This equipment has been tested and found to comply with the limits for a Class A digital device, pursuant to Part 15 of the FCC rules. These limits are designed to provide reasonable protection against harmful interference when the equipment is operated in a commercial environment. This equipment generates, uses and can radiate radio frequency energy and, if not installed and used in accordance with the instruction manual, may cause harmful interference to radio communications. Operation of this equipment in a residential environment is likely to cause harmful interference in which case the user will be required to correct the interference at his own expense. 3. Notes specific to the 2.496 – 2.69GHz band: •The StarMAX Base Station (radio model 8200-26, range 2.583-2.690) is compliant with FCC CFR47, Part 27. •To ensure compliance with the FCC RF exposure requirements, a minimum distance of 3.72 meters must be maintained between the base station antenna and any persons whilst the unit is operational. This calculation is based on the maximum conducted power and maximum antenna gain. •The 2.6GHz Base Station has been tested and certified for use with an XPOL antenna with a maximum gain of 18dBi and Omni antennas with a maximum gain of 13dBi. 4. Notes specific to the 3.65 – 3.675GHz band: •The StarMAX 3.6GHz Base Station complies with FCC CFR47, Part 90, Subpart Z •For FCC CFR47, Part 90, Subpart Z, StarMAX operation is restricted to the 25MHz band 3.65GHz – 3.675GHz. •To ensure compliance with the FCC RF exposure requirements, a minimum distance of 25cm must be maintained between the base station antenna and any persons whilst the unit is operational at 5MHz and 34cm for 10MHz operation. 9 December, 2009 Equipment Authorization Division Federal Communications Commission 7435 Oakland Mills Road Columbia, MD 21046 Contention Based Protocol Harris Stratex’s StarMAX product is based on IEEE 802.16-2005, OFDMA part of the standard and specifically on WiMAX Forum System profile. WiMAX MAC is base station-centric as all the scheduling of the traffic and control data is performed by the base station. The end users (terminal equipment) are thus not having issues in co-channel operation with other like systems. The automatic co-channel interference avoidance mechanism is not implemented within StarMAX base station, but with different measures (air frame configuration and synchronization, fractional frequency reuse patterns, site and RF planning) the system can be configured for efficient co-channel operation with like systems - thus the equipment falls into the restricted contention based protocol category per CFR 47, Part 90 ( § 90.7). The EIRP limit for the radio in a 5 MHz channel bandwidth is 5W or 37 dBm. The limit for peak power spectral density is 30 dBm / 1 MHz EIRP. My question to you is, as OFDM has a high peak-to-average ratio, and EIRP is measured using an RMS detector, is the 30 dBm / 1 MHz EIRP PSD limit using a peak detector still applicable? In practice, following these guidelines, the PSD EIRP is approximately 20 dB higher than the measured EIRP. This technically means that the base station would require a 20 dB lower EIRP which makes the BS max EIRP approx 17 dBm max. I cant see how it would be possible to allow an WiMAX type device to be near the EIRP limit following these normal guidelines? Is there any relaxation or use of a measurement detector other than a peak detector allowed for this equipment type? Is the PSD limit supposed to be a conducted limit rather than an EIRP?
