Connecting a Offender at the Agent's location · The agent enters configuration information into the server software. · The agent forces the unit to call. · The agent confirms configuration has been uploaded to the unit. · The offender comes to the agent’s office. · Wireless bracelet transmitter is attached to the ankle of the offender. · The agent activates the PTU. · The agent gives the offender the PTU and Charging Station. · The offender takes the PTU and Charging Station home. · The offender places the PTU in the Charging Station. · The offender connects the Charging Station to POTS and AC receptacles. Removal of an Offender at their location · The agent enters removal information into the server software. · PTU will deactivate on next call. · The agent goes to offender’s home location. · Wireless transmitter is removed from the ankle of the offender. · The agent removes the POTS connector. · The agent removes the Charging Station Power. · The agent leaves the offender’s home. Location of the Charging base at offenders location · The unit should be set on a level a table at least 30 inches off the floor · The table should not be close to a source of water or a location where it will be easily knocked to the floor. · The unit should be several feet away from electrical kitchen appliances and televisions sets. · The best location is the center of the dwelling, to provide the same distance between the bracelet receiver and when its transmitter is at the extreme areas of the dwelling, i.e. the center of the inclusion zone. Wearing the PTU · The PTU should be worn at all times on a belt around the offender waist (use the provided belt clip or pouch) to prevent damage. · Do Not wear the unit such that it is closer 1 ft to the head of the Offender · Do Not submerge in water. · Do Not drop. · When in a car place the unit on the seat, out of direct summertime sun light, with the belt clip down. The Federal Communications Commission (FCC) has established Rules Which permit this device to be directly connected to the telephone network. Standardized jacks are used for these connections. This equipment should not be used on party lines or coin phones. 2. If this device is malfunctioning and is causing harm to the telephone network... this device should be disconnected until the source of the problem can be determined and until repair has been made. If this is not done, the telephone company may temporarily disconnect service. 3. The telephone company may make changes in its technical operations and procedures. If such changes affect the compatibility or use of this device, the telephone company is required to give adequate notice of the changes. You will be advised of your right to file a complaint with the FCC. 4. If the telephone company requests information on what equipment is connected to their lines, inform them of: a. The telephone number to which this unit is connected. End user phone number b. The ringer equivalence number. 0.3 c. The USOC jack required. RJ 11C d. The FCC Registration Number. e. The FCC ID number is OAM2100NC items (b), (d) and (e) are indicated on the label. The Ringer Equivalence Number (REN) is used to determine how many devices can be connected to your telephone line. In most areas, the sum of the REN's of all devices on any one line should not exceed five (5.0). If too many devices are attached, they may not ring properly. Service Requirements In the event of equipment malfunction, all repairs should be performed by our Company or an authorized agent. After a review of the submitted information, I have a few comments on the above referenced Application. 1) Please provide a FRN Number for iSECUREtrac Corp. This is now required for all Grantees - (reference MD Docket No. 00-205). To obtain an FRN online, visit the FCC's Web site at www.fcc.gov and click the Commission Registration System (CORES) link. For further assistance, please either refer to the FAQ at this same link; contact the CORES helpdesk at [email protected]; or call the CORES helpdesk toll-free number: 1- 877-480-3201. 2) The Grantee code "IST" does not match the Applicant listed on the 731 form (iSECUREtrac Corp.). A search of the FCC web site yielded a grantee code of "OAM" for iSECUREtrac, but a different address was listed than provided on the 731. Please explain and provide a corrected 731 form. 3) The PTU appears to receive signals from both the cuff bracelet and a GPS receiver. However it is not clear as to the intended purpose of the base station needing to transmit. For example, part of the submittal states that the base station receives information and broadcasts it to the PTU, while other information states that the PTU is carried with the cuff, making it seem like the base station is not necessary. Please provide better detail as to its function and purpose. 4) It is not clear what type of connections that the PTU and Base station contain from the external photographs. Please provide better external photographs addressing this issue. 5) The internal photographs are sufficient to show how the unit(s) are built. However detailed, clear, close up photographs (preferably one per page and showing both sides of each board) must be provide for all transmitter /receiver sections and if possible for each board within the device(s). Please provide these photographs and label each one appropriately as to their function, etc (i.e. it is not clear which part of the base is the transmitter and which part is the receiver). 6) Please provide a photograph of the antenna relating to the transmitter being certified. 7) It is not clear if the schematics provided include the transmitter portion being certified. Please confirm if this portion of the product is included in the schematics and where. 8) The confidentiality letter may only request which specific exhibits are requested to be held confidential (i.e. schematics, operational description, etc.). Only exhibits containing trade secrets, proprietary information, or sufficient technical information may be considered confidential. Additionally, the internal photographs may not be held confidential, but you may use a black marker to "black out" the top of any readable components if you wish. Please provide a new confidentiality letter as well as new photograph exhibits if you desire. 9) Please provide a block diagram for the RF circuitry that includes the frequencies as specified by CFR 2.1033(a)(5). 10) The FCC ID labels provided in the application must be legible. Please provide a better exhibit for the PTU label as the information contained on this label is not readable. Additionally, please show where the FCC statements specified by 15.19 and where is the FCC ID as specified by 2.1033(7) & 2.925 are located. The appropriate statements and FCC ID should be located on the main control unit/base (which contains the transmitter portion of the product requiring certification). It would also be recommended that the statements (not the FCC ID) should be contained on the PTU since it is a separable unit. 11) The data presented in sections 4.3 & 4.4 of the report do not show any correction factors. Please confirm if the Levels provided in these tables are corrected for the measurement system, such as antenna factors, cable loss, amplifiers, etc. --------- Continued on next page --------- l Page 2April 10, 2002 12) Does the repeater do any decoding, or does it strictly repeat any received information at 318 MHz. For instance, what happens if the user has a garage door opener that happens to work at 318 MHz as well? 13) The test report does not contain any information regarding RBW and VBW settings of the test equipment for conducted and radiated measurements or justification for the highest frequency measured to. Please explain what settings were used for the following tests: a) Conducted emissions from 450 kHz to 30 MHz b) Radiated emissions from 30 MHz to 1000 MHz c) Radiated emissions above 1000 MHz d) What was the highest frequency tested to 14) The measurements above 1 GHz must be shown for both peak and average conditions. The peak measurements must meet with the requirements specified in 15.35. Also, there is concern with the 2.862 GHz data and methods of measurement. Please call me to discuss. 15) The test report states that the unit was tested to 15.231(e). To meet the requirements of this section, the unit must be designed to automatically limit operation such that the duration of each transmission shall not be greater than one second and the silent period between transmissions shall be at least 30 times the duration of the transmissions, but in no case less than 10 seconds. This limitation must be integrated into the device and can not depend on the cuff transmission. Please explain how the device accomplishes this. 16) FYI, please note that once the requested information above has been provided, additional questions may still be necessary. 17) FYI, this certification only pertains to the RF certification requirements under part 15 and does not cover any applicable Part 68 requirements that you may have. 18) FYI, RF Exposure information is not required for this type of submittal. However detailed, clear, close up photographs (preferably one per page and showing both sides of each board) must be provide for all transmitter /receiver sections and if possible for each board within the device(s). Please provide these photographs and label each one appropriately as to their function, etc (i.e. it is not clear which part of the base is the transmitter and which part is the receiver). A new set of internal photographs has been uploaded. 6) Please provide a photograph of the antenna relating to the transmitter being certified. A clearer image of this can be seen in the internal photo “Repeater PCB Top - Tranrmitter Antenna.pdf”. 7) It is not clear if the schematics provided include the transmitter portion being certified. Please confirm if this portion of the product is included in the schematics and where. Doug, 1) I have not seen an updated letter of confidentiality uploaded per my previous request. The letter of confidentiality must not simply state "operational, functional, and technical documentation". It must specifically list each exhibit confidentiality is requested on (i.e., schematics, block diagrams, internal photographs, theory of operation, etc.). 2) The theory of operation (page 5 & 6) states " Note: iST expects all transmitters that are used as part of this system to send the proper identification preamble, have a transmit time of less than 10 microseconds, a transmission interval of 15 to 20 seconds and be certified for FCC part 15 compliance." From the sample bitstream provided today, this appears like the transmission on time is more like 10 msec, not 10 us. Please confirm and correct any information if necessary. 3) How do we look at providing the plots showing the duty cycle of transmit is > 10 seconds. Because of the unique nature of this device, it would be recommended to show the input train and output train. The input train should be less than the 10 seconds in order to show that the EUT ignores or doesn't transmit any signals less than the 10 seconds, even if it receives such signals. 4) Upon reviewing the revised test report, I have the following comments. a) For section 4.4, some of the limits are not correct. The limits should be as follows: for a 318 MHz transmitter based upon table 15.231(e), the Fundament has a peak limit of 87.8 dBuV and an average limit of 67.8 dBuV; for the spurious or harmonics falling OUTSIDE of restricted bands, a peak limit of 67.8 and an average limit of 47.8 (unless 15.204 is less stringent); and for items falling within restricted bands, the limits of 15.205. This will change several of the levels. b) As long as all of the data is due to spurious emissions in this table, for 15.231 Transmitters, averaging may be applied even below 1 GHz. Therefore you only need to show peak and average measurements and remove the QP designator. c) There is a concern with several data points that wasn't obvious during the first review since I needed clarification on how the measurements and correction factors were applied. If you compare peak to peak, or average to average, several data points when the unit is transmitting do not meet the following FCC regulation: The field strength levels of spurious emissions at 954 MHz and those above 1 GHz exceed that of the fundamental at 318 MHz. This is in violation of Section 15.209(c) of the Commission's Rules. Several configurations were examined the results presented represent a worst-case scenario. The EUT was placed on a wooden table approximately 80cm high, positioned 40cm from the vertical ground plane and 80cm or more away from any other conductive surface. 1.3.2 Radiated Emissions Compliance to CFR 47 Parts 15.109/209 and 15.231(e) was tested in accordance with the methods of ANSI/IEEE C63.4, 2001. Several configurations were examined the results presented represent a worst-case scenario. The EUT was placed on a wooden table approximately 80cm high and centered on a 4m diameter turntable. The table was rotated to maximize emissions. All measurements were taken at a distance of 3m from the EUT. 2.0 Description 2.1 Equipment under test The iSecuretrac personal tracking unit (PTU) and base station work in conjunction with a cuff (worn by the detainee) and software as part of a home arrest system. A variety of cuff transmitters are available from several different manufacturers (i.e. FCC ID: LSQ-TX500) and are not part of this application for certification. The base station receives a signal, decodes it, re-encodes it and transmits it out for reception by the PTU, which is positioned in the base station. If the PTU is not in the base station, the base station is effectively powered off. The PTU receives information from the cuff and relays it to a remote server via a Part 68 approved modem. The PTU is worn at the waist or stored in the base station when applicable. In many housing environments, there are signal reflections and blockages that cause dead zones of reception. This is caused by reflected signals mixing with the direct path signal and creating nulls, and sometimes just the fact that metal objects like a refrigerator may block either the horizontal or vertical component of the signal. Depending on the position of the cuff being worn by the individual, the signal can vary from one orientation to the other and anything in-between. By providing a repeater receiver with an external antenna that is vertical, a PTU receiver that is horizontal when docked, and retransmitting with an antenna that is horizontal, signals of both horizontal and vertical polarization have an enhanced chance of reception, thus improving overall reception and minimizing reporting to the customer a false loss of signal conditions. 2.1.1 Identification iSecuretrac iTracker 2100NC PTU 2.1.2 EUT received date: 1 April 2002 2.1.3 EUT tested dates: 1 April 2002 2.1.4 Manufacturer: iSecuretrac Corp, Omaha, NE 2.1.5 Serial number PTU: 0028 Base station: FCCb 2.2 Laboratory description All testing was performed at the NCEE Lincoln facility, which is a FCC registered lab. A battery charging circuit was added, no changes were made to the RF portion. The firmware in the transmitter chip was also changed to increase the fundamental signal.
