American Telecommunications Certification Body Inc. 6731 Whittier Ave, McLean, VA 22101 July 24, 2002 RE: FCC ID: CBFMDR-173 Attention: Brian Haghtalab I have a few comments on this Application. 1 Insufficient internal photos have been provided. Please provide both top and bottom of the Interface card, the logic card and the RF/regulator card. 2 You must use an allowed channel frequency. 90.217 (Exemption from technical standards) states, β Except as noted herein, transmitters used at stations licensed below 800 MHz on any frequency listed in Subparts B and C of this part or licensed on a business category channel above 800 MHz which have an output power not exceeding 120 milliwatts are exempt from the technical requirements set out in this subpart, but must instead comply with the following:β In order to use 90.217, you must be transmitting on an approved frequency. Please note 173.47MHz is not listed in the Industrial Pool frequency list and is therefore not available. Please test the device to a frequency that is allowed according to Part 90.217 (i.e. Part 90 subpart C Industrial Pool). Alternately, please explain why you think this device is applicable to 90.217 requirements. 3 Please provide a Block Diagram. Dennis Ward mailto:[email protected] The items indicated above must be submitted before processing can continue on the above referenced application. Failure to provide the requested information may result in application termination. Correspondence should be considered part of the permanent submission and may be viewed from the Internet after a Grant of Equipment Authorization is issued. Subject: Re: CBFMDR-173 request for information Date: Wed, 07 Aug 2002 09:48:39 -0700 From: Dennis Ward <[email protected]> Organization: dt Associates To: [email protected] Thanks Brian However, please note that while the frequency is now appropriate, the resolution bandwidth settings used for spurious emissions testing are not in accordance with TIA 603. Your data show the res bandwidth to be 1 kHz. 603 states that the res bandwidth for spurious emissions measurements below 1 GHZ is to be 10kHz. The video bandwidth for conducted spurious is to be at least 3 times the resolution BW and for Radiated is to be 300kHz below 1 GHz.. See 2.2.13 and 2.2.12 of TIA603. Please provide data in accordance with EIA/TIA 603. Also, please note that while the limit is 120mW, the power on the grant is to be that which is measured at the antenna terminal. In spite of the statement that the device is 20dBm (100mW) the measurement (plot) shows that it is 0.2dBm (1mW) but does not show the inclusion of the 20dB attenuator you mention. Can you please verify that the actual power measured was 20.2dBm and not 0.2dBm?. If this is the case, this would make the power 104mW, not 100mW. Mr. Dennis Ward Examiner Engineer American Telecommunications Certification Body Inc. 6731 Whittier Avenue McLean, VA 22101 RE: Control Chief Transmitter FCC ID: CBFMDR-173 Dear Mr. Ward: This is in reference to the June 24,2002 request for technical information for the above subject project. 1. Please find the attached corrected report. The resolution BW used for spurious emissions measurements was 10 kHz, with a 300 kHz video BW as required below 1 GHz. Measurements above 1 GHz were taken with a 1 MHz resolution BW and 3 MHZ video BW. 2. Page 11 of the report states that RF power was measured through a 20 dB external attenuator. We accept that the RF power will be 104 mW. Should you have any concerns or questions, please contact me. Best regards, Brian Haghtalab Operations Manager

NCL PROJ.# CONTCHF-0723 FCCID: CBFMDR-173Page 4 of 16 1.0 General Information: This report has been prepared on behalf of Control Chief, to support the FCC Certification of a Part 90 transmitter. The Equipment Under Test (EUT) was the Model: MDR-8410 / 84100 Transmitter. The EUT configuration consisted of one Transmitter unit. The test results reported in this document relate only to the item that was tested. Radio-Noise Emissions tests were performed according to the ANSI C63.4- 1992, βMethod of Measurement of RFI from Low-Voltage Electronic Equipment in the Range of 9 KHz- 40 GHzβ. The measuring equipment conforms to ANSI C63.2 Specifications for electromagnetic Noise and Field Strength-Instrumentation 1.1 Summary: The Control Chief, Model: MDR-8410 / 8400 Transmitter, complies with the Part 90.217 Radio Limits for licensed transmitters under 120 mW RF power. 1.2 Test Methodology; Both RF Antenna Conducted and Radiated out-of-band emissions testing were performed according to the procedures specified in the applicable sections of TIA/EIA- 603 documents. Radiated testing was performed at an antenna to EUT distance of three (3) meters. The Dipole Substitution Method based on Section 2.2.12 was used to measure out-of-band radiated emission levels. 1.3 Test Facility: The open area test site and conducted measurement facility used to collect the radiated data is located on the parking lot of National Certification Laboratory 8370 Court Avenue, Suite B-1, Ellicott City, Maryland 21043. This site has been fully described in a report dated May 26, 1993, submitted to and approved by the Federal Communications Commission to perform AC line conducted and radiated emissions testing.
