APPLICANT: Lucent TechnologiesFCC ID: AS5CMP-32 EXHIBIT 14 Section 2.1046 Measurement s Required: RF Power Output This test procedure is a measurement of the single channel RF power transmitted at the Cellular TDMA Dual Radio Module (CDRM) output terminal as shown in the accompanying test set-up diagram. In accordance with TIA/EIA/IS-138-A (July 1996): TDMA Cellular/PCS – Radio Interface – Minimum Performance Standards for Base Stations, Section 3.2, the power level shall be maintained within +1 to –3 dB of the nominal rated single channel value across the Cellular Frequency Band 869.04 – 893.97 MHz. A single channel was tuned to the approximate center frequency Channel 400 at 882.00 MHz, and the power level set to approximately +15.5 dBm at the CDRM Tx terminal. The carrier was then tuned to consecutive frequencies across the the Cellular Band, in 50 MHz steps, and the corresponding power level measured. APPLICANT: Lucent TechnologiesFCC ID: AS5CMP-32 EXHIBIT 15 Section 2.1047 Measurements Required: Modulation Characteristics The TDMA modulation utilized by the Cellular TDMA Dual Radio Module (CDRM), 44WR54, is the standard π/4 differentially encoded quadrature phase shift keying (π/4 DQPSK). The modulation accuracy measurements were performed with all 3 TDMA time slots modulated with a pseudo-random bit stream. Measurements were made at the CDRM output terminal on the backplane, with CDRM tuned to: 1) the lowest settable Cellular channel, A-Band Ch 991 869.04 MHz; 2) mid Cellular Band Ch 400 882.00 MHz; and 3) the highest settable Cellular channel B-Band Ch 799 893.97 MHz. The required modulation accuracy is specified in TIA/EIA/IS-138-A, July 1996, Section 3.3.2 Digital. The “minimum standard”, or limitation, is stated that the RMS error vector magnitude shall be less than 12.5%. Measurements were made with a Rohde & Schwarz Spectrum Analyzer 20 Hz to 26.5 GHz FSEM, Model 1079.8500.30, calibrated as required for ISO-9001 compliance. The measurement results and test set-up block diagram are included. RESULTS: The measurement data below demonstrates that the Cellular TDMA Dual Radio Module (CDRM), 44WR54, is in full compliance with the modulation accuracy requirements specified in TIA/EIA/IS-138-A. The error vector magnitude is less than 12.5% across the Cellular Frequency Band 869.04 – 893.87 MHz. APPLICANT: Lucent TechnologiesFCC ID: AS5CMP-32 EXHIBIT 16 Section 2.1049 Measurements Required: Occupied Bandwidth In compliance with Section 2.1049(h), a single TDMA carrier was modulated by a pseudo-random data bit stream for all 3 time slots, and the Cellular TDMA Dual Radio Module (CDRM) output power level set to approximately +15.5 dBm at it’s output terminal. The occupied bandwidth measurements were made at the CDRM transmit terminal on the backplane and with CDRM tuned to: 1) the lowest settable Cellular channel, A-Band Ch 991 869.04 MHz; 2) mid Cellular Band Ch 400 882.00 MHz; and 3) the highest settable Cellular channel B-Band Ch 799 893.97 MHz The occupied bandwidth limitations and emission mask for a 30 kHz TDMA carrier, i.e., digital transceiver, is specified in Part 22.917(d)(1-3) as: Displacement from the Carrier Center Frequency Required Attenuation Below the Carrier Greater than 20 kHz up to 45 kHzAt least 26 dBc Greater than 45 kHz up to 90 kHzAt least 45 dBc Greater than 90 kHz up to 1 st harmonicAt least 60 dBc Or 43 + 10 log (Carrier Power in Watts) dBc Or whichever is the lesser attenuation Part 22.917 specifies that the measurement instrumentation resolution bandwidth be set to 300 Hz for displacements from the carrier center frequency equal to or less than 60 kHz. For the 30 kHz TDMA carrier, the spectrum analyzer resolution bandwidth was set to 300 Hz. The standard measurement procedure is to align the center of the carrier with the top of the spectrum analyzer display reticle (i.e., 0 dBm) and reference the required “attenuation below the carrier” (dBc) to the 0 dBm reference. Attenuation below the carrier is then read directly off the 0 dBm to -110 dBm scale. Using the 300 Hz resolution bandwidth requires displacing (offsetting) the 30 kHz modulated carrier from the 0 dBm reference line by: 10 log (carrier bandwidth/instrumentation resolution bandwidth) 10 log (30 kHz/300 Hz) = 20 dB offset APPLICANT: Lucent TechnologiesFCC ID: AS5CMP-32 EXHIBIT 16 RESULTS: The attached occupied bandwidth plots demonstrate full compliance with the requirements of Part 22.917 for the cellular frequencies specified above. At each test frequency, the carrier was well within the required emission mask; the Cellular TDMA Dual Radio Module (CDRM), 44WR54, demonstrated full compliance with Part 22.917 for occupied bandwidth requirements. Test Report

APPLICANT: Lucent TechnologiesFCC ID: AS5CMP-32 EXHIBIT 17 Section 2.1051 Measurements Required: Spurious Emissions at Antenna Terminal Spurious emissions conducted to the transmit terminal of the Cellular TDMA Dual Radio Module (CDRM) transceiver were investigated from the lowest RF frequency , 15 MHz, to the 10 th harmonic of the carrier, 10 GHz, as required by Part 2.1057(a)(1). Part 2.1057(c) specifies that spurious emissions attenuated more than 20 dB below the required limitation do not need to be reported. A single TDMA carrier was modulated by a pseudo-random data bit stream for all 3 time slots, and the Cellular TDMA Dual Radio Module (CDRM) output power level set to approximately +15.5 dBm at it’s output terminal. Conducted spurious emission measurements were made at the backplane RF output terminal and at three frequencies corresponding to 1) the lowest settable Cellular Frequency Ch 991, 869.040 MHz; 2) the Mid-Cellular Band Frequency Ch 400, 882.000 MHz; and 3) the highest settable Cellular Frequency Ch 799, 893.970 MHz. In compliance with Part 22.917(h), measurements were made with the instrumentation resolution bandwidth set to 30 kHz. The limitation for the Cellular Frequency Band is specified in Part 22.917(e) as: “ The mean power of emissions must be attenuated below the mean power of the unmodulated carrier (P in Watts) ..... by at least 43 + 10 log (P) dBc.” For the CDRM output power at +15.5 dBm (36 mW), the required emission attenuation below the carrier is then 28.5 dBc. Three plots were made for each channel listed above: 15 MHz – 1 GHz, 1 – 5 GHz, and 5 GHz – 10 GHz. A variable attenuator was used to adjust the carrier peak to the 0 dBm reticle line as a reference line to facilitate reading the attenuation below the carrier direct from the vertical display grid. Part 2.1051 also states that: “The magnitude of spurious emissions which are attenuated more than 20 dB below the permissible value need not be specified.” RESULTS: In each of the attached data plots, the instrumentation noise floor far exceeded the 28.5 dBc limitation by much greater than 20 dB, with no measurable spurious emissions. The Cellular TDMA Dual Radio Module (PDRM), 44WR54, transceiver demonstrated full compliance with the requirements of Part 2.1051 and Part 22.917. Test Report

APPLICANT: Lucent TechnologiesFCC ID: AS5CMP-32 EXHIBIT 18 Section 2.1053 Measurements Required: Field Strength of Spurious Radiation Radiated spurious emissions were measured with the equipment configured as in the normal mode of installation and operation; this is illustrated in the block diagram below. The complete Cellular TDMA Microcell J41698B-1 system, incorporating 5 Cellular TDMA Dual Radio Module (CDRM) transceivers, was investigated over the frequency range from the lowest RF frequency , 15 MHz, to the 10 th harmonic of the carrier, 10 GHz, as required by Part 2.1057(a)(1). Part 2.1057(c) specifies that spurious emissions attenuated more than 20 dB below the required limitation do not need to be reported. In order to simulate worst case radiated emission conditions, ten TDMA carriers (2 per CDRM) were each tuned to separate channels in Mid Cellular A-Band, spaced at 7 channel increments and each modulated by a pseudo-random data bit stream for all 3 time slots. The lowest channel was Ch 400, 882.00 MHz. All 10 carriers were set to approximately equal power levels, sufficient to provide a total composite power output at the transmit antenna terminal of 12 Watts (40.8 dBm) as rated by the manufacturer. A non-radiating resistive load was connected to the antenna terminal for this test procedure. In accordance with ANSI C63.4-1992, preliminary measurement of radiated emissions was first performed in an RF shielded enclosure, using calibrated biconical, log periodic and double ridge guide horn antennas separated from the equipment under test (EUT) by approximately 1-2 meters. The purpose of this procedure was to isolate and identify specific signal frequencies radiating from the EUT. If warranted, the EUT would next be installed on the Whippany 10-Meter Open Area Test Site (OATS), which was previously authorized by the Commission, and the field strength of the strongest signal frequencies accurately measured for compliance. RESULTS: The preliminary test showed no distinct, measurable, radiating signal frequencies above the instrumentation noise floor that would warrant measurement on the 10-Meter OATS. The FLEXENT Cellular TDMA Microcell J41698B-1 and the Cellular TDMA Dual Radio Module transceivers, 44WR54, demonstrated full compliance with the requirements Part 2.10…
