American Telecommunications Certification Body Inc. 6731 Whittier Ave, McLean, VA 22101 December 6, 2007 RE: Skytech FCC ID: K9L5001 I have a few comments on this Application. Depending on your responses, kindly understand there may be additional comments. 1.) Please provide an Operational Description for this device. 2.) I have multiple files of the same description: i.e. Test Setup, Test Report, various photos, etc. Can you help me understand why there are so many duplicate files? If some are specifically for Canada and others for FCC, a separate listing of what files should be applied to which filing would be very helpful. 3.) Please provide a Block Diagram of the 303MHz RF module. If this is a single chip transmitter part, it would be helpful if the manufacturer’s specification sheet was provided instead. 4.) It appears that you are seeking approval under 15.231(a). Note that it does not appear that the requirements of 15.231(a)(3) have been demonstrated. This is a difficult section, and is generally not applicable to devices which transmit or act on any kind of received information. In this case it appears that transmission of some kind of signaling to the receiver is occurring. You may instead wish to review 15.231(e) to determine it’s applicability. This has a 3 meter fundamental field strength limit of 66.97dBuV with a spurious level of 46.97dBuV. Please also note it’s equivalent section within RSS-210. William H. Graff President mailto: [email protected] The items indicated above must be submitted before processing can continue on the above referenced application. Failure to provide the requested information may result in application termination. Correspondence should be considered part of the permanent submission and may be viewed from the Internet after a Grant of Equipment Authorization is issued. Please do not respond to this correspondence using the email reply button. In order for your response to be processed expeditiously, you must submit your documents through the AmericanTCB.com website. Also, please note that partial responses increase processing time and should not be submitted. Any questions about the content of this correspondence should be directed to the sender.

GENERAL 1.1 Introduction The following measurement report is submitted on behalf of Skytech II, Inc. In support of an Intentional Periodic Radiator certification in accordance with Part 2 Subpart J and Part 15 Subpart A And C of the Commission’s and Regulations. 1.2 Customer Details Applicant Name Skytech II, Inc. Applicant Address 9230 Conservation Way,Ft. Wayne,IN 46809,U.S.A. Manufacturer Name FEGO Precision Industrial Co., Ltd. Manufacturer Address 947 LIN SEN RD., WU-FENG SHIANG TAICHUNG HSIEN R.O.C. 1.3 Technical data of EUT Equipment Transmitter Model No SKY-5001 / SKY-5301 / SKY-5310 / SKY-5010 FCC ID K9L5001 Power Type Powered by 6V Battery (AAA Size X4). The EUT (SKY-5001 / SKY-5301) is remote transmitter. The operation frequency is 303.8Mhz. Press the button on remote transmitter, can set the Program ON / ON THERMO / THERMO OFF / OFF Continuous Pilot button. Both of two samples have the same circuit and PCB layout, the only difference is model 5301 has 3 fuctions key and 5001 has none, the test result was obtained from the measurement of model 5301. 1.4 Description of Support Equipment The EUT itself forms a system. No support equipment is required for its normal operation. Page: 6/26 Report Number: MLT0711P15003 1.5 Configuration of System Under Test 1.6 Test Procedure All measurements contained in this report were performed according to the techniques described in Measurement procedure ANSI C63.4: 2003 "Measurement of Intentional Radiators." 1.7 General Test Condition The conditions under which the EUT operates were varied to determine their effect on the equipment's emission characteristics. The final configuration of the test system and the mode of operation used during these tests was chosen as that which produced the highest emission levels. However, only those conditions which the EUT was considered likely to encounter in normal use were investigated. EUT Page: 7/26 Report Number: MLT0711P15003 II. Conducted Emissions Requirements The EUT operates solely by the battery. According to the rule of Section 15.207(d), the EUT exempt to the power line conducted test. Page: 8/26 Report Number: MLT0711P15003 III. Radiated Emissions Requirements 3.1 General Configuration: Prior to open-field testing, the EUT was placed in a shielded enclosure and scanned at a close distance to determine its emission characteristics. The physical arrangement of the EUT was varied (within the scope of arrangements likely to be encountered in actual use) to determine the effect on the unit's emanations in amplitude, directivity, and frequency. The exact system configuration which produced the highest emissions was noted so it could be reproduced later during the open-field tests. This was done to ensure that the final measurements would demonstrate the worst-case interference potential of the EUT. 3.2 General Configuration: Final radiation measurements were made on a three-meter, open-field test site. The EUT system was placed on a nonconductive turntable which is 0.8 meters height, top surface 1.0 x 1.5 meter. The spectrum was examined from 250 MHz to 2.5 GHz in order to cover the whole spectrum below 10th harmonic which could generate from the EUT. During the test, EUT was set to transmit continuously & Measurements spectru…
