This transmitter is intended for use in a dual mode – dual band cellular telephone application with capabilities for clear communications with a maximum transmit power of 27.2 dBm (Variable Power) down to as low as 0.16 mWatts in TDMA 800 MHz mode, 22.4 dBm down to as low as 4.8 mWatts in AMPS 800 MHz mode, and 26.7 dBm down to as low as 0.17 mWatts in PCS TDMA 1900 MHz mode. The subject transmitter complies with Section 90.203 of the rules in that the operator cannot directly program transmit frequencies using only the unit's normally accessible external controls. All Panasonic phones disregard forbidden SIDs and SOCs and will place a call regardless of system or carrier. 2.) Please modify and clarify the Confidentiality request. a.) The users Manual cannot be Confidential. b.) Please relate “Theory of operation and circuit description” as cited in your 3/19/2001 letter to the actual file / Exhibits names submitted. This has been completed and the exhibit has been attached. 3.) The test for radiated spurious emissions was not made with the substitution method. Please note that the attenuation requirement for spurious emissions is 43 + 10Log(P). This is referenced to the desired signal yielding dBc. The attenuation specification is not XX uV/M or ERP or EIRP.The dBc is determined from the substitution method as described in the ANSI/TIA/EIA-603-1992 document. Please submit revised data / results obtained in this manner. This data was taken but only worst case was provided after the conversion. A new and complete Radiated data report explaining this is attached. 4.) The SAR levels cited in the Users Manual do not agree with those measured. Please correct this. This has been completed and the section of the OI exhibit has been attached.

This is not confirmed by the SAR report. Please clarify. Frank, At first look, I noticed this was a typo. Then I thought that you may have the wrong SAR report. The maximum Head SAR value is correct but I want to make sure. One of my employees, that is out having surgery, did the original filling and may have uploaded a prototype report that was done before all of the filing data was taken. I have reviewed all of the exhibits in the NWJ10A003A filing and they are correct but I want to make sure the SAR report is the correct one. I have attached the SAR report, radiated report and the corrected section of the OI. The SAR values are as follows: Mode Conducted power in dBm Head SAR W/kg Body SAR W/kg AMPS 22.6 1.51 0.382 TDMA 27.4 1.48 0.359 PCS 26.4 1.49 0.747 If the SAR report you have conflicts with these results, then it is not correct. In addition, the basic measurement report does not include radiated power measurements. Please confirm the ERP and EIRP values for the unit which you will be marketing. Frank, I have reviewed the SAR and Radiated exhibits in the NWJ10A003A filing and the correct SAR report and radiated filing is what was uploaded in the reply to the request for information #19500. The SAR report documents the power as dBm and is a conducted measurement. The radiated power is in the Radiated exhibit and it includes the radiated power and radiated spurious data. That report does not document the conducted power just the radiated power. The way the data is obtained for our filings is as follows and all data is taken on the same phone. First, SAR data was taken at PCTest’s lab. Then the phone is taken to the radiated testing area at PCTest’s lab. Again, this is done at the same lab with the same phone. After the radiated power and spurious emissions are measured, the phone is hand carried back to my laboratory in Suwannee, Ga. and all of the conducted data is taken. If the SAR data, radiated emissions, or radiated power data does not meet our expectation we will determine the problem and correct it. Once that is complete, we will go back to step one and take SAR data again and redo all of the other steps. When all of the data meets our expectation we will file that phone with the FCC and then all the exhibits are uploaded to the FCC with that latest data. It is apparent that the two reports were different. The SAR report and radiated filing that was uploaded in the reply to the request for information #19500 is correct. It would appear that a previous report that was not acceptable was accidentally uploaded. Pieter

EV Specification / Tune Procedure This specification contains only the information required for electronic adjustment of the ATLAS handset. The specification contains two sections; the adjustment procedure, and the adjustment range and configuration matrix. Adjustment Procedure – Gives a detailed description of each adjustment of the handset in the required sequence. Adjustment Range and Configuration Matrix – Gives the adjustment parameter, adjustment limits, and default EV value, and brief equipment set up for each adjustment. 1.1. Electronic Adjustment Support – Overview ATLAS will support electronic adjustment of various audio and RF related parameters through an external test set by putting the radio into adjust mode. This document covers the adjustment procedure using the external test set. All adjustments are typically done using channel 350 in the cellular band or channel 1000 in the PCS band unless otherwise specified with the transceiver and audio control set as required for the adjustment. The ATLAS electronic adjustment allows for the setting of the following parameters: l Battery l AFC Tuning l Power Level l Compressor Reference Level l Standard Deviation l Max Deviation l SAT Deviation l WBD / ST Deviation l DTMF Deviation l Expander Reference Level l RX Audio Level l Analog RSSI Calibration l Digital RSSI Calibration 1.2. Test Set Adjustment Operation The test set originated adjustments generally operate as follows: 1. Commands are sent as 9600-baud asynchronous serial data with 8 data bits, non-parity and 1 stop bit. Commands are received on the RX data line and responses are sent on the TX data line. All commands are sent through the serial bus in the following format (in hex): 00 80 NN CC (D1) (D2) (D3) ... (Dn) Where NN is the number of bytes sent (command plus data), CC is the command op code, and D1 through Dn are data associated with the command (see individual command below for number of data bytes expected). 2. The adjust mode is entered by first sending the Test Mode and then sending the Adjust Mode command. 3. A set adjustment command (such as Set SAT) is sent to set up the hardware for the specified test with the current adjustment. 4. The Set Current Adjustment Value command is issued along with a value which is used to set the selected adjustment and update the hardware. This may be repeated as necessary until the final adjustment value is determined. 5. The Exit Adjustment Mode command is issued to exit adjustment mode with the option to save all adjustments to nonvolatile memory. Handset returns to test mode. The Exit Active Adjustment Mode command is issued to exit the current adjustment with the option to save to active memory. Handset is still in adjustment mode. 7. When all adjustments are complete, the Normal Mode command can be sent to return the unit to normal operation. 8. ALL RF POWERS LISTED ARE CORRECTED FOR LOSSES IN THE ADJUSMENT FIXTURE PER BAND. 9. Enter Adjust Mode Use this command to put the unit under test (UUT) into adjust mode. This must be done before issuing any other adjust commands. 1 Apply DC power (5.8+/-0.2[V]) to DC-PWR-IN at the I/O connector of the UUT. 2 Send Enter Test Mode command and then send Adjust Mode command. 1.4.
