 5W and 10MHz operation has an EIRP limit of 10W. The StarMAX Subcriber Station is not field programmable so the power is set during production. Applicable FCC Rule Parts: Part 90.1335. Licensees and manufacturers are subject to the radio frequency radiation exposure requirements specified in sections 1.1307(b), 2.1091 and 2.1093. Part 1.1310. Radiofrequency radiation exposure limits. Part 90.1321(a). (a) Base and fixed stations are limited to 25 watts/25 MHz equivalent isotropically radiated power (EIRP). In any event, the peak EIRP power density shall not exceed 1 Watt in any one-megahertz slice of spectrum. (b) In addition to the provisions in paragraph (a) of this section, transmitters operating in the 3650- 3700 MHz band that emit multiple directional beams, simultaneously or sequentially, for the purpose of directing signals to individual receivers or to groups of receivers provided the emissions comply with the following: (1) Different information must be transmitted to each receiver. (2) If the transmitter employs an antenna system that emits multiple directional beams but does not emit multiple directional beams simultaneously, the total output power conducted to the array or arrays that comprise the device, i.e., the sum of the power supplied to all antennas, antenna elements, staves, etc. and summed across all carriers or frequency channels, shall not exceed the limit specified in paragraph (a) of this section, as applicable. The directional antenna gain shall be computed as follows: (i) The directional gain, in dBi, shall be calculated as the sum of 10 log (number of array elements or staves) plus the directional gain, in dBi, of the individual element or stave having the highest gain. (ii) A lower value for the directional gain than that calculated in paragraph (b)(2)(i) of this section will be accepted if sufficient evidence is presented, e.g., due to shading of the array or coherence loss in the beam-forming. (3) If a transmitter employs an antenna that operates simultaneously on multiple directional beams using the same or different frequency channels and if transmitted beams overlap, the power shall be reduced to ensure that the aggregate power from the overlapping beams does not exceed the limit specified in paragraph (b)(2) of this section. 26 March, 2010 Equipment Authorization Division Federal Communications Commission 7435 Oakland Mills Road Columbia, MD 21046 Response to OET Correspondence Numbers 82741, 82742, 82744 Aviat Networks submits information in relation to the abovementioned correspondence numbers. The StarMAX 3160 Series is WiMAX Forum compliant terminal station (IEEE802.16-2005 standard based). The WiMAX Forum has created standard TDD system profiles where the DL:UL split ratios are specified. The DL:UL ratio range (in symbols, total amount of symbols in one 5ms air frame is 47) for 5MHz and 10MHz channel BW is between 35:12 and 26:21. The first 3 symbols in the UL are used for ranging and transmission of various feedback messages that are communicated with a relatively low duty cycle (every few 5ms frames) and minimum power on just few subchannels (3-10% of bandwidth) – so the terminal station TX duty cycle range is between 19% (9/47) and 38% (18/47). For particular applications the required DL:UL ratio could be very low and outside WiMAX Forum system profile values.
