The analog modem function is based on Agere chipset, which implements V.92 modem function with universal country support. It has an AC-97 interface to the host. 4 3. Wireless Bluetooth Basics Wireless Bluetooth systems offer a great number of advantages over a traditional, wired system. Wireless Bluetooth are more flexible, easier to setup and manage and often more cost effective than their wired equivalence. Using radio frequency (RF) technology. Bluetooth transmits and receives data over the air, minimizing the need for wired connections. Thus, Bluetooth combines data connectivity with user mobility, and, through simplified configuration, enable movable LANs. With wireless Bluetooth, users can access shared information without looking for a place to plug in and network managers can set up or augment networks without installing or moving wires. Wireless Bluetooth offers the following productivity, convenience and cost advantages over traditional wired networks. • Mobility – Wireless Bluetooth systems can provide LAN users with access to real-time information anywhere in their organization. This mobility supports productivity and service opportunities not possible with wired networks. • Installation Speed and Simplicity – Installing a wireless Bluetooth system can be fast and easy and can eliminate the need to pull cable through walls and ceilings. • Installation Flexibility – wireless technology allows the network to go where wires cannot go. • Reduced Cost-of-Ownership – While the initial investment required for wireless Bluetooth hardware might be higher than the cost of wired LAN hardware, overall installation expenses and life-cycle costs will be significantly lower. Long- term cost benefits are greatest in dynamic environments requiring frequent moves, adds, and changes. • Scalability – Wireless Bluetooth systems can be configured in a variety of topologies to meet the needs of specific applications and installations. Configurations are easily changed and range from peer-to-peer networks suitable for a small number of users to full infrastructure networks of thousands of users that allows roaming over a broad area. 5 4. October 08, 2002 ATCB 6731 Whittier Ave Suite C110 McLean, Va. 22101 Dear Application Examiner: Limited Modular approval for the device is being requested. The device does not meet two out of the eight requirements outlined in FCC Public Notice DA 00-1407 Released: June 26, 2000. The reason for the request is that, although it has it’s own RF shielding, the MINI PCI card depends on the Laptop host to provided additional shielding to be in compliance. The MINI PCI will be sold to specific Laptop vendors, only. It will not be sold to the general public. This will allow Actiontec to have full control of the compliance of the MINI PCI card when it is installed on a different Laptop. Proper installation instructions are provided to the Laptop vendor, so that they are fully aware that additional testing must be performed before selling the Laptop, with the MINI PCI card, to the general public. The Laptop vendor will be provided with specific instructions about the RF exposure, such as not using a different antenna and unauthorized changes to the MINI PCI card is not allowed, and that additional compliance for the radiated emission must be performed. 1) The modular transmitter must have its own RF shielding. The EUT contains its own RF shielding, but was tested inside an enclosure to be in compliance. Limited modular approval is requested for this requirement. 2) The modular transmitter must have buffered modulation/data inputs. EUT has buffered data inputs to insure compliance with Part 15 requirements under conditions of excessive data rates or over- modulation. Please refer to the schematics (Page 1) and the Theory of Operation (Page 1 of 2) 3) The modular transmitter must have its own power supply regulation. The EUT has its own power supply regulation to insure compliance with Part 15 requirements regardless of the quality or level of external DC supplying the module from the host unit. 4) The modular transmitter must comply with the antenna requirements of Section 15.203 and 15.204(c). The MPCI will be installed on the inside part of the Laptop. The antenna(s) are placed on the inside of the Laptop (Please refer to Antenna specification sheet showing the location of the antenna in the laptop label “R40 Antenna Specs and Installation”) and so meets all requirements of 15.203. 5) The modular transmitter must be tested in a stand-alone configuration. The EUT was tested inside an enclosure to be in compliance. Limited modular approval is requested for this requirement. 6) The modular transmitter must be labeled with its own FCC ID number, and, if the FCC ID is not visible when the module is installed inside another device, then the outside of the device into which the module is installed must also display a label referring to the enclosed module. The devices containing the module will be labeled with the FCC ID of the module. 7) The modular transmitter must comply with any specific rule or operating requirements applicable to the transmitter and the manufacturer must provide adequate instructions along with the module to explain any such requirements. A copy of these instructions must be included in the application for equipment authorization. The operating limitations are fully understood by their engineering division. 8) The modular transmitter must comply with any applicable RF exposure requirements. Please refer to SAR Exclusion statement. The User manuals for products containing this module will all reference this requirement. If there are any questions or if further information is needed, please contact Elliott Laboratories for assistance. Sincerely, Juan Martinez Senior EMC Engineer JM/dmg

RE: FCC ID: LNQ-BMDC200 Attention: Dennis Ward ([email protected]) Dear Dennis, In response to your comments on the application for ActionTec LNQ-BMDC200 we have addressed each of your issues as follows: 1 The test report states that the IBM/2681-N7T/Laptop is the host for this LMA. Please note that since this is the only host mentioned in the report, this (and like platform only) laptop is the only approved device for this LMA. And will be the only host listed on the grant. Additional hosts may require a PC2 to the grant to show compliance in the LMA approval process. This is understood by ActionTec. Would it be possible to list IBM’s commercial name for the laptop - IBM ThinkPad R40 rather than the machine type - IBM/2681? The commercial model number is cross referenced in the Antenna specifications documentation we provided. We have updated the report and test data to reflect the commercial model name. Please advise if you need further documentation to support this. 2 How is the label permanently affixed to the product? Adhesive, etc. The label is printed on a white insulation and permanently affixed using adhesive. 3 Please note that the 20dB bandwidth for FHSS devices is a maximum not a minimum. The test report is not in compliance with CFR 47 15.247 for FHSS 20 dB bandwidths. The maximum 20dB bandwidth allowable for 2400MHz FHSS devices is 1MHz. Your report shows a greater bandwidth than 1MHz. Please retest the device to be in compliance with the 20dB bandwidth requirements. The test data has been updated to show new bandwidth measurements using a smaller resolution bandwidth. The bandwidth on the all channels measured was less than the maximum permitted 20dB-bandwidth of 1MHz. 4 It is not clear if the power meter you used in the conducted power measurements used a Peak adapter for peak measurements. Please clarify. The power meter used was a peak power meter. The test equipment list in Appendix 2 of the revised report details the model and manufacturer. Page 2 of 2 5 On page 29 of the report you state the output power is 3.7dBm. You also appear to state the power is 3.1mW (Measured Power column). Please note that 3.74dBm is equal to about 2.36 mW. Your other values appear incorrect also. Please clarify. The measured power was the level recorded on the power meter (peak sensor), which did not account for cable loss. The final column includes cable loss and is, therefore, the actual output power. The test data has been modified to better explain this. The Form 731 has been updated to reflect an output power of 2.3mW (it originally stated an output power of 33mW). This output power corresponds with the output power stated in the Theory of Operations. 6 The manual is called the “user Manual’. Since this is an LMA and cannot be installed by the end user, the manual should be clear that this is for OEM installers. Also, the OEM manufacturer must be clearly instructed that the installation instructions for the module cannot be placed in the end user manual. Please clarify that this manual is intended for the OEM manufacturer when installing the module into the host, and that the OEM manufacturer has been informed about not providing this information to the end user. The “User Manual” has been updated to show that it is actually the “OEM Installation Manual”. This manual is intended for the OEM manufacturer and the OEM manufacturers have been (or will be, in the case of future OEMs) informed about not providing this information to the end user. The following files have been uploaded to the ATCB to support the responses given: • R49196_TCB Revised • 731 FORM Revised.pdf • OEM Installation Manual.pdf If you need further information or clarification please do not hesitate to contact us via [email protected] . Regards Juan Martinez

Exclusion from SAR Evaluation per FCC Low threshold: Please refer to the location of transmitting antenna on the IBM Laptop. Per location of the antenna, the distance from the user will be greater then 2.5 cm. The following formula was used to determine if SAR evaluation is required or not for TCB approval. (120/f GHz ) mW, d > 2.5 cm (120/2.441) = 49.16 mW EUT transmitter is 3.7 dBm + 1.5 dBi = 5.22 dBm EIRP The maximum EIRP transmission power is 3.32 mW (5.22dBm) Since the transmitter power output is less then 49.16 mW, it is excluded from SAR evaluation per the TCB Exclusion List. Actiontec has provided installation instructions to show how the antenna is to be installed in the Laptop and the antenna that has been approved with the module must be used.
