Chris Harvey Page 1 of 3 7/14/2004 Hi Chris, Please refer to the following for our replies. Thank you for your assistance!! Best regards, Ting ----- ??? wklo/ccsemc ? 2004/07/13 09:18 AM ----- WK, I have reviewed the supplied information which is mostly completed. From your response I understand that the product for sale in the US does not contain the European PMR446 operation. If I am not correct, please correct me. Ans: Yes, you are correct. Additionally I find that the Users Manual information still does not contain the FCC RF Safety information necessary for this device. I have copied an example of the FCC RF Safety information from a recently Granted GMRS/FRS Transmitter for your reference. Please include this, or similar information into the Users Manual: Ans: The user manual is revised. Please refer to the attacehed. - CAUTION! - IMPORTANT SAFETY INFORMATION Your wireless hand-held portable transceiver contains a radio frequency transmitter. When the PTT button is pushed, the transmitter sends out RF signals. The device is authorized to operate at a transmit duty factor not exceeding 50% using alkaline “AAA” size batteries to comply with Federal Communications Commissions (FCC) RF exposure safety level guidelines for hand-held wireless devices. For body-worn operation, this device has been tested for SAR (Specific Absorption Rate) and meets the FCC RF exposure guidelines when used with the accessories supplied or designated for this device by the manufacturer. Use of other accessories may not ensure compliance with FCC RF exposure guidelines. Use the manufacturer-supplied antenna only. Unauthorized antennas, modifications, or attachments could damage the transmitter and may violate FCC regulations. To maintain compliance with the FCC’S RF exposure guidelines, hold the transceiver at least 1 inch (2.5 centimeters) from your face and speak in a normal voice, with the antenna pointed up and away. Chris Harvey <charvey- [email protected]> 2004/07/13 12:17 AM ???: "'[email protected]'" <[email protected]> ????: Mike Kuo <[email protected]>, Chris Harvey <charvey- [email protected]> ??: FW: additional RT for AN04T3999 FCC ID: NJQLP-4502 Wintecronics GMRS License : Use of GRMS radios within the United States requires a FCC GMRS license. An individual of 18 years of age or older, who is not a representative of a foreign government is eligible to apply for a GMRS system license. You will need two forms from the FCC - FCC FORM 159 and FCC Form 605 Main Form and Schedule F. You can find the forms online at http://www.fcc.gov/formpage.html or call 1-800- 418-3676. Please contact me if you have any questions. Best regards, Chris Harvey [email protected] -----Original Message----- From: Sent: None Subject: Hi Mike, Please refer to the following for our replies. Thank you for your advice. Best regards, Ting ----- ??? ting/ccsemc ? 2004/07/08 04:02 PM ----- Dear [Mike Kuo] w.k. x, I have reviewed the above referenced application and find that the following items need to be addressed before the application review can continue: 1. The operational description does not meet the requirements of FCC 2.1033(c)(10), which requires: a description of all circuitry and devices provided for determining and stabilizing frequency, for suppression of spurious radiation, for limiting modulation, and for limiting power. Please provide a more detailed Circuit Description and Parts List meeting these requirements. Ans #1: A more detailed Circuit Description and a BOM are attached. Please refer to them. 2. The Users Manual does not contain the required RF exposure information about the operation of this device Mike Kuo <[email protected]> 2004/07/06 11:16 AM ???: "CCS-Taiwan, Ting (E-mail)" <[email protected]>, "CCS-Taiwan, Wklo (E-mail)" <[email protected]> ????: "Lai, Harris (E-mail)" <[email protected]> ??: FW: RT for AN04T3999 Page 2 of 3 7/14/2004 near the body, for both held-to-face and body worn operation. Ans #2: The user manual has been added with SAR value max in Page 17 as attached. 3. The Users manual indicates that there is an 8 channel PMR operation in the 446MHz band. This was not part of the FCC authorization request. Please explain this information in the manual. Ans #3: The user manual has been modified in Page 16, with the wordings of "The ranges of frequency are only for Eurpoe PMR446." Please refer to it. 4. The table on page 4 of the Test Report indicates that the RF Power has the same values as the DC Voltages and Currents into the Final Amplifier. Please review and correct as necessary. Ans #4: Please be aware the customer confirms that the RF Power does have the same values as the DC Voltages and Currents into the Final Amplifier. Please note that the Grant will contain a condition that the user will be provided information in the Manual (or separate document provided in the box) regarding the license requirements for GMRS operation. Please ensure that the applicant is aware of this requirement. Please contact me if you have any questions. Best regards, Chris Harvey [email protected] Page 3 of 3 7/14/2004

TEST METHODOLOGY The tests documented in this report were performed in accordance with ANSI C63.4. Radiated testing was performed at an antenna to EUT distance 3 meters. 3.1 EUT CONFIGURATION The EUT configuration for testing is installed on RF field strength measurement to meet the Commissions requirement and operating in a manner that intends to maximize its emission characteristics in a continuous normal application. 3.2 EUT EXERCISE The EUT was operated in the engineering mode to fix the Tx frequency that was for the purpose of the measurements. According to its specifications, the EUT must comply with the requirements of the Section 95.635, under the FCC Rules Part 95 Subpart E. Radiated Emissions The EUT is placed on a turntable, which is 0.8 m above ground plane. The turntable shall rotate 360 degrees to determine the position of maximum emission level. EUT is set 3m away from the receiving antenna, which varied from 1m to 4m to find out the highest emission. And also, each emission was to be maximized by changing the polarization of…

Listed Power is ERP. Operation may not exceed a maximum transmitting duty factor of 50% for satisfying RF exposure compliance. SAR compliance for body-worn operating configurations is limited to the specific belt-clip/holster/accessories tested for this filing. End-users must be informed of operating requirements for satisfying RF exposure compliance. This device is authorized to operate in the following radio services: FRS (Part 95B) or GMRS (Part 95A). There must be an informational insert inside the box (product package) or the User Manual must include information that clearly informs the consumer (buyer/owner) when the radio is transmitting on GMRS frequencies, that operation on GMRS frequencies requires an FCC license and such operation is subject to additional rules specified in 47 C.F.R. Part 95. The highest reported SAR levels are: 0.755 W/kg Face-held for a 50% Duty Cycle and 1.497 W/kg Body-worn for a 50% Duty Cycle.
