Non-SDR (Software Defined Radio) Cover Letter Date: 2020-02-18 Refer to KDB 442812 D01 SDR apps Guide v02r03. The following six questions can be used for determining if a radio can elect to be, or must be an SDR. 1. Can the RF parameters of the device be altered through software? □Yes - go to 2. No, not an SDR 2. Can third parties not permitted by the Commission through specific filings modify, configure, or load different software, or make configuration settings to operate the device or host hardware radio frequency parameters (frequency range, modulation type, maximum output power or other radio parameters) in any other way than granted (or expected to be granted)? □Yes, must be an SDR. □No - go to 3. 3. Is the device capable of operating in any other way than granted, or will be, granted? □Yes, - go to 4. □No - go to 5. 4. Is this a Part 15 client Device as defined in Section 15.202 (as opposed to a master device)? □Yes, qualifies as a part 15 client devices - go to 5. □No, must be an SDR. 5. Does the manufacturer elect SDR? □Yes, elects to be an SDR. □No, Not an SDR Final conclusion: According to the above questions reply, we can confirm this 5GHz 867Mbps 23dBi Outdoor CPE (FCC ID: TE7CPE710) must be a Non-SDR. < TP-Link Technologies Co., Ltd.> <Building 24 (floors 1,3,4,5) and 28 (floors1-4), Central Science and Technology Park,Nanshan Shenzhen, 518057 China> 1 Operation Description SOFTWARE SECURITY REQUIREMENTS FOR U-NII DEVICES Federal Communication Commission Equipment Authorization Division, Application Processing Branch 7435 Oakland Mills Road Columbia, MD21048 Date: <2020-02-18> Attn: Office of Engineering and Technology Subject: Attestation Letter regarding UNII devices FCC ID: TE7CPE710 IC : 8853A-CPE710 Software security questions and answers per KDB 594280 D02: SOFTWARE SECURITY DESCRIPTION General Description 1. Describe how any software/firmware updates for elements than can affect the device’s RF parameters will be obtained, downloaded, validated and installed. For software that is accessed through manufacturer’s website or device’s management system, describe the different levels of security as appropriate. Software/firmware will be obtained by the factory, downloaded from the ODM website, and installed by the end user. Software is accessed through Web UI when computer is connected. 2. Describe the RF parameters that are modified by any software/firmware without any hardware changes. Are these parameters in some way limited such that any other software/firmware changes will not allow the device to exceed the authorized RF characteristics? The RF parameters cannot be modified by software. All these parameters will not exceed the authorized parameters. The firmware has been complied as binary file. It couldn’t change the setting RF parameter through this binary file. It is read-only without change. 3. Describe in detail the authentication protocols that are in place to ensure that the source of the RF-related software/firmware is valid. Describe in detail how the RF-related software is protected against modification. No any authentication protocol is used. The RF Parameters is put in read-only partition of EUT’s flash and are only installed in the factory. RF parameters including frequency of operation, power setting, modulation type, antenna types or country code setting will be locked in this partition. < TP-Link Technologies Co., Ltd.> <Building 24 (floors 1,3,4,5) and 28 (floors1-4), Central Science and Technology Park,Nanshan Shenzhen, 518057 China> 2 4. Describe in detail any encryption methods used to support the use of legitimate RF-related software/firmware. No encryption methods used. 5. For a device that can be configured as a master and client (with active or passive scanning), explain how the device ensures compliance for each mode? In particular if the device acts as master in some band of operation and client in another; how is compliance ensured in each band of operation? The device ensures the compliance by checking the configured parameter and operation values according to the regulatory domain and country code in each band. Third-Party Access Control 1. Explain if any third parties have the capability to operate a U.S.-sold device on any other regulatory domain, frequencies, or in any manner that may allow the device to operate in violation of the device’s authorization if activated in the U.S. No any third parties have the capability to operate a US sold device on any other regulatory domain, frequencies, or in any manner that may allow the device to operate in violation of the device’s authorization if activated in the U.S. 2. Describe, if the device permits third-party software or firmware installation, what mechanisms are provided by the manufacturer to permit integration of such functions while ensuring that the RF parameters of the device cannot be operated outside its authorization for operation in the U.S. In the description include what controls and/or agreements are in place with providers of third-party functionality to ensure the devices’ underlying RF parameters are unchanged and how the manufacturer verifies the functionality. The RF Parameters is put in read-only partition of EUT’s flash and are only installed in the factory. RF parameters including frequency of operation, power setting, modulation type, antenna types or country code setting will be locked in this partition. 3. For Certified Transmitter modular devices, describe how the module grantee ensures that host manufacturers fully comply with these software security requirements for U-NII devices. If the module is controlled through driver software loaded in the host, describe how the drivers are controlled and managed such that the modular transmitter RF parameters are not modified outside the grant of authorization. This is not a module device. SOFTWARE CONFIGURATION DESCRIPTION GUIDE For devices which have “User Interfaces” (UI) to configure the device in a manner that may impact the operational RF parameters, the following questions shall be answered by the applicant and the information included in the operational description. The description must < TP-Link Technologies Co., Ltd.> <Building 24 (floors 1,3,4,5) and 28 (floors1-4), Central Science and Technology Park,Nanshan Shenzhen, 518057 China> 3 address if the device supports any of the country code configurations or peer-peer mode communications discussed in KDB 594280 Publication D01. SOFTWARE CONFIGURATION DESCRIPTION USER CONFIGURATION GUIDE 1. Describe the user configurations permitted through the UI. If different levels of access are permitted for professional installers, system integrators or end-users, describe the differences. Authorized channel, bandwidth, and modulation can be configured through the UI. There are no different levels of access. a. What parameters are viewable and configurable by different parties? Brand Model Name Antenna Type Connector Gain (dBi) 1 N/A PCB I-PEX 20.8 2 N/A PCB I-PEX 20.8 Note: This EUT supports CDD, and antenna gains are equal, so Directional gain = G ANT +Array Gain, where Array Gain is as follows: For power measurements, Array Gain = 0 dB (N ANT ≤ 4), so the Directional gain=20.8. For power spectral density measurements, N ANT = 2, N SS = 1. So Directional gain = G ANT + Array Gain =10 log (N ANT / N SS ) dB =20.8+10log(2/1)dBi=23.81. For fixed point-to -point operation, 1) For UNII-1: The directional antenna gain greater than 23 dBi, a 1 dB reduction in maximum conducted output power and maximum power spectral density is required for each 1 dB of antenna gain in excess of 23 dBi. So the power spectral density limit is 17-(23.81-23)=16.19. 2) For UNII-3: The devices operating in this band may employ transmitting antennas with directional gain greater than 6 dBi without any corresponding reduction in transmitter conducted power. So the power spectral density limit 30-(23.81-6)=12.19. Group 2 Antenna Ant.
