INSTRUCTION MANUAL UHF FM REPEATER iFR4000 i IMPORTANT READ THIS INSTRUCTION MANUAL CAREFULLYbefore attempting to operate the re- peater. SAVE THIS INSTRUCTION MANUALโ€“This manual contains important safety and operating in- structions for the IC-FR4000. EXPLICIT DEFINITIONS RWARNING HIGH VOLTAGE! NEVERat- tach an antenna or internal antenna connector during transmission. This may result in an electrical shock or burn. RWARNING HIGH VOLTAGE! NEVERinstall the antenna at any place that person touch the an- tenna easily during transmission. This may result in an electrical shock or burn. RNEVERapply AC to the [BATTERY] terminals on the repeater rear panel. This could cause a fire or damage the repeater. RNEVERapply more than 16 V DC, such as a 24 V battery, to the [BATTERY] terminals on the repeater rear panel. This could cause a fire or damage the re- peater. RNEVERlet metal, wire or other objects touch any internal part or connectors on the rear panel of the re- peater. This may result in an electric shock. RNEVERexpose the repeater to rain, snow or any liquids. AVOIDusing or placing the repeater in areas with tem- peratures below โ€“30ยฐC (โ€“22ยฐF) or above +60ยฐC (+140ยฐF). Be aware that temperatures on a vehicleโ€™s dashboard can exceed 80ยฐC (+176ยฐF), resulting in per- manent damage to the repeater if left there for ex- tended periods. AVOIDplacing the repeater in excessively dusty envi- ronments or in direct sunlight. AVOIDputting anything on top of the repeater. This will obstruct heat dissipation. Place the repeater in a secure place to avoid inadver- tent use by children. BE CAREFUL!The heatsink will become hot when op- erating the repeater continuously for long periods. BE CAREFUL!If a linear amplifier is connected, set the repeaterโ€™s RF output power to less than the linear amplifierโ€™s maximum input level, otherwise, the linear amplifier will be damaged. Use Icom microphones only (optional). Other manu- facturerโ€™s microphones have different pin assignments, and connection to the IC-FR4000 may damage the re- peater. For U.S.A. only CAUTION:Changes or modifications to this repeater, not expressly approved by Icom Inc., could void your authority to operate this repeater under FCC regula- tions. CAUTION:This repeater is intended for use as a fixed base station with the antenna located outdoors on the rooftop or on antenna tower. This equipment complies with the Federal Communi- cations Commission (FCC) rules and regulations gov- erning telephone equipment and the Technical Requirements for Connection to the Telephone Net- work published by the industryโ€™s Administrative Council for Terminal Attachments (ACTA). On the right side of this equipment is a label that contains, among other in- formation, a product identifier in the format US:ICMOT03BIC-FR4000. If requested, this number must be provided to the telephone company. The applicable certification jack (connector) USOC-RJ- 11C is used for this equipment. This device can only be connected to the Public Switched Telephone Network (PSTN) using a tele- phone cord and modular plug that is compliant with the criteria of the telecommunication industry. This equip- ment is designed for connection to the telephone net- work or premises wiring using a compatible modular jack that is also compliant. The Ringer Equivalence Number (or REN) is used to determine the number of devices that may be con- nected to a telephone line. Excessive RENs on a tele- phone line may result in the devices not ringing in response to an incoming call. In most, but not all areas, the sum of RENs should not exceed five (5.0). To be certain of the number of devices that may be connected to a line, as determined by the total RENs, contact the local telephone company. CAUTION:If this equipment is deemed potentially harmful to the telephone network, the telephone com- pany will attempt to notify you in advance of discontin- uing service. If advance notice is not practical, the telephone company will notify you as soon as possi- ble. If service is disconnected, you will be advised of your right to file a complaint with the Federal Commu- nications Commission (FCC) should you believe it nec- essary. The telephone company may make changes in its fa- cilities, equipment, operations or procedures that could affect the operation of this equipment. Should this occur, advance notice you be provided in order for you to make necessary modifications to maintain uninter- rupted service. Should you experience trouble with this equipment, please contact: ICOM America, Technical Support at 425-454-7619 for repair or warranty information. If the equipment is causing harm to the telephone network, the telephone company may request that you discon- nect the equipment until the problem is resolved. NOTICE:Connection to party line service is subject to state tariffs. Contact the state public utility commission, public service commission or corporation commission for information. If your home has specially wired alarm equipment con- nected to the telephone line, ensure the installation of thisIC-FR4000 does not disable your alarm equip- ment. If you have questions about what will disable alarm equipment, consult your telephone company or a qualified installer. For CANADA NOTICE:This equipment meets the applicable Indus- try Canada Terminal Equipment Technical Specifica- tions. This is confirmed by the registration number. American Telecommunications Certification Body Inc. 6731 Whittier Ave, McLean, VA 22101 August 13, 2003 RE: Icom Incorporated FCC ID: AFJ236801 After a review of the submitted information, I have a few comments on the above referenced Application. General/EMC 1) The External photograph does not appear to have been provided. The file uploaded as external photographs was entitled โ€œFR40001-Tuning Procedureโ€. Please provide external photographs 2) The schematics only list reference designators. The FCC requires that the schematics actually contain values. Please provide schematics that include the component values. 3) The test report page 9 states that the device was tested at the lowest, near middle, and highest channels (400.10, 415.50, 429.90). However the tune up procedure appears to suggest that the lowest channel is 400.0750 and the highest channel is 429.9250. Please explain. 4) Section 6.7 of the report references 90.242(b)(8) which is for the travelers information service. Additionally, the plot & data contained in section 6.7.5 actually show failing data at 3.0 and 3.5 kHz. The limit and section 90.242 of the rules do not appear relevant to this device. Please explain and/or adjust the report. 5) Specifications in the users manual mention 3 frequency bands (400-430, 430-450, & 450-480 MHz), while the application only appears to cover one of these ranges. Please explain. 6) This device appears to use an optional scrambler. Please provide information to explain compliance to 90.212. 7) It is uncertain how the device gets setup for frequency/channel assignments. Please explain compliance with 90.203(e) & (g). 8) The occupied bandwidth should be measured to the outside points of modulated sidelobes of the emissions noted. Please explain and/or correct. Aug. 26, 2003 Ref: FCC ID: AFJ236801, ATCB Comments 081103 Hi Mr. Johnson, Please find reply as below: (1) The external photos were uploaded again to ATCB site (2) If the schematics does not indicate values, parts list shall be provided. We provide both schematics and parts list and it shall be OK. (3) FCC procedures says tests at NEAR lowest, middle and highest frequencies, and we did. Besides this is a Licensed Devices. It will require Userโ€™s License for operating frequencies in different regions. (4) FCC changed rules many years ago. Audio Frequency Response Limits are not required to be met. However, tests are required to be performed to show the roll-off at 3 kHz. (5) This is a Universal Usersโ€™ Manual for all bands. ATCB has certified the 450- 480 MHz band early of this year. We never have problem to submit a Universal Users manual for a single Model with FCC. (6) Please find the revised test report with additional Emissions Masks for operation with a scrambler. Icom will reply with its intended operation to meet FCC 90.212. (7) Please find the Manufacturerโ€™s letter to confirm the compliance to 90.203(e)&(g). (8) The occupied bandwidth is a 99% power bandwidth. It was measured using automatic function of a spectrum analyzer to measure the bandwidth where it contains 99% of the total power.
