Like cell phones, using the IEM module in an aircraft is illegal in some jurisdictions. – If cell phone usage is permitted while the aircraft is on the ground, normal IEM module operation is permitted as well. 13 Regulatory Compliance The IEM module has been approved for mobile applications in the United States. •Maintain at least 20 cm separation between the antennas and the user’s body. •Maximum antenna gain (including cable loss): –Cellular band < 3 dBi –PCS band < 3 dBi •A label with the following (or similar) statement must be attached to the host end product: This device contains TxFCC ID:J9CIEMEVDO. •Note: This equipment has been tested and found to comply with the limits for a Class B digital device, pursuant to Part 15 of the FCC rules. These limits are designed to provide reasonable protection against harmful interference in a residential installation. This equipment generates, uses and can radiate radio frequency energy and, if not installed and used in accordance with the instructions, may cause harmful interference to radio communications. However, there is no guarantee that interference will not occur in a particular installation. If this equipment does cause harmful interference to radio or television reception, 14 Regulatory Compliance which can be determined by turning the equipment off and on, the user is encouraged to try to correct the interference by one or more of the following measures: •Reorient or relocate the receiving antenna. •Increase the separation between the equipment and receiver. •Connect the equipment into an outlet on a circuit different from that to which the receiver is connected. • Consult the dealer or an experienced radio/TV technician to help. •Changes or modifications not expressly approved by the party responsible for compliance could void the user’s authority to operate the IEM module. 15 Internet of Everything Module (IEM) Installation and Collocation Guidelines The following provides module installation guidelines for devices to be authorized for use with the IEM6085 through a FCC Class I Permissive Change process in accordance with FCC procedures, for the following installation host configurations. 1)The IEM6085 can be installed as a standalone transmitterin devices meeting the following conditions: –Fixed-mount or mobile host devices † where a minimum of 20 cm separation distance is provided between the transmitting antenna and the end user that can be installed without a Class Ior Class IIPermissive Changeprocess. –Portable hosts in accordance with KDB Publication 447498 * through a ClassII Permissive Changeor new FCC certification. 2)The IEM6085 can be installed with collocated transmission devicesfor fixed and mobile host devices approved under FCC ID J9CIEMEVDO through a Class I Permissive Changeprocess. The collocated transmitters must meet the technical requirements defined in Section 2. Mobile collocation is allowed without a Class I or Class II FCC process. • † Mobile equipment, as defined in CFR 47 §2.1091(b). The physical crystal and tuning capacitors may be located external to the shielded radio elements. The IEM module is fully shielded to prevent interference between the device and the module (See external photos in Exhibit 10). yes 2 The modular transmitter must have buffered modulation/data inputs (if such inputs are provided) to ensure that the module will comply with Part 15 requirements under conditions of excessive data rates or over-modulation. The buffer is provided through USB connection. See Exhibit 5 for details. yes 3 The modular transmitter must have its own power supply regulation. The IEM module has its own power supply regulation through the PMIC chip. yes 4 The modular transmitter must comply with the antenna and transmission system requirements of Sections 15.203, 15.204(b) and 15.204(c). The antenna must either be permanently attached or employ a “unique” antenna coupler (at all connections between the module and the antenna, including the cable). The “professional installation” provision of Section 15.203 is not applicable to modules but can apply to limited modular approvals under paragraph (b) of this section. The IEM module has unique antenna connectors. In the latter case, a copy of these instructions must be included in the application for equipment authorization. (B) If the modular transmitter uses an electronic display of the FCC identification number, the information must be readily accessible and visible on the modular transmitter or on the device in which it is installed. If the module is installed inside another device, then the outside of the device into which the module is installed must display a label referring to the enclosed module. This exterior label can use wording such as the following: “Contains FCC certified transmitter module(s).” Any similar wording that expresses the same meaning may be used. The user manual must include instructions on how to access the electronic display. A copy of these instructions must be included in the application for equipment authorization. Based on the FCC CFR 47 §1.1310, 2.1091, we have concluded that the IEM 1x/EVDO module will comply with the FCC rules on RF exposure for mobile devices if the antenna again does not exceed 3 dBi in cellular and 3 dBi in PCS. The following analysis will demonstrate such compliance. The analysis will be done in both cellular and PCS bands which operates in North American. RF Exposure Limit According to FCC CFR 47 §1.1310: the criteria listed in the following table shall be used to evaluate the environmental impact of human exposure to radio-frequency (RF) radiation as specified in 1.1307(b). Limits for Maximum Permissible Exposure (MPE) Friis Transmission Formula Friis transmission formula: P d = (P out * G) / (4πR 2 ) Where, P d = power density (mW/cm 2 ) P out = output power to antenna (mW) G = gain of antenna in linear scale R = distance between observation point and center of the radiator (cm) FCC ID: J9CIEMEVDO MPE Analysis QUALCOMM Proprietary 3 IEM 1x/EVDO Operating in Cellular Band (824 - 849 MHz) The highest peak conducted output power of IEM 1x/EVDO module measured in cellular band is 25.2 dBm while the module operates in CDMA channel 1013. Take the worst case as an example, in which an antenna with 3dBi gain is used. The resulted power density at a distance of 20cm can be calculated as follows: EIRP = 25.2 + 3.0 = 28.2 dBm = 660.6 mW Power Density = (EIRP * DutyCycle) / (4πR 2 ) = 660.6 * 1 / (4*π* 20 2 ) = 0.131 mW/cm 2 Where DutyCycle is 1 for CDMA (the worst case) and R is 20cm. The MPE limit for General Population/Uncontrolled Exposure is shown in the table above and can be derived as follows: MPE limit = 824/1500 = 0.55mW/cm 2 As per the above analysis, the resulted power density is below the MPE limit. Therefore the IEM 1x /EVDO module in cellular band is compliant with the FCC rules on RF exposure. IEM 1x/EVDO Operating in PCS Band (1850 - 1910 MHz) The highest peak conducted output power of IEM 1x/EVDO module measured in PCS is 25.6 dBm while the module operates in CDMA channel 1175. In the worst case, where an antenna gain is 0dBi, the resulted ERP can be expressed as follows: ERP = 25.6 + 3.0 - 2.15 = 26.45 dBm (0.437W) < 3 W In FCC CFR 47 §2.1091, it states that mobile devices identified in the section §2.1091(c) that operate at frequencies above 1.5 GHz with an ERP of 3 watts or more are required to perform routine environmental evaluation for RF exposure prior to equipment authorization or use; otherwise, they are categorically excluded. Therefore, as we can see this resulted ERP is below 3W, the routine environmental evaluation for RF exposure prior to equipment a uthorization or use for IEM 1x/EVDO module in PCS band is categorically excluded. Conclusion The IEM 1x/EVDO module meets the mobile 20 cm separation distance as specified in Section 2.1091 of the FCC rules. An appropriate RF exposure compliance statement will be placed in the User’s Guide.
