The applicant is not seeking to modify or alter the Motorola grant in any way. A separate technical report prepared by Motorola documents compliance of the radio. The applicant has provided attestations supporting the fact that the Motorola RF module has not been changed for their particular application. The applicant has made no software or hardware changes to the original module, only integrated it into our Pen Tablet Computer. Since no other changes have been made, only those tests that are directly affected were repeated, the approval will be based upon the previous testing for all other tests. That information has been reviewed, but taken at face value as an approved product. General Comments Item As required by 47 CFR 24.52, the TCB must ensure that there are effective antenna installation instructions and device operating conditions for installers to satisfy RF exposure requirements; when applicable, installers include end-users, OEM integrators and third- party installers. The installation and/or operating instructions must clearly indicate that these conditions are for satisfying FCC RF exposure compliance. There are no instructions or warnings provided in the users manual or the included compliance inserts. Resolution Client has provided new and additional information, reference Exhibit O. Item The compliance insert would appear to be designed for a spread spectrum transmitter. It would lead a reader to believe that only a spread spectrum radio is available, which is clearly not the case. Some additional clarification should be added. Spectrum analyzer, signal generator, and linearly polarized antennas were used to measure radiated harmonics and spurious emissions. The orientation of the EUT and measurement antenna were manipulated to maximize the level of emissions. The EUT was configured to transmit at the highest output into its integral antenna at low, mid, and high channels. The substitution method as described in TIA/EIA-603 Section 2.2.12 was used for the highest spurious emissions. Preliminary measurements were made using the alternate limit of 84.3 dBuV/m at a 3 meter test distance and 93.8 dBuV/m at a 1 meter distance. Test Methodology: For licensed transmitters, the FCC references TIA/EIA-603 as the measurement procedure standard. TIA/EIA-603 Section 2.2.12 describes a method for measuring radiated spurious emissions that utilizes an antenna substitution method: At an approved test site, the transmitter is place on a remotely controlled turntable, and the measurement antenna is placed 3 meters from the transmitter. The turntable azimuth is varied to maximize the level of spurious emissions. The height of the measurement antenna is also varied from 1 to 4 meters. The amplitude and frequency of the highest emissions are noted. The transmitter is then replaced with a ½ wave dipole that is successively tuned to each of the highest spurious emissions. A signal generator is connected to the dipole (horn antenna for frequencies above 1 GHz), and its output is adjusted to match the level previously noted for each frequency. The output of the signal generator is recorded, and by factoring in the cable loss to the dipole antenna and its gain; the power (dBm) into an ideal ½ wave dipole antenna is determined for each radiated spurious emission. For the purposes of preliminary measurements, the field strength of the spurious emissions can be measured and compared with a 3 meter limit. The final measurements must be made utilizing the substitution method described above. The 3 meter limit was calculated to be 84.3 dBuV/m at 3 meters. This was based upon an output power of 1 W.
