The use of accessories other than those recommended or changes to this product that are not approved by Intermec Technologies Corporation may expose hazards to the operator or nearby persons, void the compliance of this product and may result in the loss of the users authority to operate the equipment. 700 Novatel CDPD Radio Users FCC ID: EHANOVCDPD WARNING: per the FCC RF (radio frequency) exposure requirements, (1) Antennas must be supplied and installed as recommended by Intermec Technologies to ensure compliance to FCC RF exposure requirements. (2) This device has been tested for compliance with a separation distance of 11.2-mm (1/2 inch) from the terminal back to a person's body. The operating configurations of this device do not support transmitter operation while it is carried in pockets or holsters next to a person’s body. The user shall not touch the antenna while the transmitter is in use. Operation of the terminal while the unit is in the hand provides the 11.2-mm (1/2-inch) distance requirement for safe operation next to the body. (3) RF safety requirements mandate this device cannot be co-located with other transmitters. FCC Digital Emissions Compliance This equipment has been tested and found to comply with the limits for a Class B digital device, pursuant to Part 15 of the FCC Rules. These limits are designed to provide reasonable protection against harmful interference in a residential installation. This equipment generates, uses and can radiate radio frequency energy and, if not installed and used in accordance with the instructions, may cause harmful interference to radio communications. However, there is no guarantee that interference will not occur in a particular installation. If this equipment does cause harmful interference to radio or television reception, which can be determined by turning the equipment off and on, the user is encouraged to try to correct the interference by one or more of the following measures: • Reorient or relocate the radio of television receiving antenna. • Increase the separation between the computer equipment and receiver. • Connect the equipment into an outlet on a circuit different from that to which the radio or television receiver is connected. • Consult the dealer or an experienced radio television technician for help. To:Martin Perrine From:Dave Fry [email protected] Re:FCC ID EHANOVCDPD RESPONSE TO INFORMATION REQUEST Applicant:Intermec Technologies Corporation Correspondence Reference Number:21421 731 Confirmation Number:EA663283 In regards to your recent application referenced above we kindly request that you provide the following additional information. A statement clarifying the EUT's maximum power. Numerous maximum powers levels were noted throughout the exhibits including: .11 W EIRP on Test report section 8.0 page 7 of 7, .6 W rating page 2 of 30 and on the EAS/Tech Specs, .822 W on page 7 of 30, 27.7 dBm conducted on page 13 of 30, 66.7 mW ERP on the SAR report cover sheet, and 109.4 mW on the cover sheet for the Assessment of Compliance. Use of maximum power is required for all tests. Please resubmit new data as appropriate. Further review will follow pending an answer to the above. Response: The radio tested is representative of current units provided from Novatel. All attempts to test a radio that shows a conducted power of .6 watts, see section 8.0 in the report body page 7 of 7. I will attempt to describe where all the power measurements listed above originate and their relevance to this application. .11 W EIRP in section 8.0 is the power that APREL lab measured for the characteristics of the Intermec 700 terminal antenna. This antenna is provided from Mobile Mark and has a stated gain of –6 dBi. APREL labs provided testing of EIRP of 109.4 mW that I rounded up to .11 W EIRP. When converting 109.4 mW EIRP = 66.7 mW ERP. .6 W rating on page 2 of 30 is the observed power of the radio initially tested for FCC approval under FCC ID: FCC ID: NBZNRM-6832 issued 4/14/1999. All attempts were made on Intermec’s part to obtain a radio that has similar power. We were only able to test a radio that had a power of .45 W conducted for SAR. Intermec submitted three radios to APREL that were provided directly from Novatel. Setting the power at the highest setting for all three radios we were only able to observe .45 W conducted. The power rating requested on the 731 form reflects the .6 W rating from the original grant. If need, please revise the 731 form to reflect .45 W as the conducted power. Since a standard connector is not offered on the Intermec 700 and the only antenna offered for sale by Intermec will be the one referenced in this application the EIRP of .11 W accurately represents the power observed for testing. .822W on page 7 of 30. This is the power radiated from a 2.15 dBi monopole antenna as tested in the original request for grant referenced above. 27.7 dBm conducted on page 13 of 30. This is the conducted in band occupied bandwidth test. Observation of 27.7 dBm that calculates to .6 W conducted is shown on the original grant for FCC ID: NBZNRM-6832. Intermec and APREL could not duplicate this power rating during any testing for the Intermec 700 terminal. 66.7 mW ERP on the SAR report cover sheet and 109.4 mW EIRP is the same as described above. It is impossible to repeat the testing at the .6 W conducted power that was originally tested for FCC ID: NBZNRM-6832. The conducted power for the three radios Intermec built for this testing showed a maximum conducted power of .45 W. I give the FCC permission to revise my 731 form to reflect a power rating of .45 Watts. All SAR testing of the radio in this application is tested at the highest power output available by the radio. A poor antenna design used on the Intermec 700 nets the .11 W EIRP and 66.7 mW ERP observed in the documents submitted. Novatel states the radio characteristics regarding occupied bandwidth, frequency stabilization and radiated spurious emissions are still represented by the report from Flom Associates. The items indicated above must be submitted before processing can continue on the above referenced application. Novatel has indicated, via the attached e-mail correspondence, the actual conducted power expected from the production versions of the radio installed in the Intermec 700. Hopefully this assists in satisfying the FCC that the transmitter power tested for SAR is sufficiently near the normal rating for the radio. Obtaining radios that will exhibit the maximum conducted power for a product and expecting those samples to maintain maximum conducted power during an extended period for SAR testing is nearly impossible. Novatel specifies the conducted power of the radio to be +26.8 dBm +/-0.5 dBm. This equates to a rating of 0.479 watts with a range of 0.537 to .0427 watts. The radios tested for SAR had a conducted power of 0.45 watts during testing. This is well within the typical range for the Expedite radio. It shows the "Conducted" power at the time of FCC filing at 0.6 Watts. The test report on file with the FCC shows TX power at 0.6 W. When integrators such as Intermec place the radio within a "Portable" unit, the FCC requires Specific Absorption Rate (SAR) testing of radio frequency energy. The FCC requires this testing to be done with a radio that delivers the rated power. In August 2001, I had 3 units with the Expedite radio installed. During testing of the Intermec 700 unit an ERP test was performed at APREL laboratories, and confirmed here at our facility. Our 700 units was only putting out 0.066 Watts ERP. During diagnostics testing we observed only 0.45 Watts conducted power from the three radios. The FCC review of our application is being scrutinized because we are using the Novatel FCC report and referencing the 0.6 W rating, however we only tested SAR at 0.45 W. Therefore the FCC is requesting we sample the radios to verify the "Conducted" power is consistent with the SAR test power of 0.45 W. If the conducted power of the radios is at the 0.6W rating the FCC is requiring the SAR testing to be repeated and I will have to file a Class II Permissive change to notify the FCC of the new safe distances and SAR levels. 1/22/2002 2:09 PM Page 2 Ultimately for the future, I will have to insist on radios that perform as rated according to the FCC Grant. If the Expedite radio currently being produced is consist and only delivering 0.45W there is little anyone can do. However since RF safety is a major issue with the regulatory agencies, the on going problem of verifying conducted power will have to be addressed. The FCC clarifies question 3 from correspondence 21541 and requests clarification from your answer to correspondence 21421. Regarding FCC question 3 from correspondence 21541 listed below, a precedence has been found to allow use of test data from a previous grant on a case by case basis. New radiated spurious data is considered sufficient to address this question. Question from correspondence 21541 "3) Please perform tests for all data reported in Appendix G. Appendix G appears to contain a report made for the earlier filing mentioned above." The FCC EAS system has a report labeled 20020117-1 that shows the results of radiated spurious emissions testing of the radio when installed within the Intermec 700. Please clarify your answer to correspondence 21421. You state "Since a standard connector is not offered on the Intermec 700 and the only antenna offered for sale by Intermec will be the one referenced in this application the......". However, in you section 8.0 of your test report on page 7 of 7 you state "The resulting EIRP indicates a very poor antenna design with a gain of -6.5 dBi.......We anticipate the antennas for production versions will exhibit a gain closer to -5.5 dBi. " Please confirm that the -6.5 dBi antenna is the final production unit. If so please remove the above statement from the test report. The EAS system now contains a revised report 20010830-1 to address the issue of antenna gain. Also see an added attestation to clarify the conducted power from the Expedite radio. This point is also repeated in the revised 20010830-1 report. FYI It is understood that this unit has a permanently mounted antenna. For this reason the measured ERP value of 66 mW reported will be placed on the grant.
