1 Chris Harvey From: Claire Hoque <[email protected]> Sent: Tuesday, June 07, 2011 6:39 PM To: Chris Harvey; Chris Harvey -TCB Cc: Tina Chu Subject: answer: Qualcomm Incorporated, //J9CFBC1 //AN11T0398 Notice #1, need grant by June 8, 2011 Attachments: revised Exhibit 2_FBC Part 15_conducted test report.pdf Hi Chris, Pls see our answer and pls advise if you could wait for the user manual tomorrow, and send the request to certifier with the condition of getting the revised user manual with the FCC15.19 statement indicated (Bob Delisi or Mike Kuo). We are not sure if Qualcomm answered your last question, pls send us additional questions if there is any.. need grant by June 8, 2011 1. The Short-Term Confidentiality request lists the Internal & External Photos, but does not request to have the Test Setup Photos, which also show the external appearance of this device, kept as Short-Term Confidential. Please either confirm that this was intended or provide an updated STC letter. [Reply] Setup photos not required for Short term confidential. It is O.K. to release the test setup photos. 2. The User's Manual indicates that this Docking Station (FCC ID JYCFBC1) works with TAGG tracking device FCC ID: JYCFTD12, but that FCC ID was not approved with a 902-928 MHz transmitter. Please explain how this docking station communicates with the TAGG device. [Reply]The Tagg docking station sends out a SRR signal to the Tagg tracking collar (which is receive only for SRR). As long as the Tagg tracking collar keeps receive the SRR signal the WWAN module stays turned off. If the tracking collar no longer receives the SRR signal, the WWAN module turns on and starts to transmit and the system is able to track the dog. 3. The RF Conducted test report page 5 indicates a limit of 30dBm, measured power of 7.28dBm, but then states a margin of only 12.72dB. Is this a typo (should be 22.72dB)? [Reply]This is a typo. Also revised channel 65 and 128 margin. 4. This device is small, which allows placing the required text from FCC 15.19 into the manual instead of the label. Please determine where the text required by FCC 15.19 will be placed and update the appropriate exhibit accordingly (either the label or the manual). [Reply] Statement will be indicated on the user manual. 5. Please confirm that this device, which contains an internal battery, will not operate/transmit when the power supply (wall-wart) is connected. If this device will transmit when connected to a power supply then AC Conducted emissions will be required. [Reply]AC conducted emission tests were performed at Qualcomm and passed with good margin. FCC ID: J9CFBC1 MPE Analysis QUALCOMM Proprietary 1 Tagg Docking Station MPE Evaluation Report FCC Part 15 Certification FCC ID: J9CFBC1 Model: Tagg Docking Station STATEMENT OF CERTIFICATION The data, data evaluation and equipment configuration represented herein are a true and accurate representation of the measurements of the sample’s radio frequency interference emissions characteristics as of the dates and at the times of the test under the conditions herein specified. Report Prepared by: QUALCOMM Incorporated 5775 Morehouse Drive San Diego, CA 92121-1714 FCC ID: J9CFBC1 MPE Analysis QUALCOMM Proprietary 2 In this application we seek modular approval for the Tagg Docking Station device to be used in a mobile configuration. Based on the FCC CFR 47 §1.1310, 2.1091, we have concluded that the Tagg Docking Station device will comply with the FCC rules on RF exposure for mobile devices if the antenna again does not exceed -2 dBi in 902 – 928MHz ISM frequency band. The following analysis will demonstrate such compliance. RF Exposure Limit According to FCC CFR 47 §1.1310: the criteria listed in the following table shall be used to evaluate the environmental impact of human exposure to radio-frequency (RF) radiation as specified in 1.1307(b). Limits for Maximum Permissible Exposure (MPE) Friis Transmission Formula Friis transmission formula: P d = (P out * G) / (4πR 2 ) Where, P d = power density (mW/cm 2 ) P out = output power to antenna (mW) G = gain of antenna in linear scale R = distance between observation point and center of the radiator (cm) FCC ID: J9CFBC1 MPE Analysis QUALCOMM Proprietary 3 Tagg Docking Station Operating in the ISM Band (902 - 928 MHz) The highest peak conducted output power of the Tagg Docking Station device measured is 7.28 dBm while the device operates in channel 2. Take the worst case as an example, in which an antenna with - 2 dBi gain is used. The resulted power density at a distance of 20cm can be calculated as follows: EIRP = 7.28 + (-2) = 5.28 dBm = 3.37 mW Power Density = (EIRP * DutyCycle) / (4πR 2 ) = 3.37 * 1 / (4*π* 20 2 ) = 0.00067 mW/cm 2 Where DutyCycle is 1 for (the worst case) and R is 20cm. The MPE limit for General Population/Uncontrolled Exposure is shown in the table above and can be derived as follows: MPE limit = 928/1500 = 0.62mW/cm 2 As per the above analysis, the resulted power density is below the MPE limit. Therefore the Tagg Docking Station device in 902 – 928MHz ISM band is compliant with the FCC rules on RF exposure. Conclusion The Tagg Docking Station device meets the mobile 20 cm separation distance as specified in Section 2.1091 of the FCC rules. An appropriate RF exposure compliance statement will be placed in the User’s Guide.
